SEWAGE FACILITIES ACT
PLAN APPROVAL
Plan approval granted under the Pennsylvania Sewage Facilities Act (35 P. S. §§ 750.1--750.20).

Approved plan provides for public sewer service to Laurel Woods area (0--5 yr.) and Rte. 743 corridor (5--10 yr.) of the Township. Transportation and treatment is through Derry Township Municipal Authority facilities. An onlot disposal system program will be enacted for the remainder of the Township with adoption of an OLDS Management Ordinance and Holding Tank Ordinance. The Department's review of the sewage facilities update revision has not identified any significant environmental impacts resulting from this proposal. Any required NPDES Permits or WQM Permits must be obtained in the name of the municipality or authority as appropriate.

Location: City of Williamsport, Lycoming County. An Act 537 update revision for the City of Williamsport has been approved by the Department. The plan calls for construction of an upgrade/expansion of the Williamsport Sanitary Authority's West Treatment Plant. The 7.8 million dollar project will increase the annual average design flow to 3.92 mgd and the maximum monthly average design flow to 5.55 mgd. Discharge of the treated effluent will continue to be to the West Branch Susquehanna River.
The project will provide treatment capacity for future sewer extensions in several neighboring municipalities. It will also provide capacity for additional commercial and industrial development in the city. The ability of the expanded treatment facility to process peak wet weather flows will allow the city to minimize or eliminate the use of combined sewer overflow discharges of untreated sewage from the combined wastewater collection system which is tributary to this facility.
The Department's review of the sewage facilities update revision has not identified any significant negative environmental impacts resulting from this proposal.

LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

The Department has taken action on the following plans and reports under the Land Recycling and Environmental Remediations Act (35 P. S. §§ 6026.101--6026.908) and Chapter 250 Administration of Land Recycling Program
Provisions of 25 Pa. Code § 250.8 Administration of Land Recycling Program requires the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of its final actions on plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the Act 2 (Land Recycling and Environmental Remediation Standards Act) remediation standards. Plans and reports required by provisions of Act 2 for compliance with selection of remediation to a site-specific standard, in addition to a final report, include a remedial investigation report, risk assessment report, and cleanup plan. A remedial investigation report includes conclusions from the site investigation, concentration of regulated substances in environmental media, benefits of reuse of the property, and in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. A cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed, and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

The report was submitted to document remediation of the site to meet the Statewide human health standard.

The report was submitted to document remediation of the site to meet the Statewide human health standard.

The Final Report intended to demonstrate attainment of the Statewide Health Standard and was approved by the Department on December 9, 1998.

Notice of Intent to Issue Title V Operating Permits
Under 25 Pa. Code § 127.521, notice is given that the Department of Environmental Protection (Department) intends to issue a Title V Operating Permit to the following facilities. These facilities are major facilities subject to the operating permit requirements under Title V of the Federal Clean Air Act and 25 Pa. Code Chapter 127, Subchapters F (relating to operating permit requirements) and G (relating to Title V operating permits).
Appointments to review copies of the Title V application, proposed permit and other relevant information must be made by contacting Records Management at the regional office telephone number noted. For additional information, contact the regional office noted.
Interested persons may submit written comments, suggestions or objections concerning the proposed Title V permit to the regional office within 30 days of publication of this notice. Written comments submitted to the Department during the 30-day public comment period shall include the name, address and telephone number of the person(s) submitting the comments, along with the reference number of the proposed permit. The commentator should also include a concise statement of any objections to the permit issuance and the relevant facts upon which the objections are based.
The Department reserves the right to hold a public hearing on the proposed action based upon the information received during the public comment period and will provide notice of any scheduled public hearing at least 30 days in advance of the hearing. The hearing notice will be published in the Pennsylvania Bulletin and a newspaper of general circulation where the facility is located.

To construct and maintain a channel change in a Tributary to the West Branch Schuylkill River, consisting of approximately 240 linear feet of trapezoidal riprap-lined channel, and to place fill in a de minimis area of wetlands equal to 0.01 acre, for the purpose of constructing an office building. The project is located on Lots 44 and 45 of the Westwood Park Subdivision, on the north side of Woodglen Road, approximately 1,500 feet north of the junction of S. R. 0901 and S. E54-254. Encroachment. Schuylkill County Municipal Authority, 221 South Centre Street, Pottsville, PA 17901. To repair and maintain an existing single-span steel I-beam bridge across Mill Creek, with work consisting of replacing the deck and railing, cleaning and painting the steel I-beam stringers and repairing the stone masonry abutments. The bridge, which provides access to the Schuylkill County Municipal Authority building, has a span of approximately 36.0 feet and an underclearance of approximately 9.0 feet, and is located on the east side of S. E36-660. Encroachment. Octoraro Native Plant Nursery, Mark Gutshall, 6126 Street Road, Kirkwood, PA 17536. To construct and maintain nine stone Bendway weirs placed in the channel and keyed into the bank of the West Branch Octoraro Creek. Excavation will occur within the stream to form about 400 feet of low-flow channel. The left channel bank will be stabilized with bio-logs and placement of a stone toe and bank protection for a stream restoration project designed to improve the water quality and eliminate loss of bottom land located at the Octoraro Native Plant Nursery site (Kirkwood, PA Quadrangle N: 16.8 inches; W: 15.2 inches) in Colerain Township, Lancaster County.
