1. Modification of Condition No. 5 to read:
''For road dust and stockpile fugitive emission control a pressurized water truck (or equivalent fixed water spray system approved by the Department) shall be available onsite to be used for dust suppression of the plant roadways and stockpile fugitive emissions. The pressurized water truck (or equivalent fixed water spray system) shall be capable of operation at all times that the plant is in operation.''
2. Modification of Condition #7 to require the processed coal to retain a minimum of 2.75% moisture content in lieu of a 6-7% moisture content as previously required.
3. Modification of Condition No. 8 to read:
''In accordance with 25 Pa. Code § 127.12(a)(5), the plant roadway shall be maintained and delineated by paving or periodic chipping in the event that Township Road T.R. 329 is paved.''
4. Modification of Condition #14 to require that the daily recording requirements and annual reports shall be kept at the main office for a minimum 5 years and available to the Department upon request.
5. Modification of Condition No. 15 to read:
''In the event that Township Road T.R. 329 is paved, the approaches to the scale and 200-500 feet of the plant entrance road shall be paved within 180 days of the completion of T. R. 329 paving. Any dust on the paved road shall be controlled by using a road sweeper and water spray (or equivalent). This road cleaning shall include 250 feet of the public highway on either side of the plant access road.''

The Department of Environmental Protection (Department) has previously approved coverage under General Permit PAG-8 for the generators of nonexceptional quality sewage sludge. General Permit PAG-08-9901 authorizes the beneficial use of nonexceptional quality sewage sludge by land application to a reclamation site. The purpose of this notice is to advise the public that the Department has reviewed the Notice for First Land Application of Sewage Sludge for Spectraserv, Inc., 75 Jacobus Avenue, South Kearney, NJ 07032, Mine 25 Annex Site (Permit number 14018002) located in Snow Shoe Township, Centre County affecting 356 acres and has determined that the site is suitable for land application of nonexceptional quality sewage sludge effective August 29, 2001.
These actions of the Department may be appealed to the Environmental Hearing Board (Board) at 2nd Floor Rachel Carson State Office Building, 400 Market Street, P. O. Box 8457, Harrisburg, PA 17105-8457 by an aggrieved person under section 4 of the Environmental Hearing Board Act (35 P. To construct, operate and maintain 18,700 feet of 8 inch gravity collectors, 1,600 feet of laterals, 2,400 feet of 2.5 inch and 4 inch force mains, one duplex submersible pump station and a 30,000 gallon per day package wastewater treatment plant in the flood fringe of an unnamed tributary of Black Hole Creek. This project is located 1.5 miles west on Elimsport Road from the intersection with SR 15.

Notice of Planning Grant Awards under section 901 of the Municipal Waste Planning, Recycling and Waste Reduction Act of 1988, Act 101 The Department of Environmental Protection hereby announces the following grants to counties under the Municipal Waste Planning, Recycling and Waste Reduction Act of 1988 (Act 101), section 901 and section 208 of the Waste Tire Recycling Act/Small Business and Household Pollution Prevention Act (Act 190 of 1996).
Planning grants are awarded to counties for 80% of approved costs for preparing municipal waste management plans as required by Act 101, for carrying out related studies, surveys, investigations, inquiries, research and analysis, including those related to siting, environmental mediation, education programs on pollution prevention and household hazardous waste and providing technical assistance to small businesses for pollution prevention. Grants may be awarded for feasibility studies and project development for municipal waste processing or disposal facilities, except for facilities for the combustion of municipal waste that are not proposed to be operated for the recovery of energy. All grant awards are predicated on the receipt of recycling fees required by sections 701 and 702 of Act 101 and the availability of monies in the Recycling Fund.
