Retention of an Engineering or Construction Management Firm

Quality Assurance (QA) Services for the Replacement of Mainline Bridge No. B-445, Milepost 151.97, and Elimination of Overhead Bridge No. B-444, Milepost 151.83, and Bituminous Overlay, Mileposts 149.57 to 156.50 to be performed as a Design/Build Project in Bedford County, PA
Reference No. 2-056 The Turnpike Commission may retain an Engineering or Construction Management firm with experience in structure and roadway design, construction management and construction/material inspection to provide a staff of approximately one full time onsite field engineer and support personnel to provide QA services on a design build project. This project consists of the replacement of a mainline bridge B-445 at milepost 151.97, the elimination of an overhead bridge B-444 at milepost 151.83, and a bituminous overlay of the Turnpike mainline between mileposts 149.57 to 156.50 in Bedford County, PA. The total estimated cost of this design build project is $6 million. The QA Agreement is anticipated to start in February 1999 and terminate in January 2000.
The selected firm will be required to provide one full time onsite engineer/inspector with sufficient office personnel to support the field QA functions. The selected QA Manager will be required to attend the prebid meeting and preconstruction conference, progress meetings and any other site meetings including final inspections. The selected QA Manager will be required to verify that the design and construction is being performed in accordance with the contract documents and provide a weekly report of his verifications and other activities. All sampling and testing will be performed in accordance with the requirements of PADOT's Publication 19--Field Test Manual, ASTM, AASHTO and the PA Turnpike's Material Action Plan. Section 4 of the PA Turnpike's Material Action Plan indicates the frequency of the sampling and testing. Materials sent off site for testing will utilize the PA Turnpike's retained Quality Assurance Laboratory. All materials sampling and testing must be done in a timely manner. The selected QA Manager will also recommend payment to the design build firm, verify design changes as they may occur in construction, review the design build firm's Quality Control Plan during the submittal phase and insure that the plan is being implemented during the construction phase, and perform other duties as required.
During the design phase, the selected QA Manager will verify and assure that the design is in compliance with the PA Turnpike's standard design practices and the Contract Documents for this design/build project.
The QA engineer/inspector assigned to this project must meet as a minimum one of the following requirements:
1. Be registered as a Professional Engineer by the Commonwealth of Pennsylvania with 2 years of highway and structure inspection experience acceptable to the Commission.
2. Be certified by the National Institute for Certification in Engineering Technologies (NICET) as a Transportation Engineering Technician--Construction or Materials, Level 4.

General Requirements and Information Firms interested in performing the above services are invited to submit Expanded Letters of Interest to Michael W. Flack, P. E., Assistant Chief Engineer for Construction, at the PA Turnpike Commission Administration Building located on Eisenhower Boulevard at the Harrisburg-East Interchange (No. 19). The expanded letters of interest must include in the heading the project reference number indicated in the advertisement. A Standard Form 254, ''Architect-Engineer and Related Services Questionnaire,'' not more than 1 year old as of the date of this advertisement, and Standard Form 255, ''Architect-Engineer and Related Services Questionnaire for Specific Project,'' must accompany each expanded letter of interest. Explanation that the firm has successfully completed similar type projects, of the same magnitude, is required. If the firm has multiple offices, the location of the office performing the work must be identified.
Firms with out-of-State headquarters or corporation not incorporated in Pennsylvania must include with each expanded letter of interest a copy of their registration to do business in the Commonwealth as provided by the Department of State.
The Turnpike Commission currently limits its participation in the remuneration of principals or consultant employes performing work on projects to $72,800 per annum or $35 per hour or their actual audited remuneration, whichever is less. The Commission currently limits its participation in the consultant's indirect payroll costs (overhead) on construction inspection/project management projects to 130% for office support and 100% for the field staff, or the consultant's actual audited overhead rate, whichever is less.
The Consultant in their submission should identify the following factors:
(A) Specialized experience and technical competence of firm. The firm must clearly demonstrate their capabilities of completing this project by identifying similar highway and structure projects that they have inspected or provided QA services, the magnitude of the project, and the client.
(B) Past record of performance with respect to cost control, work quality and ability to meet schedules. The specific experience of individuals who constitute the firms shall be considered.
(C) Expanded letters of interest must include an indication of the prime consultant's and subconsultant's current workload for all Pennsylvania Department of Transportation and Pennsylvania Turnpike Commission projects.
(D) Location of consultant's office where the work will be performed.
(E) Listing of subconsultants intended. Any deviation from the subconsultants listed in the expanded letter of interest will require written approval from the Commission.
(F) An organization chart for the Project, identifying key personnel. Only resumes of key personnel should be included.
(G) Other factors, if any, specific to the project.
There is not a minimum participation level for DBE/MBE/WBEs in this Project.
Each firm should demonstrate in their expanded letter of interest their ability to perform the specific requirements indicated for this project by including a maximum three (3) page report on this project.
The expanded letter of interest and required forms must be received by 4 p.m., Tuesday, December 29, 1998. Any letters of interest received after this date and time will be time-stamped and returned.
Based on an evaluation of acceptable expanded letters of interest received in response to this solicitation, one firm will be selected for this project. The order of preference will be established for the purpose of negotiating an agreement with the highest ranked firm established by the Technical Review Committee and approved by the Selection Committee. Technical Proposals or Requests for Proposals will not be requested prior to selection.
The Commission reserves the right to reject all expanded letters of interest, to cancel solicitation requested under this notice, and/or to re-advertise solicitation for these services.
