Remediation Contractors; Request for Proposal
[27 Pa.B. 2085] The Department of General Services is seeking interested firms to submit sealed proposals for consideration for the following project:
DGS 173-68.0A--Remediation of Contaminated Facilities, Quehanna Wild Area, Forest District No. 9, Quehanna, Clearfield, PA. A brief description of the project is as follows: Certain structures at Quehanna are known to be contaminated with Strontium-90 and Cobalt-60. The facility is tenanted by PermaGrain Products, Inc. (PPI) for the manufacture of wood products. PPI is licensed by U. S. Nuclear Regulatory Commission (USNRC) for the possession of existing contamination. The Commonwealth desires the decontamination of the facility to meet USNRC criteria for release for unrestricted use. The project has been estimated as requiring up to 1 year of onsite work.
RFP Price--$100 (Includes 6% PA Sales Tax) per RFP. Payable to the Commonwealth of Pennsylvania. This price is non-refundable. Requests for the RFP should be mailed to The Department of General Services, Bureau of Professional Selections and Administrative Services, Room 107, Headquarters Building, 18th and Herr Streets, Harrisburg, PA 17125. Design Expertise--Proposers will be required to conclusively establish that they are qualified, highly skilled and experienced in Radioactive Decontamination and Decommissioning Operations.
Pre-Proposal Conference--A Pre-Proposal Conference has been scheduled for this project on Tuesday, May 20, 1997, at 10:30 a.m. at the Guest House at the Quehanna Boot Camp, Department of Corrections. (Maximum of three individuals per Proposer). Directions: Interstate 80 to Exit 22, Snow Shoe, Route 144 North to 879 North approximately 1 mile north of the Village Karthaus. Take right turn, approximately 2 miles to Quehanna.
Facility Tour--A Facility Tour is scheduled for this project on Tuesday, May 20, 1997 immediately following the Pre-Proposal Conference. Participants are required to bring hard hats and safety glasses for the Facility Tour. Prospective contractors may submit their questions, in writing, before or within 2 hours after the end of the Pre-Proposal Conference. Questions will be answered, in writing, within 21 days after the Pre-Proposal Conference.
All proposals are due Tuesday, July 1, 1997 no later than 2 p.m., in Room 107, Headquarters Building, 18th and Herr Streets, Harrisburg, PA 17125. Responses received after this due date and time will be returned unopened.
