08-317-006A: Leprino Foods Co. (217 Yanuzzi Drive, South Waverly, PA 18840) for construction of a whey drying system and whey powder packaging system including one main drying chamber incorporating an 18.0 mmBtu per hour natural gas-fired burner, one fluid bed redryer, one fluid bed cooler, one whey powder receiver, one whey powder mill and sifter, two surge bins, one bulk bag filling system, one inline filler, one surge hopper and associated material conveyance systems at their facility in South Waverly Borough, Bradford County.
The air contaminant emissions from the main drying chamber will be controlled by two C. E. Rogers inertial cyclone collectors operating in parallel followed by an Evaporator Dryer Tech Inc. Venturi spray tower scrubber. The air contaminant emissions from the fluid bed redryer and fluid bed cooler shall be controlled by an EDT model 10 pulse jet fabric collector. The particulate air contaminant emissions from the whey powder receiver shall be controlled by a C. E. Rogers (no model number) pulse-jet fabric collector. The air contaminant emissions from the two whey powder receiver surge bins shall be controlled by two NU-CON model NCBV-36-25-2T reverse pulse jet fabric collectors, one on each surge bin. The air contaminant emissions from the surge hopper shall be controlled by a NU-CON model NCBV-36-9-2T reverse pulse jet fabric collector. The air contaminant emissions from the inline filler and the bulk bag filling system shall be controlled by a Donaldson/DCE model DCEF 2,095 reverse pulse jet fabric collector. The air contaminant emissions from the bulk bag filling system shall additionally be controlled by a NU-CON model NCBV-36-9-3T reverse pulse jet fabric collector.
The Venturi spray tower scrubber exhaust is expected to emit approximately 10.27 tons per year particulate matter, 12.48 tons per year carbon monoxide, 2.05 tons per year nitrogen oxides and 0.37 ton per year volatile organic compounds. The fabric collectors are expected to emit (in total) particulate matter emissions of approximately 8.04 tons per year.
The Department has determined that the proposed whey drying and whey powder packaging systems will comply with all applicable regulatory requirements pertaining to air contaminant sources and the emission of air contaminants including the best available technology requirements of 25 Pa. Code §§ 127.1 and 127.12. The Department consequently intends to issue a plan approval for the construction of the respective whey drying and whey powder packaging systems. Additionally, if the Department determines that the whey drying and whey powder packaging systems are operating in compliance with all applicable plan approval conditions and regulatory requirements following the construction of the whey drying and whey powder packaging systems, the conditions established in this plan approval will be incorporated into State Only Operating Permit 08-00007 via administrative amendment under 25 Pa. Code § 127.450.
The Department intends to place conditions in the plan approval to be issued pertaining to the operation and monitoring of the equipment. These conditions are intended to assure proper operation of the equipment as well as compliance with all applicable air quality regulatory requirements. The following is a summary of these conditions:
1. The Venturi spray tower scrubber exhaust shall not exceed 0.01 grain per dry standard cubic foot.
2. The exhaust from each fabric collector shall not exceed 0.01 grain per dry standard cubic foot.
3. All material conveyance systems, including the conveyor from the main drying chamber to the fluid bed redryer, shall be completely enclosed at all times of operation. Additionally, the whey powder mill and sifter shall be completely enclosed during all times of operation.
4. The Venturi spray tower scrubber shall operate at a minimum scrubbing solution recirculation rate of 150.0 gallons per minute and at a minimum pressure drop of 4.0 inches of water.
5. The concentration of solids in the Venturi spray tower scrubber recirculating solution shall not exceed 18.0% at any time.
6. The exhaust from the whey dryer burner (as measured at the burner exhaust prior to the main drying chamber) shall not emit nitrogen oxides (NOx) in excess of 25 ppm corrected to 3% oxygen, dry basis.
7. The Venturi spray tower scrubber shall be equipped with flow monitoring equipment capable of monitoring the scrubbing solution recirculating flow rate on a continuous basis.
