2. This source is subject to Subpart CC of the Standards of the National Emission Standards for Hazardous Air Pollutants and shall comply with all applicable requirements of this Subpart.
3. The flare is subject to Subpart J of the Standards of Performance for New Stationary Sources and shall comply with all applicable requirements of this Subpart.
4. The owner or operator of the loading racks shall comply with the requirements in 40 CFR 60.502 except for paragraphs (b), (c), and (j) of that section.
5. The emissions to the atmosphere from the vapor collection and processing systems due to the loading of gasoline cargo tanks shall not exceed 10 milligrams of total organic compounds (TOC) per liter of gasoline loaded.(The definition of TOC in 40 CFR 63.641 excludes methane and ethane).
6. The H2S content in the fuel gas (as defined in 40 CFR 60.101) combusted in the flare shall not exceed 0.10 gr/dscf.
7. The owner or operator of the bulk gasoline terminal shall keep records in accordance with 40 CFR 63.428(b), (c), (g)(1), & (h).
8. The emissions from the bulk gasoline terminal shall not exceed the following (as proposed in the application):

FEDERAL WATER POLLUTION CONTROL ACT SECTION 401 The Department of Environmental Protection (Department) has taken the following actions on previously received permit applications, requests for Environmental Assessment approval, and requests for Water Quality Certification under Section 401 of the Federal Water Pollution Control Act (FWPCA) (33 U.S.C.A. § 1341(a)).
Except as otherwise noted, the Department certifies that the construction and operation herein described will comply with the applicable provisions of Sections 301--303, 306 and 307 of the FWPCA 33 U.S.C.A. §§ 1311--1313, 1316 and 1317, and that the construction will not violate applicable Federal and State Water Quality Standards.
Any person aggrieved by this action may appeal, under Section 4 of the Environmental Hearing Board Act (35 P. E23-403. Radnor Township. To replace and maintain an existing bridge with a precast concrete arch bridge with a clear span of 34 feet and an underclearance of 9 feet. This work also includes the placement of R-6 rock protection along 80 linear feet of stream. The proposed bridge spans the Little Darby Creek (CWF-MF) and is located at the Willows Park located off of Darby Paoli Road (Valley Forge, PA Quadrangle N: 3.60 inches; W: 2:65 inches) in Radnor Township, Delaware County.
E46-865. Pennsylvania Department of Transportation. To construct, improve, modify, and maintain U. S. Route 202 (S. R. 0202), Section 400, (Phase 3, Section 405). The limit of this work will begin south of the intersection of I-76 and Route 202 (Valley Forge, PA Quadrangle; N: 14.95 inches; W: 0.6 inch) and will end west of the intersection of I-76 and Croton Road (Valley Forge, PA Quadrangle; N: 14.25 inches; W: 0.6 inch) in Upper Merion Township, Montgomery County.
Work will consist of improvements to the I-76 and U.S. Route 202 Interchange, replacing the existing railroad bridge over I-76 and construction of additional collector distributor ramps. The proposed work will include the following:
1. To install and maintain a single span 25-foot wide by 8-foot high spread box beam superstructure with U-shaped cast-in-place reinforced concrete culvert substructure in and along Crow Creek (WWF) (a.k.a. Abrams Run), beneath the proposed Ramps D and H at Station 17+50. The culvert is located approximately 38 feet downstream from the existing I-76 bridge over Crow Creek. Work will also include placing concrete retaining walls between the existing bridge and proposed culvert (Valley Forge, PA Quadrangle, N: 14.75 inches; W: 2.2 inches).
2. To remove an existing 125 linear-foot section of arch bridge over Crow Creek, under the existing railroad, and replace with a 70 linear-foot single span 25-foot wide by 8-foot high, spread box beam superstructure with U-shaped cast-in-place reinforced concrete culvert substructure in and along Crow Creek (WWF) (a.k.a. Abrams Run) beneath the proposed Ramp L at Station 557+00. The culvert is located approximately 95 feet upstream from the existing I-76 bridge over Crow Creek (Valley Forge, PA Quadrangle N: 14.50 inches; W: 2.2 inches). Work also includes the temporary impact to Crow Creek and adjacent wetlands for temporary access.
3. To construct and maintain a non-jurisdictional dam across an unnamed tributary to Crow Creek (WWF) to facilitate a stormwater management basin. This site is located north of I-76, left of Station 17+75 to Station 19+50 (Valley Forge, PA Quadrangle N: 14.25 inches; W: 0.7 inch).
E46-877. Borough of Trappe. To replace and maintain an existing culvert with 40 linear feet of 12-foot by 4.5-foot reinforced concrete box culvert in and along Donny Brook Run (TSF). The work includes the installation of wingwalls and the placement and maintenance of R-7 riprap outlet protection. This culvert occurs beneath Clayhor Avenue (Collegeville, PA Quadrangle N: 11.65 inches; W: 14.2 inches) in Trappe Borough, Montgomery County.
E46-879. Montgomery County Parks Department. To install and maintain a 77- foot long by 6-foot wide pre-fabricated pedestrian bridge across the Pennypack Creek (TSF), located approximately 75 feet downstream from the previously existing bridge that was destroyed by Hurricane Floyd, which was situated in Lorimer Park (Frankford, PA-NJ Quadrangle N: 17.8 inches; W: 10.2 inches) in Abington Township, Montgomery County. Work will also include the installation and maintenance of an 18-inch CPEP stormwater outfall in the vicinity of this bridge.

