The following final reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908.
Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (Act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of submission of final reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the Act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or non-residential exposure factors, a description of the remediation performed, and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.
For further information concerning the final report, please contact the Environmental Protection Regional Office under which the notice of receipt of a final report appears. The Department has taken action on the following plans and reports under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6027.908) and Chapter 250 Administration of Land Recycling Program.
Provisions of 25 Pa. Code § 250.8 Administration of Land Recycling Program requires the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of its final actions on plans and reports. A final report is submitted to document cleanup on a release of a regulated substance at a site to one of the remediation standards of the Land Recycling and Environmental Remediations Standards Act (act). Plans and reports required by provisions of the act for compliance with selection of remediation to a site-specific standard, in addition to a final report, include a remedial investigation report, risk assessment report and cleanup plan. A remedial investigation report includes conclusions from the site investigation, concentration of regulated substances in environmental media, benefits of reuse of the property, and in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. A cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed, and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

S. §§ 4000.101--4000.1904); and the residual waste regulations for a general permit to operate residual waste processing facilities and the beneficial use of residual waste other than coal ash.

Determination of applicability requested under General Permit No. WMGR036D001. Global Re-Refining, Ltd., P. O. Box 591, Donora, PA 15033. General Permit No. WMGR036 for the processing of used oil and used paroffinic hydraulic oil prior to beneficial use as No. 2 fuel oil, lubricating oil base stock and asphalt base materials. The processing involves preheating, hydrotreating, solids separation, a high and low pressure phase of gas and liquids separation followed by vacuum distillation. The Department accepted the application as administratively complete on November 22, 1999.
HAZARDOUS WASTE, TREATMENT, STORAGE AND DISPOSAL FACILITIES
Proposed actions on applications for permit under the Solid Waste Management Act (35 P. S. §§ 6018.101--6018.1003) and regulations to operate a hazardous waste treatment, storage or disposal facility.
A. PAD980550412. Lonza, Inc. A draft permit has been prepared for a 10-year renewal and modification to the existing captive hazardous waste operations conducted at Lonza's Riverside Plant located in Upper Merion Township, Montgomery County. In addition to the renewal request, Lonza proposes to increase the capacity of their incinerator and to construct up to ten additional waste storage tanks.

Notice of Intent to Issue Title V Operating Permits
Under 25 Pa. Code § 127.521, notice is given that the Department of Environmental Protection (Department) intends to issue a Title V Operating Permit to the following facilities. These facilities are major facilities subject to the operating permit requirements under Title V of the Federal Clean Air Act and 25 Pa. Code Chapter 127, Subchapters F (relating to operating permit requirements) and G (relating to Title V operating permits).
Appointments to review copies of the Title V application, proposed permit and other relevant information must be made by contacting Records Management at the regional office telephone number noted below. For additional information, contact the regional office noted.
Interested persons may submit written comments, suggestions or objections concerning the proposed Title V permit to the regional office within 30 days of publication of this notice. Written comments submitted to the Department during the 30-day public comment period shall include the name, address and telephone number of the persons submitting the comments, along with the reference number of the proposed permit. The commentator should also include a concise statement of any objections to the permit issuance and the relevant facts upon which the objections are based.
The Department reserves the right to hold a public hearing on the proposed action based upon the information received during the public comment period and will provide notice of any scheduled public hearing at least thirty days in advance of the hearing. The hearing notice will be published in the Pennsylvania Bulletin and a newspaper of general circulation where the facility is located.

This project is a segment of the Chesapeake Network Fiber Optic Project, which will be installed along existing Columbia Gas Pipeline right-of-way. In Pennsylvania, this project will extend through Lancaster, Chester, Montgomery, Bucks, Lehigh and Northampton Counties. Wetland disturbance will be temporary and minimized. In Bucks County, this linear project will extend from a point in Milford Township (Milford Square USGS Quadrangle N: 3.5 inches, W: 9.5 inches) to a point in Springfield Township (Hellertown, USGS Quadrangle N: 6.1 inches; W: 12.2 inches) and will traverse Richland Township.