8. Equipment having a minimum accuracy of +/- 0.2% solids shall be used to monitor the solids concentration of the recirculating solution of the Venturi spray tower scrubber.
9. The Venturi spray tower scrubber shall be equipped with instrumentation to monitor the differential pressure across the scrubber on a continuous basis.
10. The recirculating solution solids concentration, recirculating solution flow rate and differential pressure of the Venturi spray tower scrubber shall be recorded in a log book at least once for every 8 hours of scrubber operation.
11. The permittee shall conduct stack testing on the Venturi spray scrubber exhaust to determine compliance with the particulate matter emission limit. The stack testing shall consist of an average of three test runs and shall be conducted in accordance with the provisions of 25 Pa. Code Chapter 139 while the whey drying system is operating at full capacity.
08-318-027C: Mill's Pride--Pennsylvania (100 Lamoka Road, Sayre, PA 18840) for plan approval to modify two 28,700,000 BTU per hour natural gas/woodwaste fired boilers and to install an electrostatic precipitator in Athens Township, Bradford County. Following modification these boilers may potentially emit an additional 23 tons per 12 consecutive month period of nitrogen oxides and an additional 69 tons per 12 consecutive month period of carbon monoxide. A preliminary review of the information submitted by Mill's Pride--Pennsylvania indicates that the boilers will meet all applicable air quality requirements including the best available technology provisions of 25 Pa. Code §§ 127.1 and 127.12 and Subpart Dc of the Federal Standards of Performance for New Stationary Sources, 40 CFR 60.40c--60.48c. Based on this finding, the Air Quality Program intends to approve the application and issue a plan approval to modify the boilers and install the electrostatic precipitator. Additionally, if the Department determines that the boilers are operating in compliance with all applicable plan approval conditions and regulatory requirements, the conditions established in the plan approval will be incorporated into an operating permit via administrative amendment in accordance with 25 Pa. Code § 127.450.
In order to ensure compliance with all applicable air quality standards, the Department proposes to place the following conditions in the respective plan approval:
1. This plan approval is issued for the modification of two 28.7 million BTU per hour Hurst Boiler and Welding Company #M-4,000 natural gas/wood waste fired boilers, said modification consisting of a 23 ton per 12 consecutive month period increase in nitrogen oxide emissions and a 69 ton per 12 consecutive month period increase in carbon monoxide emissions.
2. This plan approval is also issued for the installation of a PPC Industries model XH-1212-2S dry, single-stage electrostatic precipitator for the control of particulate matter emissions from the two boilers. The electrostatic precipitator shall be equipped with monitors and recorders for the following:
* primary voltage
* primary current
* secondary voltage
* secondary current
* spark rate
Records of these parameters shall be maintained onsite for at least 5 years and shall be made available to the Department upon request.
The electrostatic precipitator shall be equipped with two transformer/rectifier sets and each set shall provide not less than 183.3 kilovolt-amps of power.
The electrostatic precipitator shall be located downstream of the existing air cleaning systems for both boilers. Both existing air cleaning systems consist of two multi-clones in series. In both cases, the primary multi-clone is a Hurst Boiler and Welding Company, Inc. #12k-1CT and the secondary multi-clone is a Hurst Boiler and Welding Company, Inc. #6UP-44T.
3. The two boilers shall utilize staged combustion and flue gas recirculation as nitrogen oxide reduction techniques. Additionally, each of the boilers shall be equipped with oxygen monitors as described in the application and supplemental materials submitted for Plan Approval 08-318-027 and each of the boilers shall comply with the following emission limitations:

* the boilers are being fired only on natural gas; and
* there is no woodwaste fuel remaining in the boiler fireboxes.
This condition does not in any way relieve the company from complying fully with the particulate matter emission limitation specified in Condition 3 herein or the opacity limitations of 25 Pa. Code § 123.41.
