Notice of Intent to Procure Enrollment Assistance Program Contract
[30 Pa.B. 1918] The Department of Public Welfare (Department) is announcing its intent to procure one Enrollment Assistance Program (EAP) contract for all three of its HealthChoices zones. Currently, the Department has two separate contracts for its EAP: one for the HealthChoices Program in the Southeast zone and one for the HealthChoices Program in the Southwest zone. Shortly the Department will be expanding HealthChoices into the Lehigh/Capital zone. Under this new Enrollment Assistance procurement the successful contractor will provide enrollment assistance services to eligible Medical Assistance (MA) members in the Southeast, Southwest and Lehigh/Capital zones, which are defined as follows.
* Southeast Zone: Bucks, Chester, Delaware, Montgomery and Philadelphia Counties.
* Southwest Zone: Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Indiana, Lawrence, Washington and Westmoreland Counties.
* Lehigh/Capital Zone: Adams, Berks, Cumberland, Dauphin, Lancaster, Lebanon, Lehigh, Northampton, Perry and York Counties.
The major responsibilities of the successful contractor will include, but will not be limited to:
* Educating eligible MA recipients about their choice of health plans and primary care practitioners (PCPs), and enrolling MA recipients with their health plan and PCP choice.
* Providing adequate enrollment assistance staffing in the County Assistance Offices.
* Operating and maintaining a HealthChoices Hotline.
* Providing community outreach and increasing public awareness of HealthChoices.
* Developing appropriate materials for use by the enrollment assistants and consumers to meet the goals of the programs.
The Request for Proposal will be released in May 2000. The contract will be signed December 1, 2000. Additional information will be provided at a later date in the Pennsylvania Bulletin.
