REQUEST FOR INFORMATION FROM QUALIFIED CONTRACTORS
OPERATION AND MAINTENANCE OF AMD TREATMENT SYSTEMS The Bureau of Abandoned Mine Reclamation (BAMR) is seeking qualified contractors to provide the services needed to maintain interim treatment of acid mine drainage (AMD) discharges. This work will include the operation and maintenance of existing AMD treatment systems as well as the operation and maintenance of new or supplemental systems designed and constructed under BAMR authority. This work will be performed in the anthracite and bituminous coal fields of Pennsylvania.
Contractors should submit information that describes their personnel qualifications, direct experience and geographical areas of interest. This information must be submitted to BAMR on or before 2 p.m., April 25, 2001. BAMR will maintain a list of qualified contractors, grouped by geographical area of interest as well as the type of active or passive AMD treatment systems they are qualified to operate and maintain. This list will be used in one of two ways. If a need arises because of circumstances constituting an emergency as described in Section 516 of the Commonwealth Procurement Code, one or more qualified contractors may be selected from the list of qualified firms without competitive bid and issued a contract for the short-term. The second way the list may be used is to invite qualified contractors, and other interested firms, to participate in the Request for Proposal process if a contractor is needed to operate and maintain the site for the long-term.
The types of AMD treatment systems that will require operation and maintenance have not yet been specifically identified. Generally, most of the work will include active treatment systems such as, but not limited to, the following:
* Lime slurry
* Pebble lime slurry
* Calcium oxide
* Caustic soda flush or drip
* Soda ash briquettes
* Hydrated lime Many of these systems will require the operation and maintenance of facilities such as mixing systems, slurry storage tanks, clarifiers, pumps, retention dams and wells. Any well-developed technologies for active AMD treatment systems may be considered, as will well-developed technologies for passive AMD treatment systems. The types of passive AMD treatment systems include, but are not limited to, the following:
* Limestone beds
* Aerobic wetlands
* Anoxic limestone drains
* Vertical flow systems
* Semi-active dosing systems
Any combination of active and passive AMD treatment systems may also be considered.
The information to be submitted to BAMR includes the contractor's personnel qualifications, direct experience, and geographical areas of interest. Include the number of professional personnel such as analysts, auditors, researchers, programmers, consultants and others who may be engaged in the work. For each personnel listed, include education and experience in geology, engineering, mine water treatment and abatement. Indicate the responsibilities each will have and how long each has been with your company. Include experience in the operation and maintenance of AMD treatment systems as well as acid mine water prevention, abatement and treatment and the design of AMD mitigation projects. Experience shown should be work done by individuals who will be assigned to this work as well as that of the company. Identify studies or projects referred and for customers, provide the name, address, and telephone number of the responsible official, customer, company, or agency. Include the geographical areas that your company is interested in doing work. Geographic areas are those covered by five District Offices in the Bureau of District Mining Operations. The District Offices included are Cambria, Greensburg, Hawk Run, Knox, and Pottsville. Information on the counties covered by each of these District Offices can be found at the Bureau of District Mining Operations homepage located at http://www.dep.state.pa.us/dep/deputate/minres/districts/dmomap.htm. Additional relevant information will also be accepted.
Approved contractors must comply with all State and Federal laws and regulations that govern the operation and maintenance of AMD treatment systems.

Bradford County Bridge, in Monroe Township, Bradford County, ACOE Baltimore District (Monroeton, PA Quadrangle N: 13.6 inches; W: 12.2 inches). To remove the existing structure and to construct, operate and maintain a new single span bridge structure over the South Branch of Towanda Creek 58 feet downstream of the existing structure. The new structure shall have a 95 foot span, a roadway width of 28 feet and an underclearance of 13 feet. This permit also authorizes the filling of .05 acres of wetland and the installation of four in-stream water deflectors. The in-stream structures will be located 80 feet upstream of the bridge, 15 feet, 120 feet, and 240 feet downstream of the bridge as measured on the centerline of the South Branch of Towanda Creek. Plantings shall be planted according to the approved planting schedule to include the restoration of the impacts from the removed bridge and the impacts to the wetland fills.

All construction of in-stream structures and stream restoration shall be completed in dry work conditions through dam and pumping or fluming stream flow around work area. All rock materials used for in-stream work shall be free of fines and silts. The project will permanently impact 0.36-acre of wetland and 600-feet of waterway. The 600-feet of waterway impacted by the activities authorized by this permit shall be successfully mitigated by 0.12-acre of stream restoration. The permittee must replace 0.44-acre of wetland for the permanent impact of 0.36-acre by making a monetary contribution to the National Fish and Wildlife Foundation, Pennsylvania Wetland Replacement Project, ID Number 95-096. The permittee shall make a minimum contribution to the Pennsylvania Wetland Replacement Project of seven thousand five hundred dollars ($7,500) or the current monetary contribution required to construct 0.44-acre of wetland by the National Fish and Wildlife Foundation. The monetary contribution for wetland replacement must be submitted to the Department prior to commencement of any construction activity authorized by this permit. The stream restoration shall be completed prior to commencement of any construction activity authorized by this permit. The project is located along the western right-of-way of SR 0550 approximately 5,000-feet north of Upper Gyp Road and SR 0550 intersection in Benner and Spring Townships, Centre County.

