Finding

Butler County

   Pursuant to the provisions of 71 P. S. Section 2002(b), the Secretary of Transportation makes the following written finding:

   The Department of Transportation plans to replace the existing Harmony Bridge, carrying Borough Road T-335 (Mercer Street) over the Connoquenessing Creek in the Borough of Harmony, Butler County. The existing Harmony Bridge has been determined eligible for the National Register of Historic Places. The effect of this project on the Harmony Bridge will be mitigated by the following measures to minimize harm to the resource.

   1.  A documentation package will be prepared as a permanent record of the Harmony Bridge's existence to the Pennsylvania State level.

   2.  A marketing plan for the relocation and preservation of the existing Harmony Bridge will be developed and executed prior to proceeding with the construction contract for the new structure.

   3.  The design of the replacement structure will be coordinated with the State Historic Preservation Officer to ensure that the proposed design is compatible with historic resources in the project area.

   I have considered the environmental, economic, social, and other effects of the proposed project as enumerated in Section 2002 of the Administrative Code, and have concluded that there is no feasible and prudent alternative to the project as designed, and all reasonable steps have been taken to minimize such effect.

   No adverse environmental effect is likely to result from the replacement of this bridge.
