Availability of Technical Guidance

Materials related to its technical guidance documents on DEP's World Wide Web site

   DEP's Web address is http://www.dep.state.pa.us. These materials are all located at the Public Participation Center. The ''June 1997 Inventory'' heading is the link to the Inventory in the form of the Governor's List of Nonregulatory Documents. The ''Search the Inventory of Technical Guidance Documents'' heading is the link to the Inventory in the form of a data base. The ''Final Documents'' heading is the link to a menu of the various DEP bureaus and from there to each bureau's final technical guidance documents that are currently on the web. DEP will be adding its revised documents to the Web throughout 1997. The ''Draft Technical Guidance'' heading is the link to DEP's draft technical guidance documents on the web.

Ordering Paper Copies of DEP Technical Guidance

   Persons can order a bound paper copy of the latest Inventory or an unbound paper copy of any of the final documents listed on the Inventory by calling DEP at (717) 783-8727.

   In addition, bound copies of some of DEP's documents are available as DEP publications. Persons should check with the appropriate bureau for more information about the availability of a particular document as a publication.

Changes to Technical Guidance Documents

   Here is the current list of recent changes. Persons who have questions or comments about a particular document should call the contact person whose name and phone number is listed with each document. Persons who have questions or comments in general should call Nina Huizinga at (717) 783-8727.

Notice of Intent to Develop Technical Guidance

   DEP ID:  012-1910-002 Title:  Schedule of Charges for Access to Public Records Background:  DEP handles hundreds of requests for information each year. The only ''guidance'' available has been in the form of a pamphlet which is out-of-date. DEP provides as much information as possible free on its World Wide Web site. DEP needs to develop a consistent policy regarding providing information for free versus charging for information. Anticipated Effective Date:  October 1, 1997 Anticipated Draft Development Date:  August 15, 1997 Proposed Development and Review Process:  The draft will be circulated to DEP Bureaus that provide information to the public for staff comment. Notice of the availability of the draft will be published in the Pennsylvania Bulletin and DEP's UPDATE for public comment. Contact Nina Huizinga at (717) 783-8727.

Notice of Intent to Rescind Technical Guidance

   DEP ID:  563-2000-207 BMR PGM:  II:02:07 Title:  Valid Existing Rights and Existing Activity Exceptions to Section 86.102 Background:  This guidance was developed to implement initial statutory provisions of the Federal Surface Mining Control and Reclamation Act of 1977. This guidance is out-dated and is no longer needed for the administration of the regulatory program. Effective Date:  July 31, 1997. Contact M. C. McCommons at (717) 783-9582.
