SP 90882035 Clinical laboratory services--Contractor shall perform clinical laboratory services as required by the Center. Laboratory services shall be provided by contractors licensed by the Pennsylvania Department of Health, approved by the Commission of Inspections, accredited by the College of American Pathologists and certified by Medicare/Medicaid. A contractor that is part of a hospital must also demonstrate that the hospital is accredited by the Joint Commission on Accreditation of Hospitals. The contractor must participate in recognized proficiency testing programs. Any subcontracted laboratory tests shall be limited to no more than 20% of the tests required. The subcontracted services shall also meet contractor's qualifications described above. A phlebotomist shall be available to the Center for bleeding procedures and specimen collection (that is, urines, cultures, and the like) Monday through Friday between the hours of 5:30 a.m.--12:30 p.m. All routine lab results are to be returned in 24 hours or less, except those tests requiring more than 24 hours, including but not limited to bacteriology, special hormonal test or drug level studies, and the like.
