To construct and maintain a stream restoration project in Hammer Creek (TSF). The project's purpose is to stabilize stream banks, improve sediment transport, create additional floodplain wetlands, establish riparian buffers and improve aquatic habitat. The project will implement a natural stream channel design approach. Construction activities to be utilized include stream and floodway excavation, filling and grading and cross vane installation.
The project consists of 800 lineal feet of stream restoration located immediately downstream of the Carpenter Road bridge (T-931), (Lititz, PA Quadrangle N: 10.35 inches; W: 1.55 inches (upstream limit) and N: 9:9 inches; W: 1.5 inches). During this project, a de minimis amount of palustrine emergent wetlands will be filled. It is anticipated that up to 0.2 acre of floodplain wetland will be created.

To remove the existing two span, spandrel arch bridge with a 90 degree skew to roadway center line, a 44-foot span with an 840-square foot waterway opening and to construct and maintain a two span continuous composite prestressed concrete adjacent box beam bridge with two 55-foot spans and a 2.5-foot wide pier and a waterway opening of 1,114-square feet and to construct a temporary cofferdam to isolate the existing pier during demolition and construct the new pier on SR 2004 over Fishing Creek approximately 1,500-feet northwest of Mackeyville in Lamar Township, Clinton County. The project will impact less than 0.5 acre of wetlands while impacting approximately 100 feet of waterway. Fishing Creek is a High Quality--Cold Water fisheries stream. To construct, operate and maintain a minor road crossing South Woods Branch-First Fork, Sinnemahoning Creek (High Quality-Cold Water Fishery) to provide access to a single private dwelling. The project will not impact wetlands while impacting 20-feet of waterway is located along the eastern right-of way of SR 0872 approximately 1.9-miles south of South Woods Road and SR 0872 intersection. INTENT TO REISSUE PENNSYLVANIA GENERAL NPDES PERMIT FOR WASTEWATER DISCHARGES FROM STRIPPER OIL WELL FACILITIES
(PAG31001) In compliance with the provisions of the Federal Clean Water Act, The Clean Streams Law (35 P. S. §§ 691.1--691.1001) and sections 1905-A, 1917-A and 1920-A of The Administrative Code of 1929 (71 P. S. §§ 510-5, 510-17 and 510-20), the Department of Environmental Protection (Department) by this notice announces its intent to review and reissue the Pennsylvania General NPDES Permit for Discharges from Stripper Oil Well Facilities (PAG31001) for a 5 year period. The general permit was initially issued on October 4, 1991, renewed on October 4, 1996 and is scheduled to expire on October 3, 2001. The current general permit is valid until revised and issued in final after reviewing and addressing comments from this public notice.
The Department has reviewed and updated the general permit and related documents. Most of the changes were only minor editorial changes. The maximum flow for any outfall shall not exceed the amount specified on the ''Approval for Coverage.'' In response to comments from operators who desire to use the general permit, the maximum flow that will be considered for coverage under this general permit will be increased from 1,000 gpd to 2,000 gpd.
