HAZARDOUS SITES CLEANUP

Fair Oaks Dump Site
Leet Township, Allegheny CountyThe Department of Environmental Protection (Department) under the authority of the Hazardous Sites Cleanup Act (35 P. S. §§ 6020.101--6020.1304) (HSCA), is proposing a response action for the Fair Oaks Dump site, located at 226--228 Hill Street, Leet Township. The Fair Oaks Dump site is approximately 3 acres in size and is situated in a heavy residential area.
Disposal at Fair Oaks Dump site occurred during the late 1940s and early 1950s. Waste materials brought to the site included asbestos felt, galbestos (asbestos felt bonded to galvanized metal), hardened the moplastic resins, bottom ash, galvanizing slag wastes, floor sweepings and construction debris.
Metal analytical results showed concentrations of arsenic, cadmium, lead, mercury and zinc exceeding Statewide cleanup standards under the 1995 Land RecyclingAct. Exposure to these metals poses a direct contact threat. An inhalation threat is posed by piles of asbestos felt and trimmings, a hazardous substance and known carcinogen. Access to the site is unrestricted and homes are located within 10 feet of the disposal area. Other threats include offsite migration of contaminants by means of surface water and potential groundwater contamination.
The purpose of the proposed response is to determine: (1) the nature and extent of contamination; (2) the volume and nature of waste remaining onsite; and (3) the need for remedial action.
The Department considered the following two options: (1) no action; and (2) further investigation to characterize the site and risk posed by the site.
Option 1 would provide no site or risk characteristics.
Option 2 would characterize the nature of the risks and provide a basis for determining any remedial response action.
The Department proposes Option 2 be implemented.
This notice is being provided under section 506(b) of the HSCA. The administrative record which contains information forming the basis and documenting the selection of this response action is available for public review and comment. The administrative record is located at the Department's Southwest Regional Office, 400 Waterfront Drive, Pittsburgh, PA 15222 and is available for review between 9 a.m. and 4 p.m.
The administrative record will be open for comment from April 4, 1998 until July 6, 1998. Persons may submit written comments into the record during this time only, by sending them to Jeffrey J. LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

The following final reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).
Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of submission of any final reports. A final report is submit-ted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.
For further information concerning the final report, contact the Environmental Cleanup Program in the Department's Regional Office under which the notice of receipt of a final report appears. (RACT) The Department of Environmental Protection (Department) has made a preliminary determination to approve RACT plans and amendments to the State Implementation Plan (SIP) for the following facilities:
Lucent Technologies, City of Allentown, Lehigh County; and Stanley Storage Systems, Inc., City of Allentown, Lehigh County.
The proposed SIP revisions do not adopt any new regulations. They incorporate the provisions and requirements contained in the RACT approval for these facilities to comply with current regulations.
The RACT amendment determinations, if finally approved, will be incorporated into the operating permit for these facilities and will be submitted to the United States Environmental Protection Agency (EPA) as revisions to Pennsylvania's State Implementation Plan.
