To construct and maintain five minor road crossings having a total wetland fill of 0.16 acre and to excavate and/or place fill in 0.05 acre of wetlands for the purpose of constructing stormwater detention basins for Phases III, IV and V of the Meadows at Sugarloaf, a proposed 156-lot residential subdivision. To remove the existing structure and to construct and maintain a stream enclosure of Solomon Creek, consisting of approximately 260 linear feet of a three-cell precast concrete box culvert, having waterway openings of 19.0 feet × 11.0 feet. The project includes excavation within the channel, extending approximately 150 feet upstream and downstream of the proposed structure, for the purpose of restoring and maintaining the channel invert and capacity. F. of sanitary sewer line in wetlands, temporarily impacting approximately 1.4 acres of wetlands at various locations in Tobyhanna Township in the vicinity of Blakeslee Corners; to place fill in a de minimis area of wetlands less than or equal to 0.05 acre for the purpose of constructing Pump Station No. 3 and an associated permanent access road along Cross Country Route F, and to construct and maintain 13 sanitary sewer utility line stream crossings as indicated on the attached list. To construct and maintain a freshwater pumping station approximately 45 feet by 70 feet with an 8 foot by 4 foot rectangular intake 300 feet long within the floodway of Baldwin Creek, WWF, and the Cowanesque Reservoir for the purpose of supplying water to an underground gas storage facility (Tioga, PA Quadrangle N: 175 inches; W: 8.9 inches) in Lawrence Township, Tioga County. The total project will permanently impact .27 acre of wetlands, and total temporary impacts on 28.59 acres of wetlands located throughout Farmington, Tioga, Middlebury and Delmar Townships. Included in this application are 46 stream crossings both for road crossings and utility lines permitted under the Department's General Permit BDWW-GP-8 and General Permit BDWW-GP-5, respectively. There are 45 wetland crossings both for road crossings and utility line permitted under the Department's General Permit BDWW-GP-8 and General Permit BDWW-GP-5 respectively. A total of 9 wetland crossings were addressed under this Joint Permit since the General Permits were not applicable to them.

PUBLIC HEARING The Department of Environmental Protection will hold a public hearing to receive testimony and comments on a major permit modification for installation of equipment designed to beneficially utilize landfill gas for leachate reduction and to supply electrical power at the existing permitted Dauphin Meadows Landfill.
The hearing will be held on Wednesday, September 10, 1997, at the Millersburg Area High School Auditorium in Millersburg, PA beginning at 7 p.m.

__________Recycling Grant Awards under the Municipal Waste Planning, Recycling and Waste Reduction Act (53 P. S. §§ 4000.101--4000.1904).
__________The Department of Environmental Protection announces the following grants to municipalities for recycling programs under section 902 of the Municipal Waste Planning, Recycling and Waste Reduction Act (Act 101) (53 P. S. § 4000.902).
Grant funds are used to develop and implement recycling programs. Municipalities and counties are eligible for up to 90% funding of approved recycling program costs. Municipalities considered financially distressed under the Financially Distressed Municipalities Act (53 P. S. §§ 117.01--117.501), are eligible to receive funding for an additional 10% of approved costs. All grant awards are predicated on the receipt of recycling fees required by sections 701 and 702 of Act 101, and the availability of monies in the Recycling Fund.
This notice includes nine Public-Private Partnership Recycling Grants in which grant funds are offered to local governments on behalf of private sector or not-for-profit entities. These entities cooperate with local governments to enhance recycling, processing and manufacturing capacity for source separated recyclable materials including clear glass, colored glass, aluminum, steel and bimetallic cans, high-grade office paper, newsprint, corrugated paper, plastics and other marketable grades of paper. Facilities and equipment funded under this program remain the property of the local government grantee for their useful life. This program has been discontinued by the Department and has been replaced by a low-interest Recycling Market Development Loan Fund.
