The work shall consist of constructing the stream enclosure with a 48-inch diameter corrugated metal pipe that will have a length of 150-feet. The project is located along the southern right-of-way of SR 0080 approximately 1.1 miles west of the intersection of SR 0255 and SR 0080 (Sabula, PA Quadrangle N: 1.2 inches; W: 14.7 inches) in Sandy Township, Clearfield County. Estimated stream disturbance is 190 feet of stream and 0.32 acre of wetland impact; stream classification is Cold Water Fishery.
E17-311. Encroachment. Glyn D. and Mary Powell, R. R. Box 668H, Houtzdale, PA 16651. The applicant proposes to 1) remove an existing stream enclosure and restore and maintain the channel of an unnamed tributary to Beaver Run; 2) remove and restore 0.13 acre of impacted wetlands associated with an unnamed tributary to Beaver Run; and 3) place and maintain fill in 0.47 acre of wetlands associated with an unnamed tributary to Beaver Run for the development of a commercial facility. As proposed the work shall consist of 1) removing 255.0 linear feet of stream enclosure and constructing 255.0 linear feet of rock lined trapezoidal stream channel 2) removing fill from 0.13 acre of wetland and restoring the wtland cross section and hydrology and 3) placing and maintain fill in 0.47 acre of wetlands. The project is located along the wetern right-of-way of SR 0053 approximately 0.95 mile north of the intersection of SR 0253 and SR 0053 (Houtzdale, PA Quadrangle N: 13.9 inches; W: 12.9 inches) in Woodward Township, Clearfield County. The 0.47 acre of permanently impacted wetlands shall be mitigated with 2.0 acres of replacement wetlands.
E53-301. Encroachment. DCNR, Bureau of Forestry, P. O. Box 8451, Harrisburg, PA 17105. To replace three existing culverts within the Right Branch of Big Nelson Run and to remove flood debris at two sites between the culvert location. The replacement culvert sizes are 1) Site 1-48 inch diameter × 40 foot long CMP; 2) Site 2-87 inch × 63 inch corrugated steel arch culvert × 38 foot long; 3) Site 3-72 inch CMP × 38 foot long. The project's first culvert is located along Big Nelson Run Road (T-300) approximately 2 miles from Route 872. The second and third culverts are approximately 0.5 and 2.5 miles upstream from culvert number one (Conrad, PA Quadrangle N: 15.8 inches; W: 15.4 inches) in Sylvania Township, Potter County. Estimated stream disturbance is approximately 400 feet of waterway; stream classification is Exceptional Value.

To realign a section of Jamison Creek back to its original location in order to minimize flooding of the fairway and install riprap at the upstream end of the existing channel. Additionally, an onlot disposal system maintenance program will be implemented, pending construction of the sewer system. Funding application will be made to the Rural Utility Service (RUS). The Department's review of the sewage facilities update revision has not identified any significant environmental impacts resulting from this proposal. Required NPDES Permits or WQM Permits must be obtained in the name of the municipality or authority as appropriate.
Location: St. Thomas Township, Franklin County, 965 Hade Road, Chambersburg, PA 17201.
The approved plan provided for construction of a .08 mgd wastewater treatment plant and collection system to provide public sewer service to the Edenville area of St. Thomas Township. The interim method of sewage disposal will be continued use of onlot disposal systems with an OLDS Maintenance program. The Department's review of the sewage facilities update revision has not identified any significant environmental impacts resulting from this proposal. Required NPDES Permits or WQM Permits must be obtained in the name of the municipality or authority as appropriate.
Location: Juniata Terrace Borough, Mifflin County, 80 Hudson Avenue, Lewistown, PA 17044.
The approved plan provided for abandoning the existing Juniata Terrace Borough wastewater treatment plant and construction of a new interceptor line. Sewage treatment will be provided by Granville Township wastewater treatment plant. Additionally, portions of the Borough's collection system will be rehabilitated and numerous manhole structures will be replaced. The Department's review of the sewage facilities update revision has not identified any significant environmental impacts resulting from this proposal. Required WQM Permits must be obtained in the name of the municipality or authority as appropriate.

The approved plan provided for expansion and upgrade of an existing wastewater treatment plant. The new facility will be located at the site of the existing Bloomfield treatment plant, will use sequencing batch reactor technology, and will be sized for .25 mgd capacity. The Department's review of the sewage facilities update revision has not identified any significant environmental impacts resulting from this proposal. Sewage flows will be conveyed to and treated at the Connellsville Sewage Treatment Plant. LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

Preamble 3 The following final reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).
Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (act) require the Department of Environmental Protection to publish in the Pennsylvania Bulletin a notice of submission of any final reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed, and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.
For further information concerning the final report, contact the Environmental Cleanup Program in the Department of Environmental Protection Regional Office under which the notice of receipt of a final report appears. If information concerning a final report is required in an alternative form, contact the community relations coordinator at the appropriate Regional Office listed. The Conard-Pyle Company, 372 Rose Hill Road, West Grove, PA 19390-0651, was issued a permit for the closure of their residual waste landfill located in Penn Township, Chester County. With the issuance of this closure permit No. 301308, landfilling operations at the facility will cease and permit No. 101240 is revoked. Closure permit was issued by the Southeast Regional Office on July 22, 1997.