This permit was issued under Section 105.13(e) ''Small Projects.'' This permit also includes 401 Water Quality Certification.
E47-069. Pennsylvania Department of Transportation, Engineering District 3-0, 715 Jordan Avenue, Montoursville, PA 17754. Single span bridge, in Mahoning Township, Montour County, ACOE Baltimore District (Danville, PA Quadrangle, N: 7.3 inches, W: 11.1 inches). To remove the existing bridge structure and construct, operate and maintain a new single span bridge over Sechler Run. The permit authorizes the structure to have a normal span of 32.97 feet and an underclearance of 7.3 feet. This permit also authorizes 150 feet of channel realignment. The channel shall have smooth transition between existing and proposed sections of the realignment and the low flow channel shall not exceed original width. All material and debris removed from new streambed shall be moved entirely out of the flood plain area. The new channel stream banks will be armored with riprap and have indigenous plantings installed to restore the riparian corridor. The plantings will occur on the left bank (oriented: facing downstream) upstream of the riprap armament. The project is located 0.5 mile east on SR 0011 from Danville in Mahoning Township, Montour County. This permit also includes 401 Water Quality Certification

Public road crossing, in Harrison Township, Potter County, ACOE Baltimore District (Harrison Valley, PA Quadrangle N: 17.6 inches; W: 13.2 inches). To operate and maintain a public road crossing Marsh Creek. The public road crossing shall be operated and maintained with a corrugated metal culvert pipe that has a minimum diameter of 7-feet and a 0.5-foot depression into the streambed. The project is located along the eastern right-of-way of SR 1010 approximately 200-feet north of T-489 and SR 1010 intersection in Harrison Township, Potter County. E60-146. Gary Gill, RR 2, Box 26, New Columbia, PA 17856. Spoil dike, in White Deer Township, Union County, ACOE Baltimore District (Allenwood, PA Quadrangle, N: 4.5 inches, W: 1 inch). To operate and maintain a spoil dike along an unnamed tributary to the West Branch of the Susquehanna River measuring 2.5 feet high, 450 feet long and 2 feet wide. This permit only authorizes the operation and maintenance of the existing dike and does not authorize any new or additional construction. The upstream most end of the dike ties in with the Township Road embankment. This project is located .5 miles north on Milroy Road from the intersection with Crossroads Drive in White Deer Township, Union County.
