L. 1883, No. 185, which permitted the housing of immobile persons in personal care homes. The current Fire and Panic Regulations for personal care homes require personal care home occupants to be both physically and mentally capable of taking appropriate measures for self-preservation with minimal supervision in the event of a fire. They are not designed to provide a fire safe environment for immobile persons.
