SEWAGE FACILITIES ACT
PLAN APPROVAL
Plan Approval granted under the Pennsylvania Sewage Facilities Act (35 P. S. §§ 750.1--750.20).

The Department has reviewed the Official Sewage Facilities Special Study (Special Study) dated March 1999 (received by the Department on March 19, 1999), revised December 15, 1999 (revisions received by the Department on December 17, 1999) with additional documentation/information dated February 10, 2000 (received by the Department on February 11, 2000) as submitted by Schumacher Engineering, Inc., on behalf of Hazle Township (Township) and the Municipal Authority of Hazle Township (Authority).
The Department's review has found that the Special Study is acceptable and hereby grants planning approval.
The Special Study calls for the construction of a new wastewater collection and conveyance system as outlined in Option 1-C of the Special Study. The proposed wastewater collection/conveyance system will serve approximately 586 Equivalent Dwelling Units (EDU's) in the following areas of Hazle Township: Harleigh Terrace, Ebervale, Oakmont Acres, Oakdale, Middletown, Japan, Drifton, Youngstown and Forest Hill Acres. The conveyance system will also provide additional capacity to transport wastewater from 55 EDU's to be serviced by the proposed Jeddo Borough Wastewater Collection System.
Wastewater from the planning area will be conveyed through approximately 69,100 feet of gravity sewer line varying from 8 inches to 15 inches in diameter. The conveyance system will also utilize three wastewater pumping stations and approximately 5,600 feet of 6 inch and 10 inch force main to transport wastewater from the planning area to an existing 12 inch interceptor line located along S. R. 0940 in the Village of Harleigh. All of the planning area's wastewater, with the exception of the Forest Hill Acres Area, will be conveyed to this tie-in point for transmission to the Greater Hazleton Joint Sewer Authority's Wastewater Treatment Facility for treatment and discharge. Wastewater from the Forest Hill Acres Area will be conveyed to a proposed, privately-owned wastewater collection system in the Hazle Springs area for eventual transmission to the Greater Hazleton Joint Sewer Authority's Diamond Avenue Pump Station.
Financing for the proposed wastewater collection/conveyance system will be provided by the United States Department of Agriculture's Rural Utilities Service.
With the approval of the Special Study, Hazle Township will limit new or replacement wastewater disposal systems in the planning area to holding tanks. These holding tanks will be used only as an interim/temporary wastewater disposal method until the proposed wastewater collection/conveyance system is constructed and operational in all portions of the planning area. In accordance with the provisions of the Pennsylvania Sewage Facilities Act (35 P. S. §§ 750.1--750.20(a)) (Act 537), and Chapter 71 of the Department's regulations (25 Pa. Code Ch. 71), the Department will hold Hazle Township and its municipal Authority responsible for the complete and timely implementation of Option 1-C, as listed in the Special Study and its corresponding schedule of implementation.
Any additional wastewater-related improvements, additions, deletions or changes outside of those explicitly described in the Special Study and its correspondence must be in compliance with the Department's regulations and be submitted to and approved by the Department in writing.
This approval correspondence covers only the wastewater planning aspects of the selected wastewater disposal alternative as it relates to the Township's Official Sewage Facilities Plan. Implementation of the selected wastewater disposal alternative will require a Water Management Part II Permit for the construction and operation of the proposed sewage facilities. The permit application must be submitted in the name of the Township or Authority as appropriate. Issuance of a Part II Permit will be based upon a technical evaluation of the permit application and supporting documentation. Starting construction prior to obtaining a Part II Permit is a violation of The Clean Streams Law. Please include a copy of this approval correspondence with the Water Management Part II Permit Application when it is submitted to this office.
Other Departmental permits may be required for construction if encroachment to streams or wetlands will result. Information regarding the requirements for such permits or approvals can be obtained from the Northeast Regional Office's Soils and Waterways Section at the letterhead address or by telephone at (570) 826-2511.

Location: Borough of Beavertown, Snyder County. Project Description: The approved plan calls for the Beavertown Municipal Authority to construct a new and expanded wastewater treatment facility to replace the existing aged and overloaded facility. The new 160,000 gallon per day aerated lagoon type facility will be built in the northern portion of the Borough and will discharge treated effluent to Kerns Run via a new outfall line to be constructed through Beaver Township. The approval plan also calls for the systematic replacement of the Borough's existing sewage collection system, which is subject to significant amounts of infiltration and inflow, over a 20 year period. Leaky private laterals will be replaced in conjunction with the replacement of the public collection lines. The Department's review of the sewage facilities update revision has not identified any significant negative environmental impacts resulting from this proposal.