6. The two boilers shall be fired on either natural gas or kiln dried wood waste with a particleboard content of not greater than 5% by weight except that a mixture of green wood waste and kiln dried wood waste may be fired provided the following conditions are met:
a. The green wood waste content of the mixture shall not exceed 30% by weight.
b. The total firing time of this mixture shall not exceed 336 hours in any 12 consecutive month period, combined, for both boilers, that is, if both boilers are ever fired simultaneously with the green wood waste mixture each hour of simultaneous firing shall count as 2 hours.
7. The company shall maintain records of individual fuel usages for each boiler on a monthly basis.
8. Within 90 days of startup of the electrostatic precipitator the company shall test each of the two boilers for nitrogen oxides, carbon monoxide, particulate matter and opacity.

04-497A: Tuscarora, Inc. (800 Fifth Avenue, New Brighton, PA 15066) for modification of their facility in New Brighton, Beaver County.
The proposed modification is subject to the applicable requirements of 25 Pa. Code and the Department believes that the facility will meet these requirements by complying with the following Plan Approval conditions:
1. The facility is to be constructed in accordance with the plans submitted with the application (as approved herein).
2. Upon completion of the construction of the facility, an operating permit must be obtained. Notify the Department when the installation is completed so that the facility can be inspected for issuance of an operating permit.
3. This plan approval authorizes Tuscarora Incorporated to increase their VOC emissions to a maximum of 97.2 tons per 12 consecutive month period at their Blockhouse Run Road facility located in New Brighton Borough, Beaver County.
4. Total VOC emissions shall include the pentane emissions resulting from the processing of all expandable resins and VOC emissions resulting from the usage of all other VOC-containing materials.
5. Pentane content of expandable polystyrene resins shall not exceed 4.5%, based on a 30-day rolling average, calculated on a resin-weighted basis.
6. Pentane content of expandable ARCEL resins shall not exceed 8.5%, based on a 30-day rolling average, calculated on a resin-weighted basis.
7. Permittee shall keep daily records of the amount of each expandable resin that is used and the pentane content of each expandable resin formulation that is used.
8. Annual year-to-date VOC emissions shall be totaled each day.
a) Pentane emissions shall be calculated each day using the following formula:

b) Annual year-to-date pentane emissions shall be calculated by adding together all the daily pentane emissions.
c) Annual year-to-date VOC emissions shall be calculated by adding daily pentane emissions, along with any additional VOC emissions resulting from the usage of any other VOC-containing materials.
d) Permittee shall use a Loss Factor of 0.97 (assumes 97% pentane loss) for EPS resins and a Loss Factor of 0.94 (assumes 94% pentane loss) for ARCEL resins unless the Department approves the use of another Loss Factor.
9. This Plan Approval authorizes temporary operation of the sources and/or the pollution control devices covered by this Plan Approval provided the following conditions are met:
a) The Department must receive written notice from the owner or operator of when the Operator expects to commence operation of the sources and/or the pollution control devices.
b) Operation is authorized only to facilitate the startup and shakedown of sources and/or pollution control devices, to permit operations pending the issuance of an Operating Permit or to permit the evaluation of the sources and/or the pollution control devices for compliance with all applicable regulations and requirements.
c) This condition authorizes temporary operation of the sources and/or the pollution control devices for a period of 180 days from the date of commencement of operation, provided the Department receives notice from the owner or operator under Subpart (a).
d) The owner or operator may request an extension if compliance with all applicable regulations and Plan Approval requirements has not been established. The extension request shall be submitted in writing at least 15 days prior to the end of this period of temporary operation and shall provide a description of the compliance status of the source, a detailed schedule for establishing compliance and the reason compliance has not been established.
e) The notice submitted by the owner or operator under Subpart (a), prior to the expiration of this Plan Approval, shall modify the Plan Approval expiration date. The new Plan Approval expiration date shall be 180 days from the date of start-up of the sources and/or the pollution control devices.

