HAZARDOUS SITES CLEAN-UP UNDER THE ACT OF OCTOBER 18, 1988
NOTICE OF PROPOSED REMEDIAL RESPONSE Jackson Ceramix Site, Falls Creek Borough, Jefferson County and Sandy Township, Clearfield County.
The Department of Environmental Protection (Department), under the authority of the Hazardous Sites Cleanup Act (35 P. S. §§ 6020.101--6020.1304) (HSCA), is proposing a remedial response action for Operable Unit 2 (OU2) at the Jackson Ceramix Site (site).
The site is approximately 215 acres in size and is bounded by Pennsylvania State Route 950 on the west and Sandy Lick Creek on the east, at the southern edge of Falls Creek Borough. The site lies in the Borough of Falls Creek, Jefferson County and Sandy Township, Clearfield County, PA. During the manufacturing facility's operation, from 1917 until 1985, vitrified, decorated china products were produced.
The site consists of three Operable Units (OU). OU1 is the approximately 15-acre property on which the Jackson China and Jackson Ceramix manufacturing companies operated. From December 1998 through July 1999, the Department conducted a prompt interim response on OU1. This prompt interim response consisted of off-site disposal of asbestos-containing materials, staged materials, onsite treatment of hazardous substance-containing miscellaneous wastes (that is, wastes in sumps, pits, septic tanks, ceramic process materials, construction debris and sludge waste in the drainage ditch and settling lagoon). Treatment was via solidification techniques and was followed by closure, along with china waste, under a Class III Residual Waste Landfill cap.
This notice addresses OU2. OU2 is an approximately 200-acre wetland that lies east and southeast of the railroad tracks and the former manufacturing facility. During the operation of the china manufacturing companies, a voluminous wastewater/sludge stream was generated from the various manufacturing processes, including the mold shop, paint process line, the glazing operation and a daily wash down of the product line machinery in the lead glaze spray area (also known as the slip house). This waste was directed into an unlined lagoon. The lagoon was frequently filled with a clay waste and sand-sludge waste material (sludge waste). The accumulated sludge waste deposits periodically overflowed from the lagoon into the adjacent 200-acre wetland. The sludge, a characteristic hazardous waste due to its lead content, accumulated in the low-lying drainage areas of the wetland and impacted soils, surface water, sediments and plant and animal communities in this wetland. The sludge deposits in the wetland range from 9 to 12 inches thick and cover approximately 13.6 acres. The wetland also contains approximately 19.7 acres of lead-contaminated soil and sediment that have been impacted by the sludge. Access to the wetland is unrestricted and many local residents use this area for hunting.
OU3 is site-wide groundwater and is currently undergoing investigation by the Department.
The Department considered six remedial response alternatives for OU2:
Alternative 1. No Action
Alternative 2. Deed Restrictions and Installation of Security Fencing and Warning Signs around the Perimeter of the Contaminated Wetland
Alternative 3. Excavation with Off-site Disposal of Sludge Waste and Soil/Sediment
Alternative 4. Excavation with Off-site Disposal of Sludge Waste and On-site Consolidation and Disposal of Soil/Sediment
Alternative 5. Excavation with Consolidation and On-site Disposal without Treatment of Sludge Waste and Soil/Sediment.
Alternative 6. Excavation with Consolidation and On-site Treatment and Disposal of Sludge Waste and Soil/Sediment.
Each alternative was evaluated with respect to section 106 of the Land Recycling Act and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.909) (LRA), which requires that the cleanup standards established under that Act be used for any remedial response conducted under the provisions of HSCA. The Department also evaluated the remedial alternatives for the Site using the following criteria: Long-Term Risks and Effectiveness; Reduction of Toxicity, Mobility or Volume of Hazardous Substances; Short-Term Risks and Effectiveness; Implementability; Cost; Cost-Benefit Analysis; and Applicable or Relevant and Appropriate Requirements (ARARs). These evaluation criteria are derived from section 304(j) of the LRA. In addition to the evaluation criteria in section 304(j) of the LRA, the Department will also consider the evaluation criterion of public acceptance, as indicated during the comment period described as follows.
Based on the previous comparative analysis and under section 505(a) of HSCA (35 P. S. § 6020.502(a)), the Department proposes to implement Alternative 5, as the remedial response for OU2 at the Jackson Ceramix Site. Alternative 5 would include a pre-design investigation to further delineate the extent of lead-contaminated soil/sediments; excavation and consolidation on-site of sludge waste and contaminated soil/sediments; capping of sludge waste and contaminated soils/sediments; wetland restoration, installation of industrial security fencing around the on-site disposal area; procurement of deed restrictions to limit intrusion into the on-site disposal area; quarterly monitoring of surface water, sediment and groundwater; and periodic Site reviews to evaluate the effectiveness of the measures implemented. The capital cost for this alternative is estimated to be approximately 6.1 million dollars.
The Department's proposed remedial response would protect public health and the environment; comply with or otherwise address ARARs; be feasible, implementable, permanent and effective; and be cost effective.
This public notice officially begins a 90-day public comment period, during which the public may formally comment on the Department's proposed remedial response at OU2 at the site. At the close of the public comment period, an evaluation will be made of the public comments received in the Response to Public Comments document. If no public comments are received, that information will be documented in the Statement of Decision for the site.
This notice is being provided under section 506(b) of HSCA. The administrative record, which contains the information that forms the basis and documents the selection of this response, is available for public review and comment. The administrative record is located at the Department's Northwest Regional Office, 230 Chestnut Street, Meadville, PA 16335 and is available for review Monday through Friday from 8 a.m. to 4 p.m. Telephone the Department's Record Center beforehand for an appointment (814) 332-6340. The Department will hold a public meeting on Tuesday, September 18, 2001, at 6:30 p.m. in the Falls Creek Municipal Building. The meeting's purpose will be for the Department to answer the public's questions concerning the proposed response at the site and to provide the public with an opportunity to present oral comments, for inclusion into the administrative record, regarding the proposed response. The following final reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).
Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (Act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of submission of final reports. A final report is submitted to document cleanup of a release of a regulated substance at a site where one of the Act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or non-residential exposure factors, a description of the remediation performed and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected.

