Notice of Prompt Interim Response
Filmore Site
Millcreek Township, Erie CountyThe Pennsylvania Department of Environmental Protection (Department), under the authority of the Hazardous Sites Cleanup Act (35 P. S. §§ 6020.101--6020.1304) (HSCA), is conducting a prompt interim response action at the Filmore Site (site). The site is located in Millcreek Township, Erie County, PA, between Filmore and the CSX railroad line. The site size is approximately 19.86 acres. The following materials, among others, were dumped, spilled, leaked, placed or otherwise ''disposed'' at the site: automobiles, automobile parts, automobile tires, scrap metal, empty drums, drum remnants, household wastes, demolition wastes, foundry wastes, containers of automobile paints; and other containers of industrial wastes. The major hazardous substance of concern at the site is lead.
For this prompt interim response, the Department divided the site into two operable units and considered response alternatives for both. Operable Unit 1 (''OU-1'') consists of the contaminated surface soils, subsurface soils, wastes, surface water and sediment at the site. Operable Unit 2 (''OU-2'') consists of the contaminated site groundwater.
The Department considered six alternatives for OU-1: 1) no action with institutional controls; 2) excavation and consolidation of soils, sediments and wastes containing hazardous substances under a soil cap at the site; 3) off-site disposal of hazardous wastes with excavation and consolidation of other wastes, sediments, and soils under a soil cap at the site; 4) excavation of contaminated wastes, sediments, and soils for soil washing followed by off-site disposal of a fraction and onsite disposal of the remaining fraction under a soil cap at the site; 5) onsite consolidation of contaminated wastes, sediments, and soils; in-situ solidification or stabilization and onsite disposal under a soil cap at the site; 6) excavation to a depth of two feet and consolidation of contaminated wastes, sediments, and soils followed by onsite disposal under a soil cap at the site.
The Department considered four alternatives for OU-2: 1) no action with institutional controls; 2) installation of water treatment units on the affected, or potentially affected, potable wells; 3) tap-in to the local public water supply for the affected or potentially affected potable wells; 4) restoration of aquifer to groundwater standards using an active cutoff trench combined with the tap-in to the local public water supply.
Each alternative was evaluated with respect to four comparison criteria of: (1) the extent to which each alternative protects the public health and the environment; (2) the extent to which each alternative complies with or otherwise addresses Applicable or Relevant and Appropriate Requirements; (3) the extent to which each alternative is feasible, effective, implementable and permanent; and (4) the relative cost of each alternative. This comparative analysis evaluated the relative performance of each alternative in relation to each specific comparison criterion. The comparative analysis identified advantages and disadvantages of each alternative, so that tradeoffs between the alternatives could be determined.
Based on that comparative analysis, the Department proposes to implement Alternative 6 for OU-1 and Alternative 1 for OU-2 as the prompt interim responses for the site. These alternatives are proposed because they would, in the most cost-effective manner, protect the public and environmental receptors from direct contact with site-related hazardous substances, and eliminate the ongoing release and threat of release of hazardous substances into the environment.
This notice is being provided pursuant to Section 506(b) of HSCA. The administrative record, which contains the information that forms the basis and documents the selection of this response, is available for public review and comment. The administrative record is located at the Department's Northwest Regional Office, 230 Chestnut Street, Meadville, PA 16335, and is available for review Monday through Friday from 8 a.m. to 4 p.m. Please telephone to schedule an appointment ((814) 332-6648).
The administrative record will be open for comment from September 16, 2000, through December 15, 2000. Persons may submit written comments into the record during this time only, by sending them to Mr. Charles L. The Department will hold a public meeting on October 30, 2000, at 6 p.m. if requested by one or members of the public. The meeting's purpose will be for the Department to answer the public's questions concerning the response at the site. The meeting will be held at the Millcreek Township Municipal Building. Also, the public will have an opportunity to present oral comments, for inclusion into the administrative record, regarding the chosen prompt interim responses, at a public hearing following the public meeting. Persons wishing to present oral comments at the public hearing must register with Mr. Tordella at the Department's Northwest Regional Office before October 23, 2000 by telephone or in writing. If no one requests a meeting or hearing, they will not be held. LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

The following final reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).
Provisions of Chapter 3 of the Land Recycling and Remediation Standards Act (act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of submission of final reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed, and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.

The Department has taken action on the following plans and reports under the Land Recycling and Environmental Remediations Act (35 P. S. §§ 6026.101--6026.908) and Chapter 250 Administration of Land Recycling Program.
Provisions of 25 Pa. Code § 250.8 Administration of Land Recycling Program requires the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of its final actions on plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the remediation standards of the Land Recycling and Environmental Remediations Standards Act (act). Plans and reports required by provisions of the act for compliance with selection of remediation to a site-specific standard, in addition to a final report, include a remedial investigation report, risk assessment report and cleanup plan. A remedial investigation report includes conclusions from the site investigation, concentration of regulated substances in environmental media, benefits of reuse of the property, and in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. A cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed, and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

ENVIRONMENTAL ASSESSMENT E10-013NW. Environmental Assessment. BioMost, Inc., 3016 Unionville road, Cranberry Township, PA 16066. To place and maintain a water intake structure in a tributary to Seaton Creek, to place and maintain a 3-foot-high dam in a tributary to Seaton Creek and to place fill in a de minimus area of PEM wetland (0.02 acre) to construct an acid mine drainage collection and treatment facility to restore water quality to a tributary to Seaton Creek. This project is known as the De Sale Phase II and will consist of two settling ponds (0.25 acre and 0.39 acre), two vertical flow ponds (2200 tons of limestone in each), a 0.68 acre constructed treatment wetland, and a horizontal flow limestone bed (2900 tons of limestone), and an outfall structure. This project will collect surface water from a drainage area of approximately 110 acres that is severely impacted by acid mine drainage. This project is located along a tributary to Seaton Creek approximately 2800 feet northwest of the village of De Sale (intersection of De Sale Road and S. R. 58) located in Venango Township, Butler County. (Eau Claire, PA Quadrangle N: 3.5 inches; W: 11.5 inches).
