Plan Revision Approval Under the Municipal Waste Planning Recycling and Waste Reduction Act of 1988, Act 101 The Department of Environmental Protection (Department) approved a revision to the Centre County Municipal Waste Management Plan on December 20, 1996. There were no additional conditions.

Special Notice The Department of Environmental Protection (Department) has made a preliminary determination to approve revision of Air Quality Plan Approval No. 24-306-003 to increase the NOx emission limits for Willamette Industries, Inc., Penntech Papers' Recovery Boiler from 110 ppm(v), dry corrected to 8% oxygen, 100.7 lbs/hr (30-day rolling average), and 440.9 tons/year, to 120 ppm(v) dry corrected to 8% oxygen, 140.0 lbs/hr (30-day rolling average), and 613.2 tons/year.
Willamette Industries, Inc., Penntech Papers (Willamette) located at 100 Center Street, Johnsonburg, PA 15845, has filed a request with DEP, Air Quality Program, Northwest Regional Office, 230 Chestnut Street, Meadville, PA 16335, for revision of the Recovery Boiler NOx emission limit defined in Plan Approval No. 24-306-003. The revision will be an increase in the NOx emission limit from 110 ppm(v) dry corrected to 8% oxygen, 100.7 lbs/hr (30-day rolling average), and 440.9 tons/yr, to 120 ppm(v) dry corrected to 8% oxygen, 140.0 lb/hr (30-day rolling average), and 613.2 tons/yr.
Based on 2 years of operation experience, Willamette has determined that the throughput and recovery of pulping chemicals per ton of pulp produced is greater than the preconstruction assumed production rate upon which all production and process equipment emission estimates were based. The practical upper limit on production has been determined to be 700 Bone Dry Tons of Pulp (BDTP) vs. 630 BDTP. The increased capacity requires that the Recovery Boiler fire Black Liquor Solids (BLS) at 2.8 million lbs/day; an increase of 0.6 million lbs BLS/day. An increase in the NOx emission limit is necessary to accommodate the increased production demand. Equipment will not be modified.
At the time when Plan Approval No. 24-306-003 was issued, combustion control was determined to be the best available control technology (BACT), for NOx emission reduction for a recovery boiler firing 80% solids black liquor. A review of BACT/LAER/RACT clearing house entries indicates that combustion control continues to be BACT for NOx emission reduction from recovery boilers.
The increase in production is not a ''Major Modification'' as defined in 40 CFR 52.21(b)(2)(I). In accordance with 40 CFR 52.21(b)(2)(iii)(f), an increase in production rate will not be defined as a ''Physical Change''; for Major Modification requirements.
Conditions will be imposed in the revised Plan Approval under the authority granted to the Department by Section 6.1 of the Air Pollution Control Act and 25 Pa. Code § 127.12(b). Such conditions are deemed necessary to insure compliance with the following regulations:

The revised increment consumption, as determined through modeling studies based on a 120 ppm(v) emission limit, is as follows:

Additional required impact analysis has shown that no adverse impact on visibility in any nearby Class I area will occur.
The revised Plan Approval would include the following amended condition:
* The NOx (oxides of nitrogen) emissions shall not exceed 120 ppm(v) dry corrected to 8% oxygen, 140.0 lbs/hr (30-day rolling average), and 613.2 tons/year.
General Requirements:
The Recovery Boiler is subject to 40 CFR Part 60, Subpart BB. When fired with natural gas (annual capacity factor exceeding 10%), the Recovery Boiler is also subject to 40 CFR Part 60, Subpart Db. The source shall comply with all applicable requirements of these Subparts. 40 CFR 60.4 requires submission of copies of all requests, reports, applications, submittals and other communications to both the EPA and the Department. The EPA copies shall be forwarded to:
Director, Air, Toxics and Radiation Division, US EPA, Region III, 841 Chestnut Street, Philadelphia, PA 19107.
The Department will consider any written comments received within 30 days of the publication of this notice. Persons may oppose this preliminary determination by filing a written notice with the Department of Environmental Protection, Air Quality Control Program, 230 Chestnut Street, Meadville, PA 16335, Attn: Robert Huston.
Each comment shall include the following:
1. Name, address and telephone number of the person submitting the comment.
2. Identification of the proposed revision to Plan Approval No. 24-306-003.
3. Concise statement regarding the relevancy of the information or objections to issuance of the revised Plan Approval.
If sufficient public interest is generated, the Department, prior to issuance of the revised plan approval, may in its discretion, hold a public hearing or fact-finding conference, at which time persons may appear and give testimony. If it is decided to hold a public hearing, then a notice to this effect shall be published in the local newspaper giving the place and time of the hearing.