The Orangeville Pump Station, Sharpsville Borough, South Pymatuning Township, Hermitage, Mercer County. Joseph Augustine, Executive Director, Upper Shenango Valley Water Collection Control Authority, P. O. Box 1449, Hermitage, PA 16148. Project Description: This approved project proposes an upgrade and expansion of the pump station to eliminate sanitary sewer overflows to the Shenango River. The pump station and its overflow are upstream of the intake for the Consumers Pennsylvania Water Company Treatment Plant. The pump station will be expanded to handle a peak hourly flow of 11.4 mgd. The Department's review of the sewage facilities update revision has not identified any significant environmental impacts resulting from this proposal.
SAFE DRINKING WATER

Permit No. 1400501. The Department issued a construction permit to Aaronsburg Water Pipes Inc., Box 234, Aaronsburg, PA 16820, Haines Township, Centre County. This permit authorizes construction of a diatomaceous earth pressure filtration system with related appurtenances, pH adjustment (sodium hydroxide) facilities a 184,000 gallon glass coated, bolted steel finished water storage tank, transmission and distribution lines.
Permit No. 1400502. Innovative Technology Construction Permit. The Department issued an Innovative Technology Construction Permit to Aaronsburg Water Pipes, Inc., Box 234, Aaronsburg, PA 16820, Haines Township, Centre County. This permit authorizes the construction of a ClorTec onsite sodium hypochlorite generation system.
Permit No. 4900501. Innovative Technology Construction Permit. The Department issued an Innovative Technology Construction Permit to Turbotville Borough Municipal Authority, R. D. 2, Box 33, 280 Pine Street, Turbotville, PA 17772, Turbotville Borough, Northumberland County. This permit authorizes construction of an Environmental Products Division (EPD) water storage tank, renovation to the springhouse and approximately 650 feet of distribution main.
Permit No. MA. The Department issued an operation permit to Pike Township Municipal Authority, P. O. Box 27, Curwensville, PA 16833, Pike Township, Clearfield County. This permit authorizes operation of the McNaul Street finished water storage tank #2 and related transmission line.
Permit No. 5500502. The Department issued a construction permit to Adams Township Municipal Authority, P. O. Box 1, Troxelville, PA 17882, Adams Township, Snyder County. This permit authorizes construction of the storage tank, transmission line, distribution line, rehabilitation of the well, disinfection and corrosion treatment.

LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

The following final reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).
Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of submission of final reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or non-residential exposure factors, a description of the remediation performed, and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.
For further information concerning the final report, please contact the Environmental Cleanup Program Manager in the Department of Environmental Protection Regional Office under which the notice of receipt of a final report appears. If information concerning a final report is required in an alternative form, contact the community relations coordinator at the appropriate regional office listed. Pittsburgh Forging Company Site (former American Bridge Corporation property), Borough of Coraopolis, Allegheny County. American Bridge Corporation, 3 Gateway Center, Suite 1100, Pittsburgh, PA 15222 and AMPCO Pittsburgh Corporation/Old Forgings, Rose Hoover, 600 Grant Street, Suite 4600, Pittsburgh, PA 15219 has submitted a Final Report concerning remediation of site soil and groundwater contaminated with lead, solvents, BTEX and PHCs. The report is intended to document remediation of the site to meet the Site Specific Standard.

The Department has taken action on the following plans and reports under the Land Recycling and Environmental Remediations Standards Act (35 P. S. §§ 6026.101--6026.908) and Chapter 250 Administration of Land Recycling Program.
Provisions of 25 Pa. Code § 250.8 Administration of Land Recycling Program requires the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of its final actions on plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the remediation standards of the Land Recycling and Environmental Remediations Standards Act (act). Plans and reports required by provisions of the act for compliance with selection of remediation to a site-specific standard, in addition to a final report, include a remedial investigation report, risk assessment report and cleanup plan. A remedial investigation report includes conclusions from the site investigation, concentration of regulated substances in environmental media, benefits of reuse of the property, and in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. A cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed, and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

Duferco Farrell, 15 Roemer Boulevard, Farrell, PA, City of Farrell, County of Mercer, has submitted a Baseline Environmental Report concerning the remediation of groundwater and site soils. The site had been found to be contaminated with PCBs, lead, heavy metals, solvents BTEX, PHCs and PAHs. The report was disapproved and did not demonstrate attainment of the Statewide Health and Site Specific Standard and was disapproved by the Department on March 17, 2000.

Notice of Intent to Issue Title V Operating Permits
Under 25 Pa. Code § 127.521, notice is given that the Department of Environmental Protection (Department) intends to issue a Title V Operating Permit to the following facilities. These facilities are major facilities subject to the operating permit requirements under Title V of the Federal Clean Air Act and 25 Pa. Code Chapter 127, Subchapters F and G (relating to operating permit requirements; and Title V operating permits).
Appointments to review copies of the Title V application, proposed permit and other relevant information must be made by contacting Records Management at the regional office telephone number noted. For additional information, contact the regional office noted.
Interested persons may submit written comments, suggestions or objections concerning the proposed Title V permit to the regional office within 30 days of publication of this notice. Written comments submitted to the Department during the 30-day public comment period shall include the name, address and telephone number of the persons submitting the comments, along with the reference number of the proposed permit. The commentator should also include a concise statement of any objections to the permit issuance and the relevant facts upon which the objections are based.
The Department reserves the right to hold a public hearing on the proposed action based upon the information received during the public comment period and will provide notice of any scheduled public hearing at least 30 days in advance of the hearing. The hearing notice will be published in the Pennsylvania Bulletin and a newspaper of general circulation where the facility is located.

TVOP-11-00370: Laurel Highlands Landfill, Inc. (a subsidiary of USA Waste Services, Inc.) (R. D. 1, Box 10, Wagner Road, Vintondale, PA 15961) for operation of a municipal solid waste landfill in Jackson Township, Cambria County. This alternate test is approved only for the C240 Isuzu 56HP Diesel Engine and DST Management System that is used to power the Brookville Model 5M57D personnel carrier.
