(Part I Permits) The Department of Environmental Protection has taken the following actions on previously received permit applications and requests for plan approval and has issued the following significant orders.
Any person aggrieved by this action may appeal, under section 4 of the Environmental Hearing Board Act (35 P. S. § 7514), and 2 Pa.C.S. §§ 501--508 and 701--704 (relating to the Administrative Agency Law) to the Environmental Hearing Board, Harrisburg, PA 17105-8457, (717) 787-3483. Appeals must be filed with the Environmental Hearing Board within 30 days of receipt of written notice of this action unless the appropriate statute provides a different time period. Copies of the appeal form and the Board's rules of practice and procedure may be obtained from the Board. PAS-10-M099. Individual NPDES. Walter W. Starliper, 13783 Buchanan Trail West, Mercersburg, PA 17236. To implement an Erosion and Sedimentation Control Plan for a housing development called Starliper Subdivision on 9.96 acres in Peters Township, Franklin County. The project is located on the north side of PA 16 in the village of Charlestown (Mercersburg, PA Quadrangle N: 20.0 inches; W: 8.2 inches). Drainage will be to Buck Run.
The following final report was submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).
Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (act) require the Department of Environmental Protection to publish in the Pennsylvania Bulletin a notice of submission of any final reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed, and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.

City Auto Parts, West, City of Erie, Erie County, has submitted a Final Report to Remediate soil and groundwater contaminated with BTEX's. The report is intended to document remediation of the site to meet the Statewide Health Standard. The Final Report was published in the Erie Daily Times on July 15, 1997.

APPROVALS TO USE NPDES GENERAL PERMITS
The following parties have submitted Notices of Intent (NOI) for Coverage under General NPDES Permits to discharge wastewater into the surface waters of this Commonwealth of Pennsylvania. The Department of Environmental Protection approves the following coverages under the specified General Permit. This approval is subject to applicable effluent limitations, monitoring and reporting requirements and other conditions set forth in the respective General Permit.
The EPA Region III Regional Administrator has waived the right to review or object to this permit action under the waiver provision: 40 CFR 123.24.

The Department of Environmental Protection (Department) approved a revision to the Centre County Municipal Waste Management Plan on December 20, 1996. There were no additional conditions.
