INDIVIDUAL PERMITS

Approvals to Use NPDES and/or Other General Permits
The following parties have submitted (1) Notices of Intent (NOIs) for coverage under General NPDES Permit(s) to discharge wastewater into the surface waters of this Commonwealth; (2) NOIs for coverage under General Permit(s) for Beneficial Use of Sewage Sludge or Residential Septage by Land Application in Pennsylvania; or (3) Notifications for First Land Application of Sewage Sludge.
The approval of coverage under these General Permits may be subject to one or more of the following: pollutant or effluent discharge limitations, monitoring and reporting, pathogen and vector attraction reduction requirements, operational standards, general requirements, management practices and other conditions set forth in the respective general permit. The Department of Environmental Protection has reviewed the NOIs and determined that they comply with administrative requirements of the respective permit application. Also, the Department has evaluated the First Land Application of Sewage Sludge for the sites applying for coverage under PAG-7, PAG-8 and PAG-9 and determined that the sites are suitable for land application of sewage sludge.
The EPA Region III Regional Administrator has waived the right to review or object to this permit action under the waiver provision: 40 CFR 123.24.
The application and related documents, effluent limitations, permitting requirements and other information are on file and may be inspected and arrangement made for copying at the contact office noted.

LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

The following final reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).
Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of submission of final reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the Act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed, and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.
For further information concerning the final report, contact the Environmental Cleanup Program Manager in the Department Regional Office under which the notice of receipt of a final report appears. If information concerning a final report is required in an alternative form, contact the community relations coordinator at the appropriate Regional Office listed. The Department has taken action on the following plans and reports under the Land Recycling and Environmental Remediations Act (35 P. S. §§ 6026.101--6027.908) and Chapter 250 Administration of Land Recycling Program.
Provisions of 25 Pa. Code § 250.8 Administration of Land Recycling Program requires the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of its final actions on plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the remediation standards of the Land Recycling and Environmental Remediations Standards Act (act). Plans and reports required by provisions of the act for compliance with selection of remediation to a site-specific standard, in addition to a final report, include a remedial investigation report, risk assessment report and cleanup plan. A remedial investigation report includes conclusions from the site investigation, concentration of regulated substances in environmental media, benefits of reuse of the property, and in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects cause by the presence of regulated substances. A cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed, and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

The report demonstrated attainment of the Statewide health standard and was approved by the Department on March 27, 2000.
Mill Street Partners Property, Quakertown Borough and Richland Township, Bucks County. Robert C. Quick, QuickTec Environmental, P. O. Box 1432, Medford, NJ 08055, has submitted a Remedial Investigation Report and Cleanup Plan concerning remediation of site soil contaminated with lead. The Remedial Investigation Report and Cleanup Plan were disapproved by the Department on March 31, 2000.

PPL, Environmental Management Division, 2 North Ninth Street, Allentown, PA 18101-1179 submitted a Remedial Investigation Report concerning the characterization of site soils and groundwater found or suspected to have been contaminated with polycyclic aromatic hydrocarbons and BTEX (benzene, toluene, ethylbenzene and xylene) compounds. The report was submitted in partial fulfillment of demonstrating attainment of the site-specific standard, and was approved on January 5, 2000.
Hart Metals, Borough of Tamaqua, Schuylkill County. Peter D. Beyer, P.G., Project Manager, Environmental Resources Management, 855 Springdale Drive, Exton, PA 19341 submitted a Final Report (on behalf of his client, Reade Manufacturing Company, 100 Ridgeway Boulevard, Lakehurst, NJ 08733) concerning the remediation of site soils, groundwater and surface water found or suspected to have been contaminated with volatile organic compounds, polycyclic aromatic hydrocarbons, and/or metals. The report demonstrated attainment of the Statewide health standard and was approved on April 6, 2000.

Former Fruehauf Trailer Corporation Drive-A-Way Terminal, Lower Swatara Township, Dauphin County. Jeffrey J. Painter, PG, Earth Tech, Two Market Plaza Way, Mechanicsburg, PA 17055 has submitted a baseline environmental report concerning the remediation of site soils contaminated with PCBs, lead, heavy metals, pesticides, solvents and PAHs, and groundwater contaminated with pesticides and solvents. The site is being remediated as a Special Industrial Area. The baseline environmental report was approved by the Department on March 30, 2000.

The Final Report did demonstrate attainment of the Statewide health standard and was approved by the Department on March 14, 2000.
Penn Fuel Gas--Lewisburg, Lewisburg Borough, Union County. Key Environmental, Inc., on behalf of their client Penn Fuel Gas, Inc., 55 South Third Street, Oxford, PA 19363, has submitted a Final Report concerning the remediation of site soil, groundwater and sediment contaminated with lead, heavy metals, BTEX, PAHs, phenolics and cyanide. The Final Report did demonstrate attainment of the site-specific standard and was approved by the Department on March 2, 2000.

Berchin, SE Technologies, Inc., 98 Vanadium Road, Bridgeville, PA 15017 and Urban Redevelopment Authority of Pittsburgh, 200 Ross Street, Pittsburgh, PA 15219 has submitted a Baseline Environmental Report concerning remediation of site soil and groundwater contaminated with lead, heavy metals, solvents, PHCs and PAHs. The Baseline Environmental Report was approved by the Department on March 29, 2000. The report delineates contamination existing onsite and will be the basis for any site remediation necessary under a Consent Agreement using the special industrial area requirements.
