Equipment Manufacturers; Request for Participation
[31 Pa.B. 6355] The Department of Transportation (Department), Bureau of Motor Vehicles, gives notice that, starting in March 2002, and running until August 2002, it intends to conduct a pilot program for the performance of Onboard Diagnostic (OBD)--I/M checks, in anticipation of incorporating OBD testing of Model Year (MY) 1996 and newer vehicles into the emissions I/M program in this Commonwealth by the promulgation of revisions to 67 Pa. Code Chapter 177 (relating to enhanced emission inspection program). The pilot program will be conducted in the following counties: Allegheny, Beaver, Berks, Bucks, Chester, Cumberland, Dauphin, Delaware, Lancaster, Lebanon, Lehigh, Montgomery, Northampton, Philadelphia, Washington, Westmoreland and York. The Department intends to have approximately 34 inspection stations participate in the pilot program with a goal of two stations in each county.
The purpose of the pilot program will be to familiarize the motoring public and emission inspection test stations with the OBD--I/M check process, including necessary new hardware and software, and to provide data on OBD equipped vehicles in this Commonwealth. The OBD--I/M check process will be an OBD and gas-cap test for MY 1996 and newer vehicles, and a gas-cap and antitampering test for MY 1995 and older vehicles.
By this Notice, the Department is soliciting stand alone OBD--I/M check equipment from interested equipment providers to be loaned at no cost to inspection stations participating in the pilot program. The Department intends to have each participating manufacturer's equipment piloted in at least seven inspection stations.
To be considered for use in the pilot program, OBD--I/M check equipment supplied by equipment providers must meet the following criteria:
* OBD--I/M check equipment must meet the Pennsylvania Equipment and Software Specifications which were finalized on November 5, 2001, that is,
* Equipment must utilize software able to perform the Commonwealth's planned OBD--I/M check.
* Equipment must have the capability to communicate results to Commonwealth's Vehicle Inspection Information Data Base (VIID).
* Necessary peripheral equipment to enable inspection stations to conduct a complete Commonwealth emissions inspection/OBD--I/M check must be provided, including:
* Printer to print customer's Vehicle Inspection Report (VIR)
* Bar Code Scanner (to scan vehicle registration card and inspector license)
* Gas Cap Tester.
* Modem/ Connector for phone line to transfer data to VIID
* Additional requirements
* Equipment must be delivered to the Department or its agent for testing/approval before January 31, 2002.
* Equipment provider must have the ability to provide timely repair service to, and technical support for, equipment at stations participating in the pilot program.
* Equipment providers selected must be willing to supply, at no charge to the Department or to participating inspection stations, as many as 34 pieces of necessary equipment for the duration of the pilot program.

Responses received after that date will be considered if needed. Copies of the Commonwealth's OBD Equipment/Software Specifications may be requested at the same address.
Selection of equipment providers for participation may be limited. Criteria for the selection of participating equipment providers will be posted on the Drive Clean PA! website, www.drivecleanpa.state.pa.us, or available from the Department contact listed previously.
