Proposed Plan for the Disposition of Commonwealth Property
[27 Pa.B. 2085] The Department of General Services, under the authority contained in Act 48 of 1981 amending the act of April 9, 1929 (P. L. 177, No. 175), known as the Administrative Code of 1929, has published a proposed property disposition plan for review by the public and approval of the Legislature.
Persons wanting to comment on the proposed plan should do so in writing to Michael Reiter, Department of General Services, Bureau of Real Estate, Room 505 North Office Building, Harrisburg, PA 17125, within 30 days from the date of this notice. Correspondence should include the name and address of the writer and ''Property Disposition Plan'' should be noted in the lower right corner of the envelope. If more detailed information is desired concerning a particular property, written requests may also be directed to the above noted address.

General Description of Properties This property disposition plan is only a proposal to offer for sale the following described real property.
Offering No. 1
Norristown State Hospital Residences--The properties consist of three city lots with a residence on each. The properties are located at 127 Whitehall Road, 1754 Sterigere Street and 1762 Sterigere Street, Norristown, PA.
Offering No. 2
Brown's Mill School--This property consists of two buildings on approximately 0.33 acres of land. The school is approximately 850 square feet. The maintenance shed is 6` x 8`. The property is located at the intersection of Brown's Mill Road and Angle Road in Chambersburg, PA. This property has a historic covenant.
Offering No. 3
Fallowfield Land Parcel--This property consists of approximately 0.44 acres of land and is divided into four lots located on Shannon Street in Charleroi, PA. Property is unimproved.
Offering No. 4
John Brown House--This property consists of a 0.50 acre lot with a two story house and is located at 225 King Street in Chambersburg, PA. This property has a historic covenant.
Offering No. 5
Johston Tavern--This property consists of approximately 17 acres of land, a two story stone tavern and a maintenance shed. The property includes three parcels and is located approximately 4 miles south of Mercer, PA along U. S. Route 19. This property has a historic covenant.
Offering No. 6
Harrisburg State Farm Residence--This property consists of 5 acres of land with a 2 1/2 story brick residence including an attached three car garage. The property is located at 1308 Elmerton Avenue, Harrisburg, PA.
The Department is not guaranteeing to sell any or all of the referenced property. Final determination of sale will be conditioned upon approval from the Legislature and responses received from this notice.
General Terms and Conditions for Properties That May Be Offered for Sale The terms and conditions for the sale of approved properties and the form of purchase will be determined by General Services depending on market conditions, proposals received, and the best interests of the Commonwealth. General Services will offer properties for sale either through an auction, sealed bid, or request for proposal (RFP). Offers below fair market value or fair consideration established through independent appraisal will be rejected.
Consideration will be given to lump sum purchase, installment purchase, lease purchase or fair consideration, the components of which include: job retention/creation, economic growth, community development, highest and best use, public purpose, expansion of local tax base, short term site redevelopment, and cash to the Commonwealth.
