ENCROACHMENTS

   The following Dam Safety and Encroachment permit applications, requests for Environmental Assessment approval and requests for water quality certification have been received by the Department of Environmental Protection. Section 401(a) of the Federal Water Pollution Control Act (33 U.S.C.A. § 1341(a)) requires the State to certify that the involved projects will not violate the applicable provisions of 33 U.S.C.A. §§ 1311--1313, 1316 and 1317, as well as relevant State requirements. Initial requests for 401 certification will be published concurrently with the permit application. Persons objecting to approval of a request for certification under Section 401 or to the issuance of a Dam Safety or Encroachment Permit or the approval of Environmental Assessments must submit any comments, suggestions or objections within 30 days of the date of this notice as well as any questions to the office noted above the application.

   E02-1320, Encroachment. U. S. Health and Human Services, Centers for Disease Control and Prevention, Pittsburgh Research Laboratory, P. O. Box 18070 Cochrans Mill Road, Pittsburgh, PA 15236-0070. To rehabilitate, operate and maintain the existing Lick Run Bridge having a span of 24 feet with a minimum underclearance of 6.0 feet across Lick Run (TSF) to provide access to the USHHS facility located on Main Entry Drive, approximately 200 feet west from the intersection of Cochran Mill Road and Main Entry Drive (Glassport, PA Quadrangle N: 9.9 inches; W: 13.9 inches) in South Park Township, Allegheny County.

To remove the existing structure known as Condron Bridge No. 12 and to construct and maintain a bridge having a clear span of 99 feet and an underclearance of 10 feet across Clearfield Creek (WWF) located on T-510/511 at a point approximately 1,500 feet west of the intersection of T-510 and S. R. 53. Also, to construct and maintain two cofferdams during construction (Ashville, PA Quadrangle N: 19.45 inches; W: 1.9 inches) in Clearfield and Dean Townships, Cambria County.

   E26-270, Encroachment. Westmoreland County Industrial Development Corporation, Courthouse Square, Suite 601, 2 North Main Street, Greensburg, PA 15601. To place and maintain fill in 0.57 acre of wetland, 0.43 acres POW and 0.14 acres PEM/PSS for the purpose of constructing an interchange track that will connect the Southwest Pennsylvania Railroad and the Wheeling and Lake Erie Railroad. The project is located at the Village of Owensdale (Connellsville, PA Quadrangle N: 14.0 inches; W: 14.7 inches) in Upper Tyrone Township, Fayette County. The applicant will construct 0.21 acre of replacement wetlands adjacent to the project.

   The Department of Environmental Protection (Department) has taken the following actions on previously received permit applications and requests for plan approval and has issued the following significant orders.

   Persons aggrieved by this action may appeal, under section 4 of the Environmental Hearing Board Act (35 P. S. § 7514), and 2 Pa.C.S. §§ 501--508 and 701--704 (relating to the Administrative Agency Law), to the Environmental Hearing Board, Second Floor, Market Street State Office Building, 400 Market Street, P. O.
