Public Notice for the Development of a Conservation District Administrative Manual for the Implementation of Beneficial Use of Sewage Sludge by Land Application
[28 Pa.B. 2321] The Department of Environmental Protection (Department) by this notice is announcing the development of a Conservation District Administrative Manual for the participation of Conservation Districts in the implementation of beneficial use of sewage sludge (biosolids) by land application. The rules and regulations governing the land application of sewage sludge were effective on May 27, 1997 (See Volume 27, Number 4, Saturday, January 25, 1997 issue of the Pennsylvania Bulletin).
The Department may enter into an agreement with a county conservation district with the approval of the State Conservation Commission to authorize the county conservation district to:
1. Provide information and written materials to the general public, the regulated community and the agricultural community concerning the land application of biosolids.
2. Conduct education sessions with interested parties on the land application of biosolids.
3. Provide site evaluation for the land application of biosolids as appropriate.
4. Conduct inspections of land application facilities and those areas where biosolids are applied.
5. Take samples of biosolids delivered to application sites.
6. Other duties as mutually agreed to in a delegation agreement.
The Department is anticipating seeking approval for the manual and the delegation agreement at the July 1998 meeting of the State Conservation Commission.