24-0131D: SGL Carbon, LLC (900 Theresia Street, St. Marys, PA 15857) for the installation of a baghouse and construction of a bulk loading station for Building 600 machining operations in St. Marys, Elk County. The facility currently has a Title V permit No. 24-00131. This plan approval will, in accordance with 25 Pa. Code § 127.450, be incorporated into the Title V operating permit through an administrative amendment at a later date. This installation will result in no increase in emissions.
10-021J: Indspec Chemical Corporation (133 Main Street P. O. Box 307 Petrolia, PA 16050), located in Petrolia Borough, Butler County for the minor modification of the fan design and airflow rate for the scrubber on the resin hold tank with a restriction on hours of tank operation and an associated resin production limit. The permit change increases emissions of particulate by 0.87#/hr and 2.78 TPY (based on the operational permit limit of 6,400 hours per year) at the facility. The permit contains limitations pertaining to fugitive, odor, visible and particulate emissions and requires stack testing to verify compliance with the particulate emission rate. The Plan Approval and Operating Permit will contain additional record keeping and operating restrictions designed to keep the facility operating within all applicable air quality requirements. The facility currently has Title V Operating Permit No. 10-00021. This plan approval will, in accordance with 25 Pa. Code § 127.450, be incorporated into the Title V operating permit through an administrative amendment at a later date.

The facility has the potential to emit 62 tons per year of sulfur oxides, 29 tons per year of carbon monoxide, 14 tons per year of particulate matter, 5 tons per year of nitrogen oxides, 4 tons of volatile organic compounds and 4 tons per year of hydrogen fluoride (all after control). The Natural Minor operating permit shall contain additional testing, monitoring, record keeping and reporting requirements, emission restrictions and work practice standards designed to keep the facility operating within all applicable air quality requirements.
06-05083: Williams Metal Finishing, Inc. (P. O. Box 2029, Sinking Spring, PA 19608) for a metal finishing facility controlled by various fabric collectors and a refrigerated chiller in Sinking Spring Township, Berks County. The facility is a non-Title V (State only) facility. The plant's potential emissions will be limited to less than 50 tons per year of VOC, 10 tons of any one HAP or 25 tons of total HAPs per year and 100 tons per year of particulate. The facility will be required to record the coating usage and calculate the emissions monthly. Limits will be placed on the VOC content of the coatings used on the coating lines. The permit will include monitoring, recordkeeping and reporting requirements designed to keep the facility operating within all applicable air quality requirements.
36-03014: Burnham Corp. (1237 Harrisburg Pike, Lancaster, PA 17603) for operation of its Fruitville Pike Boiler Plant in Manheim Township, Lancaster County. The primary emissions from the sources are oxides of nitrogen (NOx) and volatile organic compounds and the actual emissions are about 5 tons per year each. The Natural Minor Operating Permit shall contain additional testing, monitoring, record keeping and reporting requirements, emission restrictions and work practice standards designed to keep the facility operating within all applicable air quality requirements.
67-03063: Advanced Recycling Technology, Inc. (340 South Broad Street, Hallam, PA 17406) for operation of an industrial dryer controlled by a wet scrubber in Hallam Borough, York County. The estimated potential emission of particulate matter from the operation is 2 tons per year based on 6,000 hours. The Natural Minor Operating Permit shall contain additional testing, monitoring, record keeping and reporting requirements, emission restrictions and work practice standards designed to keep the facility operating within all applicable air quality requirements.

60-318-010: Nickelson Plastics, Inc. (100 Industrial Way, Osceola, WI 54020-0459) for the operation of a metal parts PVC coating operation at its facility located on Route 192 in Buffalo Township, Union County.
The PVC coating operation consists of a wash line, a primer spray coating booth and a PVC dip coat line incorporating a propane-fired oven, a plastisol dip tank and an electrically-heated salt bath. The operation of the PVC coating operation will result in the emission of up to 8.81 tons of volatile organic compounds per 12 consecutive month period, of which up to .23 ton could be hazardous air pollutants.
