Availability of Technical Guidance
[27 Pa.B. 4043] Materials related to its technical guidance document, on DEP's World Wide Web site
DEP's Web address is http://www.dep.state.pa.us. These materials are all located at the Public Participation Center. The ''June 1997 Inventory'' heading is the Governor's List of Nonregulatory Documents. The ''Search the Inventory of Technical Guidance Documents'' heading is a database of the Inventory. The ''Final Documents'' heading is the link to a menu of the various DEP bureaus and from there to each bureau's final technical guidance documents. DEP will be adding its revised documents to the Web throughout 1997. The ''Draft Technical Guidance'' heading is the link to DEP's draft technical guidance documents.
Ordering Paper Copies of DEP Technical Guidance
Persons can order a bound paper copy of the latest Inventory or an unbound paper copy of any of the final documents listed on the Inventory by calling DEP at (717) 783-8727. In addition, bound copies of some of DEP's documents are available as DEP publications. Persons should check with the appropriate bureau for more information about the availability of a particular document as a publication.

Draft Technical Guidance
DEP ID: 150-2302-003 Title: Critical Elements for Certification of Drinking Water Laboratories for Radiochemistry Background: As part of the Safe Drinking Water Act, DEP must maintain a laboratory certification program. This document is a necessary part of the certification program. A revision is needed based on EPA's revision of their Certification Manual. Notice of Intent to Develop Technical Guidance
Title: Chapter 71 Sewage Facilities Planning Assistance Grants: Cost Eligibility of Items Estimating Inflow and Infiltration (I&I) of Existing Sewerage Facilities Background: Currently, there is no guidance on eligibility of specific elements of inflow and infiltration studies that applies Statewide with uniformity. This guidance will describe both eligible and ineligible sewage facilities planning costs related to inflow and infiltration to the applicant community, their consultants and DEP personnel. This guidance also provides a transition period to allow processing of grant applications already in the review process without impact from this guidance. Anticipated Effective Date: October 15, 1997 Anticipated Draft Development Date: August 15, 1997 Proposed Development and Review Process: The draft guidance will be presented to the members of the Act 537 Program Review Committee (an internal DEP group) and to the members of the Sewage Advisory Committee for comment. It will be distributed to the regional offices of DEP for comment. Notice of the availability of the draft will be published in the Pennsylvania Bulletin and DEP's UPDATE for public comment. Notice of Addition of Existing Large Document to the Web--Stage One
DEP ID: 391-0300-002 Title: Special Protection Waters Implementation Handbook Background: This is a 234 page document that is being revised. The program will place the document on DEP's World Wide Web site in three stages. At this stage, the program is adding the following parts of the current November 1992 document to the web: the cover, the standard elements (part of every technical guidance), a preface which describes the contents, a table of contents, a list of tables and a list of figures. When the program revises the document, the draft will be added to the web. At stage two, the program will add the revised narratives of each chapter and at stage three, the program will add the revised tables and figures. Contact: Richard H. Shertzer at (717) 783-3638.
