Construction of a New Close Security
State Correctional Institution

Luzerne Township, Fayette County, PA

   Hilb, Rogal and Hamilton Company of Pittsburgh, Inc. will receive written proposals for a Controlled Insurance Program for the construction of the Western Pennsylvania State Correctional Institution. The facility is to be located along State Route 4020 in Luzerne Township, Fayette County, PA.

   Separate and sealed proposals will be received at the Department of General Services, Bureau of Professional Selections and Administrative Services, in Room 107 Headquarters Building, 18th & Herr Streets, Harrisburg, PA 17125. Proposals must be received at this location no later than 2 p.m. on Wednesday, December 15, 1999. Proposals will be opened privately and reviewed by the Insurance Broker, Hilb, Rogal and Hamilton Company and the Construction Manager, P.J. Dick Incorporated. At their option, one or more of the proposers may be required to make an oral presentation at either the Insurance Broker or Construction Manager's office. The presentation will be within 30 days of the date established for receipt of the written proposals.

   Copies of the Request for Proposal may be obtained upon written request, on or after November 15, 1999 at the office of Hilb, Rogal and Hamilton Company of Pittsburgh, Inc., USX Tower, Suite 5500, 600 Grant Street, Pittsburgh, PA 15219, (412) 281-3353, fax (412) 281-1536.

   A preproposal conference will be held in the office of P.J. Dick, Incorporated, 1020 Lebanon Road, West Mifflin, PA on Tuesday, November 30, 1999, at 10 a.m.

   Proposals shall be submitted in the form described in the request for proposal and must include responses to all items as described therein in order to be considered.

   For purposes of clarifications the following information is provided:
