Office of Vocational Rehabilitation; Establishment, Expansion or Improvement of Community Rehabilitation Programs

   The Department of Labor and Industry, Office of Vocational Rehabilitation, under the Rehabilitation Act of 1973, as amended in 1992, announces that competing applications to establish, expand or improve community rehabilitation programs serving persons with the most severe disabilities will be accepted. This competition is authorized under section 103 of the Rehabilitation Act of 1973, as amended.

   Funding for this competition is under the auspice of the Pennsylvania State Board of Vocational Rehabilitation and the Office of Vocational Rehabilitation (OVR), which will serve as administrator and fiscal agent for the grant awarded under this competition. Applications will be written to accomplish the following area of emphasis:

The OVR provides services to persons with severe disabilities directed at the attainment of employment by those persons. The start-up and ongoing operation of a small business is one type of such employment. The objectives of this request for proposal are to provide to persons with the most severe disabilities who have an interest in small business ownership:    1)  Information necessary to start a small business.
   2)  A realistic perspective on the start-up and ongoing operation of a small business.
   3)  Assistance, as appropriate, with the start-up and initial operation of a small business.

Service Information

   This competition will result in one award and funding for a 4-year period, beginning October 1, 2001. The maximum annual funding level for this grant will not exceed $25,000. Eligible applicants are not-for-profit, private business development services/entities, government agencies or postsecondary educational institutions. If the applicant is other than a postsecondary educational institution, it must assure the ongoing presence and participation of a postsecondary educational institution's school of business, entrepreneurial services or comparable discipline. Individual applicants may consolidate and present a single application, as desired.

   An applicant must demonstrate an understanding of the economy, market characteristics and market potential in the service area that encompasses the 12 counties of Cameron, Clarion, Clearfield, Crawford, Elk, Erie, Forest, Jefferson, McKean, Mercer, Venango and Warren.

   An applicant must demonstrate a minimum of 3 years of experience in entrepreneurial assistance services of the type required, or closely related.

   Specific services delivered by the successful applicant to OVR customers include:

*  Prebusiness education and assistance to persons with the most severe disabilities who have indicated to OVR that they have an interest in becoming small business owners/operators. The services should provide, at a minimum and as appropriate, information and/or assistance in the following:
   1)  Basic tenets of small business ownership.
   2)  Business start-up issues/demands.
   3)  Business start-up costs.
   4)  Business Plan preparation.
   5)  Acquisition of business start-up funding.
   6)  Maintenance/Growth of an operating small business.
   7)  Support to small business start-ups for a minimum of 1 year.

Application Information

   Applications received by close of business, 5 p.m., Friday, June 22, 2001, which are complete and conform to established specifications, will be accepted for review. Applications submitted after this date and time will be ineligible for consideration.

   Applications will be evaluated by a panel of reviewers convened for that purpose.

   The effective dates for the contract will be October 1, 2001, through September 30, 2002. Final awards made through this competition are subject to the approval of the Executive Director, OVR.

   Eligible applicants include private not-for-profit, private business development services/entities/government agencies, post-secondary educational institutions and public organizations/institutions. Organizations or individuals demonstrating compliance with the terms of this announcement may apply to participate in this competition.

Preproposal Conference

   A preproposal conference to deal specifically with technical questions regarding applications will be held for applicants on Wednesday, May 30, 2001, starting at 10 a.m. in the Office of Vocational Rehabilitation, 199 Beaver Drive, DuBois, PA.

   Copies of the application package will also be available at this conference. Persons expecting to attend should advise James A. Hackenburg, no later than 1 week prior to the conference, of any special accommodations thatmay be required in order for them to fully participate in the preproposal conference.
