(Part II Permits) The following permit applications and requests for plan approval have been received by the Department of Environmental Protection (Department). Persons objecting on the grounds of public or private interest to the approval of an application or submitted plan may file a written protest with the Department at the address indicated above each permit application or plan. Each written protest should contain the following: name, address and telephone number; identification of the plan or application to which the protest is addressed and a concise statement in sufficient detail to inform the Department of the exact basis of the protest and the relevant facts upon which it is based. INDIVIDUAL PERMITS
(PAS) The following parties have applied for an NPDES permit to discharge stormwater from a proposed construction activity into the surface waters of this Commonwealth. Unless otherwise indicated on the basis of preliminary review and application of lawful standards and regulations, the Department of Environmental Protection proposes to issue a permit to discharge, subject to certain limitations set forth in the permit and special conditions. These proposed determinations are tentative. Limitations are provided in the permit as erosion and sedimentation control measures and facilities which restrict the rate and quantity of sediment discharged.
Where indicated, the EPA, Region III, Regional Administrator has waived the right to review or object to this proposed permit action under the waiver provision 40 CFR 123.24(d).
Persons wishing to comment on the proposed permit are invited to submit a statement to the Regional Office or County Conservation District Office indicated as the responsible office, within 30 days from the date of this public notice. A copy of the written comments should be sent to the County Conservation District Office. Comments reviewed within this 30-day period will be considered in the formulation of the final determinations regarding this application. Responses should include the name, address, and telephone number of the writer and a concise statement to inform the Regional Office of the exact basis of a comment and the relevant facts upon which it is based. A public hearing may be held if the Regional Office considers the public response significant.
Following the 30-day comment period, the Water Program Manager will make a final determination regarding the proposed permit. Notice of this determination will be published in the Pennsylvania Bulletin at which time this determination may be appealable to the Environmental Hearing Board.

