Proposed Revision to the State Implementation Plan for the Enhanced Vehicle Emissions Inspection/Maintenance Program
[31 Pa.B. 6002] The Commonwealth of Pennsylvania is seeking comments on a revision to the State Implementation Plan (SIP) for the Enhanced Vehicle Inspection and Maintenance (I/M) Program to demonstrate the need for an extension to January 1, 2003, to include onboard diagnostics (OBD) testing in its program.
States must demonstrate to the United States Environmental Protection Agency that an extension is necessary to allow for successful implementation of OBD testing. This SIP revision describes the legal, technical, regulatory and operational constraints which has led the Commonwealth to seek an extension.
The Departments of Environmental Protection and Transportation will hold three public hearings as follows:

Persons wishing to present testimony at the hearings should contact Cindy Cashman, PennDOT Vehicle Inspection Division, Riverfront Office Center 3rd Floor, 1101 South Front Street, Harrisburg, PA 17104, phone (717) 783-5841 to preregister to present testimony. Persons who do not preregister to testify will be permitted to testify after the testimony of preregistered witnesses. Each witness should limit oral testimony to 10 minutes and submit three written copies of the testimony at the hearing if possible. Any organization or association wishing to present testimony should designate one witness to present testimony on its behalf.
