Finding

Philadelphia

   Pursuant to the provisions of 71 P. S. Section 2002(b), the Secretary of Transportation makes the following written finding:

   The Department of Transportation and the City of Philadelphia plan to replace the South Street Bridges, which cross over CSX Railroad, the Schuylkill River, the Schuylkill Expressway (I-76), University of Pennsylvania athletic fields, Amtrak and Septa Railroads in the City of Philadelphia.

   The proposed bridge replacement includes the demolition of the existing South Street Bridges, which were determined eligible for listing on the National Register of Historic Places. The selection of the replacement on existing alignment alternative avoids the use of Hollenback Hall, the University of Pennsylvania Historic District and Schuylkill/Ramcat Historic District, Section 2002 resources.

   The project boundaries extend from 27th Street on the east side of the Schuylkill River to approximately 300 feet west of Convention Avenue on the west side of the Schuylkill River. The South Street Bridges provide a primary link between residential neighborhoods on the east side of the Schuylkill River with the University City community on the west side of the Schuylkill River as well as a direct interchange connection to I-76. The replacement structures are being widened to provide two travel lanes in each direction; center left turn lanes, bicycle lanes, and sidewalks in each direction. The replacement structures are being designed to be aesthetically compatible with the adjacent historic property and districts, and it will not substantially impair protected attributes or contributing elements of these adjacent cultural resources.

   I have considered the environmental, economic, social, and other effects of the proposed project as enumerated in Section 2002 of the Administrative Code, and have concluded that there is no feasible and prudent alternative to the project as designed, and all reasonable steps have been taken to minimize such effect.

   No adverse environmental effect is likely to result from the construction of this project.
