Finding
Lancaster County
[31 Pa.B. 1518] Pursuant to the provisions of 71 P. S. Section 2002(b), the Secretary of Transportation makes the following written finding:
The Federal Highway Administration and the Department of Transportation plan to replace the existing bridge over Amtrak railroad right-of-way, S.R. 4002 Section 002, in Mount Joy Borough, Lancaster County.
S.R. 4002 is classified as a urban minor arterial traversing the Mount Joy Historic District. The proposed action will involve the National Register Eligible Mount Joy Historic District which qualifies as a Section 2002/Section 4(f) resource. There are seven contributing resources and the project bridge. The existing bridge does not meet National Register Criteria for individually eligible and the proposed project will have no adverse effect on the contributing resources.
The environmental, economic, social and other effects of the proposed project as enumerated in Section 2002 of the Administrative Code, have been considered. It has been concluded that there is no feasible and prudent alternative to the project as designed and all reasonable steps have been taken to minimize such effects.
No adverse environmental effect is likely to result from this bridge replacement project.
BRADLEY L. MALLORY,
Secretary