Prompt Interim Response
Clarendon Ceramics Site
Clarendon Borough, Warren County This Notice of Prompt Interim Response is being issued by the Department of Environmental Protection (Department) to provide a description of the prompt interim response for the Clarendon Ceramics Site (site), under section 506 of the Hazardous Sites Cleanup Act (act) (35 P. S. § 6020.506).
The site is located adjacent to Main Street (U. S. Route 6) in Clarendon Borough, Warren County, PA. The address is 231 North Main Street, Clarendon, PA 16313. The site may be located on the United States Geological Survey Clarendon, Pennsylvania 7.5 minute topographic map at 41° 46' 57" north latitude and 70° 05' 57" west longitude.
The site is located in the industrial section of Clarendon Borough, surrounded primarily by commercial and industrial facilities. In the past the majority of these businesses had been associated with the oil and gas industry. The site consists of the former Clarendon Ceramics manufacturing facility, which includes a two story brick and concrete exterior structure with dimensions of approximately 100 feet on a side. The building has most recently been used by Clarendon Ceramics as a pottery factory, and a kiln is still present inside the building. The building is in poor repair. The roof of a wooden addition on the south side of the building has collapsed, as has a former loading dock on the west side of the building. Unimpeded access to the building is available through doors on the east and west sides.
Department personnel sampled stream sediment, stained soil, and china waste piles outside the Clarendon Ceramics building. Also, samples of kiln dust and pigments were taken from inside the building. Samples of sludge from the outside waste treatment system, contents of drums inside and outside the building, and oil in fluorescent light ballast were not collected.
Samples taken from stream sediment, stained soil and china waste piles did not contain hazardous substances. Pigments spilled on the kiln room floor contained cadmium and zinc. Samples of pigments taken from the lab room contained lead and barium. Cadmium, barium, zinc and lead are designated as hazardous substances under section 103 of the act (35 P. S. § 6020.103).
The Department believes that prompt action is necessary to protect the public health, safety and the environment from the risks associated with the containerized wastes abandoned at the site, hazardous substances found in pigments that were used in the ceramics manufacturing process, and hazardous substances that may be found in the fluorescent light ballast. Action should not be delayed for the length of time that it would take to formally develop and close an administrative record for the action. The Department estimates that prompt action will cost less than $2 million and take less than 1 year to complete. Accordingly, the Department has undertaken a prompt interim response at the site under section 505(b) of the act (35 P. S. § 6020.505(b)).
The two main objectives of the prompt interim response ongoing at the site are: 1) to protect the public and environmental receptors from direct contact with site-related hazardous substances; and 2) to eliminate the ongoing release and threat of release of hazardous substances into the environment from containerized waste, pigments, sludge and fluorescent light ballast oil. This action will mitigate the ongoing release and threat of release of hazardous substances posed by conditions at the site.
The Department considered two alternatives for the prompt interim response at the site: 1) no action; and 2) removal and disposal of site hazardous substances in an offsite treatment/disposal facility. In light of the objectives stated above, the Department evaluated each alternative to determine: the extent to which each alternative protects the public health and the environment; the extent to which each alternative complies with or otherwise addresses the Land Recycling and Environmental Remediation Standards Act, the Solid Waste Management Act, The Clean Streams Law and other applicable or relevant and appropriate requirements; the extent to which each alternative is feasible, effective, implementable and permanent; and the relative cost effectiveness of each alternative.
Under section 505(b) of the act, (35 P. S. § 6020.505(b)), the Department has chosen to implement Alternative 2 as the prompt interim response at the Clarendon Ceramics site. Alternative 2 was chosen because it will, in the most cost-effective manner, protect the public and environmental receptors from direct contact with site-related hazardous substances and eliminate the ongoing release and threat of release of hazardous substances into the environment from containerized wastes and media.
Alternative 2 involves the testing, removal and offsite disposal of site wastes containing hazardous substances. Based on Department observations and sampling, pigments found in various containers located in the upper level of the building, sludge in the underground tanks, oil in fluorescent light ballast, and unknown contents of drums throughout the building contain hazardous substances, or will likely be found to contain hazardous substances upon sampling. Following waste removal from containers, any empty containers will be crushed and consolidated for offsite disposal or recycle/reuse.
An Administrative Record, which contains more detailed information regarding the site, is available for public inspection. The Administrative Record can be examined from 8 a.m to 4 p.m. at the Department's Northwest Regional Office at 230 Chestnut Street, Meadville, PA 16335. Persons interested in examining the Administrative Record should call the Department's Hazardous Sites Cleanup Program at (814) 332-6648 to make advance arrangements.
The public will have an opportunity to present oral comments regarding the proposed prompt interim response if the Department receives a request for a public hearing. If no person requests a public hearing on or before September 16, 1997, the hearing will not be held. Opening of the Administrative Record; Proposed Interim Response under the Hazardous Sites Cleanup Act
UGI Columbia Manufactured Gas Plant
Columbia Borough, Lancaster County The Department of Environmental Protection (Department) under the authority of the Hazardous Sites Cleanup Act (act) (35 P. S. §§ 6020.101--6020.1304) will begin an interim response on property known as the UGI Columbia Manufactured Gas Plant (site) located along Front Street in the Borough of Columbia, Lancaster County, PA.
This facility is currently owned by the Pennsylvania Power and Light Company. The site operated as a manufactured gas plant until the facility was closed in 1947. Presence of tars has been found in surrounding soils and sediments. This contamination presents a danger to the public health and safety and the environment.
Proposed Response
The Department has selected the following response action to address the threats posed at the site: 1) dredging of sediments in the Susquehanna River, then hauling the sediments to an offsite thermal destruction facility; and 2) containment of soils along the river bank to mitigate any potential erosion or migration which might expose impacted soils to the river water. The Department determined these procedures to be the most environmentally sound and cost effective for this site.
The alternatives considered for dealing with the contaminated sediments were: 1) No Action, 2) Dredging and Offsite Disposal, 3) In-Situ Biological Treatment and 4) Capping.
No Action
This alternative involves taking no action to remove, remediate or contain the contaminated media at the site. Institutional actions, such as land use restrictions and monitoring, are included as part of this alternative. The No Action Alternative would not remove or contain any of the contaminants.
Dredging and Offsite Disposal
In this alternative, river sediments would be removed using either mechanical or hydraulic dredging. Dredged materials would be dewatered and shipped offsite for proper disposal.
In-Situ Biological Treatment
This alternative would introduce oxygen and nutrients into the pore spaces between the river sediment particles by the use of injection and extraction wells or horizontal piping.
Capping
The capping alternative involves containment of selected sediments using a cast-in-place concrete/grout cap. The contaminated sediments would remain in place indefinitely under this alternative.
The land-side removal alternatives considered were: 1) No Action; 2) Excavation and Offsite Disposal; 3) Containment; and 4) In-Situ Biological Treatment.
No Action
This alternative involves taking no action to remove, remediate or contain the contaminated media at the site. Institutional actions, such as land use restrictions and monitoring, are included as part of this alternative. The No Action Alternative would not remove or contain any of the contaminants.
Excavation and Offsite Disposal
This alternative involves the removal of selected soils along the river bank. Because the excavated materials will be saturated, they will need to be stabilized with fly ash or some other binding agent prior to being loaded onto haul vehicles.
Containment
This alternative involves isolating the soils along the river bank to mitigate any potential erosion or migration which might expose impacted soils to the river water.
In-Situ Biological Treatment
In this alternative, the subsurface environment would be enhanced with oxygen and nutrients to stimulate aerobic biological activity within the saturated zone, thereby promoting the degradation of organic compounds.
The Department is providing this notice under sections 505(b) and 506(b) of the act. The publication of this notice starts the administrative record period under the act. The administrative record that contains information about this site and which supports the Department's decision to perform this action at the UGI Columbia Manufactured Gas Plant is available for public review and comment at the Department's Southcentral Regional Office, located at One Ararat Boulevard, Harrisburg, PA 17110, by contacting Barbara Faletti at (717) 657-4125. A copy of the administrative record is also available at the Columbia Public Library at 24 South Sixth Street, Columbia, PA, and may be reviewed during regular library hours.

LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

Preamble 1
Acknowledgment of Notices of Intent to Remediate submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).
Sections 302 and 303 of the Land Recycling and Environmental Remediation Standards Act (act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin an acknowledgment noting receipt of any Notices of Intent to Remediate. An acknowledgment of the receipt of a Notice of Intent to Remediate identifies a site where a person proposes to, or has been required to, respond to a release of a regulated substance at a site. Persons intending to use the background or Statewide health standard to remediate a site must file a Notice of Intent to Remediate with the Department. A Notice of Intent to Remediate filed with the Department must provide a brief description of the location of the site, a list of known contaminants at the site, the proposed remediation measures for the site, and a description of the intended future use of the site. A person who demonstrates attainment of one or a combination of the cleanup standards identified under the act will be relieved of further liability for the remediation of the site for any contamination identified in reports submitted to and approved by the Department and shall not be subject to citizen suits or other contribution actions brought by responsible persons not participating in the remediation.
For further information concerning the content of a Notice of Intent to Remediate, contact the Department of Environmental Protection Regional Office under which the notice appears. If information concerning this acknowledgment is required in an alternative form, contact the community relations coordinator at the appropriate Regional Office listed. PP&L, Environmental Management Division, 2 North Ninth Street, Allentown, PA 18101 has submitted a Notice of Intent to Remediate concerning the remediation of site soils found to have been contaminated with PCBs (polychlorinated biphenyls). The applicant proposes to remediate the site to meet the Statewide human health standard.
