Notices of invitations for bids and requests for proposals on State contracts for services and commodities for which the bid amount is reasonably expected to be over $10,000, are published in the State Contracts Information Section of the Pennsylvania Bulletin prior to bid opening date. Information in this publication is intended only as notification to its subscribers of available bidding and contracting opportunities, and is furnished through the Department of General Services, Vendor Information and Support Division. No action can be taken by any subscriber or any other person, and the Commonwealth of Pennsylvania is not liable to any subscriber or any other person, for any damages or any other costs incurred in connection with the utilization of, or any other reliance upon, any information in the State Contracts Information Section of the Pennsylvania Bulletin. EFFECTIVE JULY 1, 1985, A VENDOR'S FEDERAL IDENTIFICATION NUMBER (NUMBER ASSIGNED WHEN FILING INCOME TAX DOCUMENTS) OR SOCIAL SECURITY NUMBER IF VENDOR IS AN INDIVIDUAL, MUST BE ON ALL CONTRACTS, DOCUMENTS AND INVOICES SUBMITTED TO THE COMMONWEALTH.
Act 266 of 1982 provides for the payment of interest penalties on certain invoices of "qualified small business concerns". The penalties apply to invoices for goods or services when payments are not made by the required payment date or within a 15 day grace period thereafter.
Act 1984-196 redefined a "qualified small business concern" as any independently owned and operated, for-profit business concern employing 100 or fewer employees. See 4 Pa.Code § 2.32. The business must include the following statement on every invoice submitted to the Commonwealth: "(name of business) is a qualified small business concern as defined in 4 Pa. Code 2.32."
A business is eligible for payments when the required payment is the latest of:
The payment date specified in the contract.
30 days after the later of the receipt of a proper invoice or receipt of goods or services.
The net payment date stated on the business' invoice.
A 15-day grace period after the required payment date is provided to the Commonwealth by the Act.

SP2500008 The PA Board of Probation & Parole (PBPP) is soliciting bids from prospective vendors to provide lodging, meeting room space, audio-visual equipment and food services for a multi-year contract to conduct two (2) Administrative & Support Staff Conferences each calendar year in State College, Pennsylvania. Each conference will be two (2) days in length. The tentative dates for this calendar year are as follows: June 11-13, 2001; July 23-25, 2001; August 20-22, 2001. Both conferences will be held at the same facility. RFP No. 2-01 This Request for Proposal (RFP) entitled: Consultation and Technical Assistance to the Department of Public Welfare in the Implementation and Expansions of the HealthChoices Behavioral Health Managed Care Program. The HealthChoices program is planned to expand statewide within the next few years, with expansion efforts continuing, the need for consultation services to insure a focused approach to the unique needs of the behavioral health component of the program also continues to exist. The selected contractor will provide professional consulting services to assist in the implementation of the behavioral health component of the HealthChoices program as it expands statewide. The Department plans to continue to phase-in the implementation of the statewide mandatory behavioral health managed care program. The behavioral health program will ensure that all MA recipients have access to quality behavioral health services while allowing the Commonwealth to control escalating health care costs. Under this program, the behavioral health MCO will be responsible for locating, coordinating, and monitoring designated behavioral health services on behalf of enrollees. The successful contractor will assist the DPW and its Office of Mental Health and Substance Abuse Services in the review of the experiences in the HealthChoices Behavioral Health Program. Professional consulting assistance will focus on the implementation of the five-county southeast program, and the ten-county southwest expansion. It will also be Lehigh/Capital zone scheduled for start-up on October 1, 2001. This includes providing support on the design and implementation of a comprehensive approach to managed mental health and drug and alcohol services delivery.

ME1000 Governor Ridge has proposed funding for a new Pennsylvania Governor's Schools of Excellence, the Pennsylvania Governor's School for Global Entrepreneurship (PGSGE), to commence planning and operation of a pilot program this summer. The PGSGE must target the needs of gifted and talented high school students in a 5 week-long residential learning experience that stimulates creative problem-solving, higher order thinking skills and leadership qualities in a cooperative environment.