To realign and maintain the channel of Big Run; remove an existing structure; and construct, operate and maintain a single cell box culvert to carry SR 0053, Section A06 across Big Run to improve public highway safety. The Big Run channel realignment shall be limited to a maximum length of 40-feet that shall include rock stream bank stabilization. The pre-cast reinforced concrete box culvert shall be constructed and maintained with a minimum span of 12-feet, rise of 6-feet, and skew of 86°. The project is located along SR 0053 approximately 1.1-miles west of SR 0970 and SR 0053 intersection in Decatur Township, Clearfield County. This permit also authorizes the construction, operation, maintenance and removal of a temporary stream diversion. All construction and realignment activity shall be conducted when Big Run is at maximum seasonal low flow. This permit was issued under Section 105.13(e) ''Small Projects.'' This permit also includes 401 Water Quality Certification.

Availability of Grants for the Remediation of Waste Tire Piles in Pennsylvania The Department of Environmental Protection (Department) hereby announces the availability of grants for fiscal year 2001/2002 for the remediation of six waste tire piles in Pennsylvania. Only the waste tire piles listed below are eligible under this grant offering.
In order to be considered for a grant, an applicant: 1) must propose to remediate any of the following waste tire piles: Griffin 1, East Providence Township; Bedford County; Griffin 2, East Providence Township, Bedford County; Tire Tread Shredder, Madison Township, Clarion County; Kushak, Menallen Township, Fayette County; Houssock, Fairmount Township, Luzerne County; and Bonner, Hazle Township, Luzerne County; 2) must not have contributed, in any manner, to the creation of a non-compliant waste tire pile; and 3) must have an identifiable end-use for the waste tires to be remediated.
Grant funds are to be used for activities directly related to the remediation of priority waste tire sites (such as employe wages, operation of equipment, transportation, processing costs, and the like). Grants may not be used for the purchase of equipment and grant recipients shall use funds only for those activities approved by DEP.
All applicants must complete and submit an official two-part application for each proposed tire pile remediation. The Waste Tire Remediation Grant Application Parts A and B include all the materials and instructions necessary for applying for a grant. Copies of these documents are available by contacting the Division of Municipal and Residual Waste at (717) 787-7381 or may be obtained electronically from the DEP Internet site on the world wide web at: http://ww.dep.state.pa.us (type ''tires'' in directLINK). At a minimum, all applications must contain: 1) a description of the applicant's experience in waste tire remediation, 2) markets or end-uses for the remediated tires, 3) a schedule for the remediation of tires at the site, 4) proposed cost of the waste tire pile remediation, and 5) any additional information the Department deems necessary. Please follow the instructions in the Part A and B Grant Application to assure you are submitting all of the necessary information in the correct format.

Notice of Public Hearing for NPDES Permit No. PAS107421 Notice is hereby provided that the PA Department of Environmental Protection (Department) will hold a public hearing to accept comment on an individual National Pollutant Discharge Elimination System (NPDES) Permit Application No. PAS107421 for the discharge of stormwater from construction activities at the proposed wind energy production site (Waymart Wind Farm) in Canaan and Clinton Townships, Wayne County.
The hearing will be conducted on April 19, 2001 at 7 p.m. in the main courtroom of the Wayne County Courthouse in Honesdale, PA by the PA Department of Environmental Protection, Water Management Program, Soils and Waterways Section, 2 Public Square, Wilkes-Barre, PA 18711, (570) 826-2553. The hearing is in response to an application submitted by National Wind Power, 405 14th Street, Suite 712, Oakland, CA 94612 and published in 31 Pa.B. 1160--1161 (February 24, 2001). REQUEST FOR VARIANCE The Department of Environmental Protection, Bureau of Deep Mine Safety, has received a request for variance from Mon View Mining Company. The following notification contains a summary of this request. The Department is publishing a summary of the request in order to solicit comments from affected parties on the proposed variance request. Comments may be used by the Bureau to assist in its investigation of the variance request. Comments will be accepted for 30 days following the publication of this notice. Section 702 of the Pennsylvania Bituminous Coal Mine Act (52 P. S. §§ 701 and 702), provides a mechanism for operators to obtain variances from specific requirements of the Act to accommodate the adoption of new machinery, equipment, tools, supplies, methods or processes.
Section 268 (b) states that shelter holes shall be provided on the clearance side along designated travelingways, which are also used as haulage entries, other than belt conveyor haulage entries. Such shelter holes shall be spaced not more than 80 feet apart.
Summary of the Request: As a result of adverse roof conditions, Mon View Mining Company requests a variance to exceed the 80 feet spacing but not to exceed 137-foot distance through two low cover stream areas in the 2 West Mains (from survey station 2+88 to station 10+08 and from station 28+32 to station 46+68). The maximum shelter hole spacing in these areas would be 137 feet with the majority spaced no more than 110 feet apart.
