Plan approval is given for the upgrade of an existing pump station serving the residential areas of Country Manor, Stone Ridge, and Quail Ridge to meet the needs of future developmental growth. Sewage flows for this proposal are tributary to the New Freedom Borough Wastewater Treatment Plant. The pump station will be owned and operated by the New Freedom Borough Authority.

Final Reports
The following final reports were submitted to the Department of Environmental Protection under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).
Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (act) require the Department of Environmental Protection to publish in the Pennsylvania Bulletin a notice of submission of any final reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed, and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.
For further information concerning the final report, please contact the Environmental Cleanup Program in the Department of Environmental Protection Regional Office under which the notice of receipt of a final report appears. The utility lines then enter under the bed of Little Muddy Creek within 350 L. F. of concrete encasement beneath the PA Turnpike arch-culvert. A gravel bar under the culvert will be removed to elevation 415. Another 600 feet of wetlands crossing by the utilities and a second stream crossing within 75 L. Environmental Assessment Approvals and Actions on 401 Certifications
EA10-009NW. Environmental assessment. Department of Environmental Protection, District Mining Operations, White Memorial Building, Knox, PA 16323. To construct and maintain two separate two-cell vertical flow wetlands utilizing Successive Alkaline Producing System (SAPS) technology and to construct a nonjurisdictional dam to provide treatment of several acid mine water discharges. Typical water sampling analysis results of the discharges indicate pH <4.0, Mn 2.0 mg/l, Fl >2.0 mg/l, and Al>3.0 mg/l. Collectively these treatment facilities will be referred to as ''Ferris Treatment Complex'' and is located in the Slippery Rock Creek watershed (CWF). The project will impact 0.4 acre of wetlands (PEM). Recycling Grant Award Under the Municipal Waste Planning, Recycling and Waste Reduction Act
The Department of Environmental Protection announces the following grant to Northampton County for a paper recycling project at Ponderosa Fibers of Pennsylvania under the Pennsylvania Municipal Waste Planning, Recycling and Waste Reduction Act (Act 101) (53 P. S. § 902). The grant is a re-offering of a previous Act 101 Public-Private Partnership Recycling Grant award to process milk and drink cartons into a high grade fiber pulp.
Act 101 § 902 grant funds can be used to develop and implement recycling collection, processing and manufacturing projects involving recyclable materials identified in section 1501(c)(1)(i) of Act 101 (53 P. S. § 4000.1501(c)(1)(i)) and the municipal waste regulations under the § 271.1 definition of source separated materials including clear glass, colored glass, aluminum, steel and bimetallic cans, high-grade office paper, newsprint, corrugated paper, plastics and other marketable grades of paper. Facilities and equipment funded under this program remain the property of the local government grantee for their useful life.
Municipalities and counties are eligible for up to 90% funding of approved recycling project costs. Municipalities considered financially distressed under the Municipalities Financial Recovery Act (53 P. S. §§ 11701.101--11701.501) are eligible to receive funding for an additional 10% of approved costs. All grant awards are predicated on the receipt of recycling fees required by sections 701 and 702 of Act 101, and the availability of monies in the Recycling Fund.

Application Period for Municipal Recycling Program Performance Grant Applications Under Act 101, § 904
The Department of Environmental Protection (DEP) announces a request for applications from municipalities for recycling performance grant assistance for recycling programs under the Municipal Waste Planning, Recycling and Waste Reduction Act (Act 101) (53 P. S. § 904). Municipalities include counties, cities, boroughs, incorporated towns, townships and home rule municipalities. This application period is for eligible materials recycled and marketed in calendar year 1996.
Municipal Recycling Program Performance Grant funds will be awarded to municipalities based upon the weight of source separated recyclable materials identified in § 1501(c)(1)(i) of Act 101 recovered by municipal recycling programs, and the population of the municipality as determined by the most recent decennial census. Municipalities awarded grants will receive a base award of $5 for each approved ton of eligible recyclable materials marketed, and a bonus award of $1 per approved ton for each percentage of municipal waste calculated by DEP to be diverted from disposal. The weight of eligible materials allowable from nonresidential (commercial and institutional) sources will be limited to no more than the weight of approved eligible materials from residential sources. The Department will not award grants calculated to be less than $10.
Eligible materials include postconsumer: clear glass, colored glass, aluminum, steel and bimetallic cans, high-grade office paper, newsprint, corrugated paper, other marketable grades of paper, and plastics. Grants will be awarded only for properly documented, eligible materials that were actually marketed on or after January 1, 1996, to and including December 31, 1996. Grant funds will not be awarded for residues, materials not listed as eligible including, but not limited to, leaf and yard wastes, or any materials which cannot be documented as being recycled into a new product or use.
Documentation to support all claims that eligible recyclable materials were generated within the municipality and marketed must be retained at the offices of the municipal applicant for 4 years from the end date of the year the application covers. The supporting documentation is not required to be submitted with the application.
Acceptable Supporting Documentation: Weight slips or receipts verifying that the materials were recycled or marketed are required as supporting documentation for the grant application. The documentation must include: 1) the date the materials were recycled/marketed; and, 2) the type of material recycled/marketed; and 3) the name of the municipality where the material was generated; and, 4) the weight, stated in pounds or tons, of the material recycled/marketed. Documentation supporting materials source separated from municipal waste by commercial/institutional establishments and recycled/marketed must bear the name of the establishment and the municipality where the establishment is located. This information must be contained on one of the following: 1) a weight/market receipt; or, 2) a report submitted by the hauler or market vendor on its company letterhead; or, 3) a signed report submitted by the hauler or market vendor, which clearly indicates the name of the company who collected the material or the name of the market vendor, as well as the name, title and signature of the company official who completed the report. Reports may be submitted on annual, monthly, weekly or other time period format. All information must be legible.
Estimates of weight will not be accepted except in cases where: 1) the material is packaged in uniform bales and the average weight of a bale can be demonstrated and supported by weight receipts, and a record of the number of bales was provided by the market vendors; or when, 2) multiple generators contribute to a known quantity of marketed material, and the hauler or market estimates the quantities attributable to any individual establishment or municipality, and verifies the estimate with a signature.
Supporting documentation must be available for review by representatives of the Department of Environmental Protection, the Office of the Attorney General and the Office of the Treasurer. Although the supporting documentation is not required to be submitted with the grant application, any documentation provided must conform to the above requirements or the materials claimed will not be credited toward the grant award.
Grant applications must be on forms provided by the Department for calendar year 1996. Grant applications must be delivered by 3 p.m., September 30, 1997, or postmarked on or before that day. Applications received by the Department after the deadline will be returned to the applicant. All grant awards are predicated on the receipt of recycling fees required by sections 701 and 702 of Act 101, and the availability of moneys in the Recycling Fund.