The Department has taken action on the following plans and reports under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).
Provisions of 25 Pa. Code § 250.8, Administration of the Land Recycling and Environmental Remediation Standards Act (Act) requires the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of its final actions on plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the remediation standards of the Land Recycling and Environmental Remediation Standards Act. Plans and reports required by provisions of the Act for compliance with selection of remediation to a site-specific standard, in addition to a final report, include a remedial investigation report, risk assessment report and cleanup plan. A remedial investigation report includes conclusions from the site investigation, concentration of regulated substances in environmental media; benefits of refuse of the property and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. A cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or non-residential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

The Final Report demonstrated attainment of the Statewide Health Standard and was approved by the Department on July 23, 2001.

Easton Rd., Willow Grove, PA 19090-2511, on behalf of George's Music, Inc. 650 W. Swedesford Rd., Berwyn, PA 19312, has submitted a Final Report concerning remediation of site groundwater contaminated with BTEX and petroleum hydrocarbons. The Final Report did not demonstrate attainment of Background Standards and was disapproved by the Department on July 5, 2001.

The Remedial Investigation Report was approved by the Department on June 18, 2001.

Smith (on behalf of CBS Corporation, 11 Stanwix Street, Pittsburgh, PA 15222) has submitted a Groundwater Cleanup Plan concerning the remediation of site soil and groundwater contaminated with PCBs, lead, heavy metals, pesticides, solvents, BTEX, PAHs and cyanide. The Groundwater Cleanup Plan was approved by the Department on June 1, 2001.

During this initial phase, a de minimis amount of palustrine emergent wetlands will be filled. It is anticipated that up to 8 acres of floodplain wetland will be created during this phase.

The supernatant will be generated through the disposal of 42,500 cubic yards of sediment from the boat basin at the U.S. Coast Guard Base in Philadelphia, PA. Dredging will be accomplished by hydraulic means and material will be placed on barges for transport to Fort Mifflin CDF, where it will be pumped from the barges to the CDF. The U.S. Coast Guard is requesting Water Quality Certification associated with altering and repairing of the Lift Bridge so that the existing navigation vertical clearance is increased from 135 feet to 150 feet, to facilitate berthing of the expected future mix of ships in the Reserve Basin. No channel dredging or filling or construction of approach roadways is included in this bridge repair and alteration work. Final Action on Request: Certification Granted
