Finding

Washington County Under Section 2002(b) of the Administrative Code of 1929 (71 P. S. § 512(b)) the Secretary of Transportation makes the following written finding:
The Pennsylvania Turnpike Commission plans to construct the Mon/Fayette Expressway from U.S. Route 119 near Uniontown, in Fayette County, to PA Route 88, just west of Brownsville in Washington County.
The project consists of the construction of a four-lane divided, limited access toll highway that begins at a new interchange 3 kilometers (2 miles) south of U.S. Route 40 on existing PA Route 88 in Centerville Borough, Washington County, and extends in a southeasterly direction to a reconstructed interchange with PA Route 51 and U.S. Route 119, in North Union Township, Fayette County. The total length of the project is 24.6 kilometers (15.2 miles). Intermediate interchanges will be located at relocated Bull Run Road (S.R. 4003) in Luzerne Township, the extended U.S. Route 40 stub end in Redstone Township, Upper Middleton Road (S.R. 4010) in Menallen Township, and Fan Hollow Road (T-719)/Old Pittsburgh Road (T-986) in North Union Township.
The project will require the use of property from one (1) National Register eligible historic property or site, the National Road (U.S. Route 40). All possible planning measures were considered to minimize and mitigate harm from use of the National Road. The Selected Alternative will have the least harm on the National Road. The U.S. Department of Interior, in correspondence dated January 14, 2000, concurred in the finding that there is no feasible and prudent alternative to the use of Section 2002 resources, and also concurred with the proposed measures to minimize harm. Mitigation commitments are documented in the Record of Decision for the project.
The proposed project will not use land from any public recreation area, public wildlife and/or waterfowl refuge, State forest land, State game land, wilderness area, or public park.
With the completion of all the mitigation commitments documented in the Final Environmental Impact Statement, Final Section 4(f) Evaluation, and Record of Decision for the project, it is concluded that no ''feasible and prudent'' alternative to the selected action exists, and all reasonable steps have been taken to minimize the effects of the proposed action.
