APPROVALS TO USE NPDES AND/OR OTHER GENERAL PERMITS

   The following parties have submitted: (1) Notices of Intent (NOIs) for Coverage Under (1) General NPDES Permits to Discharge Wastewater into the Waters of this Commonwealth. The approval for coverage under these general NPDES permits is subject to applicable effluent limitations. Monitoring, reporting requirements and other conditions set forth in the general permit: (2) General Permits for Beneficial Use of Sewage Sludge or Residential Septage by Land Application in Pennsylvania; (3) General NPDES Permit Authorizing the Discharge of Stormwater Associated with Construction Activities to Waters of this Commonwealth; (4) Notification for First Use Application of Sewage Sludge.

   The approval of coverage for land application of sewage sludge or residential septage under these general permits is subject to pollutant limitations, pathogen and vector attraction reduction requirements, operational standards, general requirements, management practices and other conditions set forth in the respective permit. The Department of Environmental Protection approves the following coverage under the specific General Permit.

   The EPA Region III Administrator has waived the right to review or object to this permit action under the waiver provision 40 CFR 123.24.

   The applications and related documents, effluent limitations, permitting requirements and other information are on file and may be inspected and arrangements made for copying at the contact office noted.

   Plan Description: The approved plan provides for the construction of combined gravity and forced main collection and conveyance sewers for the areas of Robin Road, Cherry Road, and the SR 255 corridor, including areas of Homestead Road, Greenbrier Drive, Laurel Lane and Linwood Avenue. A 0.40 MGD sewage treatment plant (STP) upgrade is proposed that will use oxidation ditch technology.

   The Department's review of the sewage facilities update revision has not identified any significant environmental impacts resulting from this proposal. Any required NPDES Permits or WQM Permits must be obtained in the name of the municipality or authority as appropriate.

The following final reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).

   Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (Act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of submission of final reports. A final report is submitted to document cleanup of a release of a regulated substance at a site where one of the Act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or non-residential exposure factors, a description of the remediation performed and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected.

   For further information concerning the final report, contact the Environmental Cleanup Program Manager in the Department Regional Office under which the notice of receipt of a final report appears. If information concerning a final report is required in an alternative form, contact the Community Relations Coordinator at the appropriate Regional Office listed.    The Department has received the following final reports:

   Southeast Region: Environmental Cleanup Program Manager, Lee Park, Suite 6010, 555 North Lane, Conshohocken, PA 19428.

   Philadelphia Redevelopment Authority/Stenton Ave. and Haines St., City of Philadelphia, Philadelphia County. Nancy R. Repetto, Powell-Harpstead, Inc., 800 E. Washington St., West Chester, PA 19380, on behalf of the Redevelopment Authority of the City of Philadelphia, 1234 Market St., 16th Floor, Philadelphia, PA 19107, has submitted a Final Report concerning remediation of site soil contaminated with lead, BTEX and petroleum hydrocarbons. The report is intended to document remediation of the site to meet the Statewide Health Standards.

   Penllyn Lands, Lower Gwynedd Township, Montgomery County. Mark J. Irani, P.G., RT Environmental Services, Inc., 215 W. Church Rd., King of Prussia, PA 19406, on behalf of Penllyn Lands, c/o Day & Zimmerman, Inc., 1818 Market St., Philadelphia, PA 19103, has submitted a Final Report concerning site soil contaminated with solvents and groundwater contaminated with lead. The report is intended to document remediation of the site to meet the Statewide Health Standard.

   Lee's Service Center, Upper Darby Township, Delaware County. Samuel J. Kucia, Environmental Consulting, Inc., 500 E. Washington St., Suite 375, Norristown, PA 19401, on behalf of Wellington and Dennis Lee, 700 Burmont Rd., Drexel Hill, PA, has submitted a Final Report concerning site soil contaminated with lead, BTEX and petroleum hydrocarbons. The report is intended to document remediation of the site to meet the Statewide Health Standard.

   Southcentral Region: Environmental Cleanup Program Manager, 909 Elmerton Avenue, Harrisburg, PA 17110.

   Doerrman Property, Ruscombmanor Township, Berks County. Walter B. Satterthwaite Associates, Inc., 720 Old Fern Hill Road, West Chester, PA 19380, on behalf of Patrick and Amy Doerrman, 3638 Princetown Road, Fleetwood, PA 19522 and State Farm Insurance, 108 West Airport Road, Lititz, PA 17543, has submitted a Final Report concerning remediation of site soils and groundwater contaminated with BTEX and PAHs. The report is intended to document remediation of the site to the Statewide health standard.

   Northcentral Region: Environmental Cleanup Program Manager, 208 West Third Street, Williamsport, PA 17701.

   Matthew Motors--Covington Site, Covington Township, Tioga County. Brooks Petroleum Contracting Company, R.R. 7, Box 141, Wellsboro, PA 16901, on behalf of Putnam Company, 5 East Avenue, Wellsboro, PA 16901, has submitted a Final Report concerning remediation of site soil and groundwater contaminated with BTEX. The report is intended to document remediation of the site to meet the Statewide Health Standard. (See additional notice in this Pennsylvania Bulletin).
