Finding

Chester County

   Pursuant to the provisions of 71 P. S. Section 2002(b), the Secretary of Transportation makes the following written finding:

   The Department of Transportation plans to reconstruct the intersection of SR 0926 and Parkersville Road in the Village of Parkersville, Pennsbury Township, Chester County.

   The intersection consists of east-west route SR 0926, Street Road; and north-south routes SR 3021 and Pennsbury Township road T-440, both of which retain the name of Parkersville Road. The Project involves intersection safety improvements, minor roadway realignment through the intersection, and lowering of SR 0926 to improve sight distance on the east approach and through the intersection.

   This Project will use two Section 2002 resources located within the 8.94 acre Parkersville Historic District, a resource determined eligible for the National Register of Historic Places: 1) A triangular sliver of land measuring 365 s.f. will be used from Tax Parcel No. 3 on the northwest corner of the intersection for permanent slope easement, and 2) A temporary easement on Tax Parcel No. 5 on the southwest corner of the intersection containing approximately 130 s.f. will be utilized throughout the life of the Project.

   Impacts will be minimized by reducing lane widths to the minimums allowed by Design Manual 2, and by reducing shoulder widths to 2 feet through the approval of a Design Exception. Roadway embankment that has been affected by roadway reconstruction will be reseeded in indigenous grasses. The Project is being designed to be aesthetically compatible with the adjacent Parkersville Historic Districts, and it will not substantially impair protected attributes or contributing elements of these adjacent cultural resources.

   I have considered the environmental, economic, social, and other effects of the proposed project as enumerated in Section 2002 of the Administrative Code, and have con-cluded that there is no feasible and prudent alternative to the project as designed, and all reasonable steps have been taken to minimize such effect.
