Pennsylvania Beat The Dealer Instant Lottery Game
[28 Pa.B. 1685] Under the State Lottery Law (72 P. S. §§ 3761-1--3761-15) and 61 Pa. Code § 819.203 (relating to notice of instant game rules), the Secretary of Revenue hereby provides public notice of the rules for the following instant lottery game:
1. Name: The name of the game is Pennsylvania Beat The Dealer.
2. Price: The price of a Pennsylvania Beat The Dealer instant lottery game ticket is $1.00.
3. Play Symbols: Each Pennsylvania Beat The Dealer instant lottery game ticket will contain one play area featuring one ''Dealer's Card'' area and four ''Your Card'' areas. Each ''Card'' is played separately. The play symbols and their captions located in the ''Dealer's Card'' area are: 2 (TWO), 3 (THR), 4 (FOR), 5 (FIV), 6 (SIX), 7 (SVN), 8 (EGT), 9 (NIN), 10 (TEN), J (JCK), Q (QUN) and K (KNG). The play symbols and their captions located in the ''Your Card'' area are: 3 (THR), 4 (FOR), 5 (FIV), 6 (SIX), 7 (SVN), 8 (EGT), 9 (NIN), 10 (TEN), J (JCK), Q (QUN), K (KNG) and A (ACE). Aces are high.
4. Prize Play Symbols: The prize play symbols and their captions located in the play area are: $1.00 (ONE DOL), $2.00 (TWO DOL), $4.00 (FOUR DOL), $5.00 (FIVE DOL), $10.00 (TEN DOL), $20$ (TWENTY), $40$ (FORTY), $100 (ONE HUN), $1,500 (FIFTNHUN) and $6,000 (SIX THO).
5. Prizes: The prizes that can be won in this game are $1, $2, $4, $5, $10, $20, $40, $100, $1,500 and $6,000. The player can win up to four times on a ticket.
6. Approximate Number of Tickets Printed For the Game: Approximately 14,400,000 tickets will be printed for the Pennsylvania Beat The Dealer instant lottery game.
7. Determination of Prize Winners:
(a) Holders of tickets where any one of the ''Your Card'' play symbols beats the ''Dealer's Card'' play symbol and a prize play symbol of $6,000 (SIX THO) appears under the ''Your Card'' play symbol that beats the ''Dealer's Card'' play symbol, on a single ticket, shall be entitled to a prize of $6,000.
(b) Holders of tickets where any one of the ''Your Card'' play symbols beats the ''Dealer's Card'' play symbol and a prize play symbol of $1,500 (FIFTNHUN) appears under the ''Your Card'' play symbol that beats the ''Dealer's Card'' play symbol, on a single ticket, shall be entitled to a prize of $1,500.
(c) Holders of tickets where any one of the ''Your Card'' play symbols beats the ''Dealer's Card'' play symbol and a prize play symbol of $100 (ONE HUN) appears under the ''Your Card'' play symbol that beats the ''Dealer's Card'' play symbol, on a single ticket, shall be entitled to a prize of $100.
(d) Holders of tickets where any one of the ''Your Card'' play symbols beats the ''Dealer's Card'' play symbol and a prize play symbol of $40$ (FORTY) appears under the ''Your Card'' play symbol that beats the ''Dealer's Card'' play symbol, on a single ticket, shall be entitled to a prize of $40.
(e) Holders of tickets where any one of the ''Your Card'' play symbols beats the ''Dealer's Card'' play symbol and a prize play symbol of $20$ (TWENTY) appears under the ''Your Card'' play symbol that beats the ''Dealer's Card'' play symbol, on a single ticket, shall be entitled to a prize of $20.
(f) Holders of tickets where any one of the ''Your Card'' play symbols beats the ''Dealer's Card'' play symbol and a prize play symbol of $10.00 (TEN DOL) appears under the ''Your Card'' play symbol that beats the ''Dealer's Card'' play symbol, on a single ticket, shall be entitled to a prize of $10.
(g) Holders of tickets where any one of the ''Your Card'' play symbols beats the ''Dealer's Card'' play symbol and a prize play symbol of $5.00 (FIVE DOL) appears under the ''Your Card'' play symbol that beats the ''Dealer's Card'' play symbol, on a single ticket, shall be entitled to a prize of $5.
(h) Holders of tickets where any one of the ''Your Card'' play symbols beats the ''Dealer's Card'' play symbol and a prize play symbol of $4.00 (FOUR DOL) appears under the ''Your Card'' play symbol that beats the ''Dealer's Card'' play symbol, on a single ticket, shall be entitled to a prize of $4.
(i) Holders of tickets where any one of the ''Your Card'' play symbols beats the ''Dealer's Card'' play symbol and a prize play symbol of $2.00 (TWO DOL) appears under the ''Your Card'' play symbol that beats the ''Dealer's Card'' play symbol, on a single ticket, shall be entitled to a prize of $2.
(j) Holders of tickets where any one of the ''Your Card'' play symbols beats the ''Dealer's Card'' play symbol and a prize play symbol of $1.00 (ONE DOL) appears under the ''Your Card'' play symbol that beats the ''Dealer's Card'' play symbol, on a single ticket, shall be entitled to a prize of $1.
8. Number and Description of Prizes and Approximate Odds: The following table sets forth the approximate number of winners, amounts of prizes, and approximate odds of winning:

Retailer Incentive Awards: The Lottery may conduct a separate Retailer Incentive Game for retailers who sell Pennsylvania Beat The Dealer instant lottery game tickets. The conduct of the game will be governed by 61 Pa. Code § 819.222 (relating to retailer bonuses and incentives).
10. Unclaimed Prize Money: For a period of 1 year from the announced close of Pennsylvania Beat The Dealer, prize money from winning Pennsylvania Beat The Dealer instant lottery game tickets will be retained by the Secretary for payment to the persons entitled thereto. If no claim is made within 1 year of the announced close of the Pennsylvania Beat The Dealer instant lottery game, the right of a ticket holder to claim the prize represented by the ticket, if any, will expire and the prize money will be paid into the State Lottery Fund and used for purposes provided for by statute.
11. Governing Law: In purchasing a ticket, the customer agrees to comply with and abide by the State Lottery Law (72 P. S. §§ 3761-1--3761-15), the regulations contained in 61 Pa. Code Part V (relating to State Lotteries) and the provisions contained in this notice.
12. Termination of the Game: The Secretary may announce a termination date, after which no further tickets from this game may be sold. The announcement will be disseminated through media used to advertise or promote Pennsylvania Beat The Dealer or through normal communications methods.
