   This is a discharge to an unnamed drainage course tributary to Lake Erie of stormwater runoff only and shall be controlled in accordance with the latest preparedness, prevention and contingency plan.

   Special Conditions

   Sampling and analysis procedures for TTO specified.

   Effluent limitations, monitoring requirements and other standard and special conditions relating to the discharge of pollutants which are contained in Water Quality Management permits # 2576204 and # 2576205 are superseded by the terms and conditions of this permit, unless specifically noted otherwise herein.

   No potable water supply will be affected by this proposed discharge.

   This application is for renewal of an NPDES Permit, to discharge treated sewage to unnamed tributaries of Beaver River and Shenango River in Taylor Township, Lawrence County. This is an existing discharge.

   The receiving water is classified for the following uses: warm water fishes, aquatic life, water supply and recreation. For the purpose of evaluating effluent requirements for TDS, NO2-NO3, fluoride and phenolics, the existing/proposed downstream potable water supply considered during the evaluation is the Beaver Falls Municipal Authority on the Beaver River located at 3.8 and is located 18.5 miles below point of discharge.

   This application is for renewal of an NPDES Permit to discharge treated sewage to the Unnamed Tributaries of Shenango River and Neshannock Creek in Volant Borough, Lawrence County. This is an existing discharge.

   The receiving water is classified for the following uses: trout stocked fishery, aquatic life, water supply and recreation. For the purpose of evaluating effluent requirements for TDS, NO2-NO3, fluoride and phenolics, the existing/proposed downstream potable water supply considered during the evaluation is the Municipal Authority of the Township of North Sewickley on the Beaver River located at river mile 7.6 and is located 27.0 miles below point of discharge.

   The proposed effluent limits for Outfall No. 001 based on a design flow of 0.03500 mgd are:

Proposed NPDES Permit Renewal Actions for Minor Sewage Discharges

   The following parties have applied to renew their current NPDES permits to allow the continued discharge of controlled wastewater into the surface waters of this Commonwealth. The Department of Environmental Protection (Department) has made a tentative determination to renew these permits and proposes to issue them, subject to their current permit effluent limitations, and monitoring and reporting requirements, with appropriate and necessary updated requirements to reflect new or changed regulations and other requirements. The updates may include, but will not be limited to, applicable permit conditions and/or requirements addressing combined sewer overflows (CSOs), municipal sewage sludge management and total residual chlorine control (TRC). Major changes to or deviations from the terms of the existing permit will be documented and published with the final Department actions.

   The EPA, Region III, Regional Administrator has waived the right to review or object to these proposed permit actions under the waiver provision 40 CFR 123.6E.

   Persons wishing to comment on the proposed permits are invited to submit a statement to the Field Operations indicated as the office responsible, within 30 days from the date of this public notice. Comments received within this 30-day period will be considered in the formulation of the final determinations regarding these applications and proposed permit actions. Comments should include the name, address, telephone number of the writer and a brief statement to inform the Field Office of the basis of the comment and the relevant facts upon which it is based. A public hearing may be held if the Field Office considers the public response significant.

   Following the 30-day comment period, the Water Management Program Managers will make a final determination regarding the proposed permit action. Notice of this determination will be published in the Pennsylvania Bulletin at which time this determination may be appealed to the Environmental Hearing Board.

   The permit renewal application and related documents, proposed effluent limitations and special conditions, comments received and other information are on the Department's file. The documents may be inspected at, or a copy requested from, the Field Office that has been indicated above the application notice.