The Department has determined that the respective PVC coating line was constructed and is operating, in conformance with all conditions of Plan Approval 60-318-010, which was issued by the Department on April 19, 2000, as well as with all applicable regulatory requirements including the best available technology requirements of 25 Pa. Code §§ 127.1 and 127.12. The Department consequently plans to issue an operating permit for the PVC coating operation.
The Department intends to place conditions in the operating permit to be issued which are intended to assure proper operation of the PVC coating operation and continued compliance with all applicable regulatory requirements and plan approval conditions. The following is a summary of these conditions:
1. The total combined volatile organic compound emission from all sources incorporated in the PVC coating operation shall not exceed 8.81 tons per 12 consecutive month period of which no more than .23 ton shall be hazardous air pollutants.
2. The total combined volatile organic compound emissions from the PVC dip coat line shall not exceed 8.16 tons per 12 consecutive month period.
3. The total combined volatile organic compound emissions from the wash line and primer spray coating booth shall not exceed .65 ton per 12 consecutive month period of which no more than .23 ton shall be hazardous air pollutants.
4. No more than 81,600 gallons of plastisol shall be used per 12 consecutive month period.
5. The opacity of the exhaust from the stacks associated with the PVC dip coat line shall not exceed 5% at any time.
6. Only additives identified in the plan approval application may be used in the wash line.
7. The primer spray coating booth shall be equipped with a full set of overspray filters and the only method of coating application shall be high volume low pressure spray guns.
8. The volatile organic compound content of the coating applied in the primer spray coating booth shall not exceed 2.30 pounds per gallons (minus water) as applied.
9. No volatile organic compound-containing materials shall be used to clean equipment associated with the primer spray coating booth.
10. Records shall be maintained of the type and amount of additives added to the wash solution used in the wash line each month, the type and amount of additives added to the sealant/rinse solution used in the wash line each month, the type and amount of primer used each month and the type and amount of plastisol used each month. All records shall be retained for at least 5 years and shall be shown to the Department upon request.

20-00268: Tedes Co./Gizzie Memorials (614 Baldwin St., Meadville, PA 16335) Natural Minor operating permit for the operation of a crematory in the City of Meadville, Crawford County.
33-00145: Huntington Foam Corporation (P. O. Box 248, 11, Industrial Park Dr. Brockway, PA 15824) for a Synthetic Minor Permit to operate a miscellaneous manufacturing facility located in Brockway, Jefferson County. The facility accepted a restriction on emission of VOC (Volatile Organic Compound) to become a Synthetic Minor facility.
FEDERAL WATER POLLUTION CONTROL ACT, SECTION 401 The following permit applications and requests for Environmental Assessment approval and requests for Water Quality Certification have been received by the Department of Environmental Protection. Section 401 of the Federal Water Pollution Control Act (FWPCA) (33 U.S.C.A. § 1341(a)), requires the State to certify that the involved projects will not violate the applicable provisions of sections 301--303, 306 and 307 of the FWPCA (33 U.S.C.A. §§ 1311--1313, 1316 and 1317) as well as relevant State requirements. Initial requests for 401 Water Quality Certification will be published concurrently with the permit application. Persons objecting to approval of a request for certification under section 401 or to the issuance of a Dam Permit or Water Obstruction and Encroachment Permit or the approval of an Environmental Assessment must submit any comments, suggestions or objections within 30 days of the date of this notice as well as any questions to the office noted before the application. Comments should contain the name, address and telephone number of the person commenting, identification of the certification request to which the comments or objections are addressed and a concise statement of comments, objections or suggestions including the relevant facts upon which they are based.
The Department may conduct a fact-finding hearing or an informal conference in response to comments if deemed necessary. Each individual will be notified, in writing, of the time and place of a scheduled hearing or conference concerning the certification request to which the comment, objection or suggestion relates. Maps, drawings and other data pertinent to the certification request are available for inspection between the hours of 8 a.m. and 4 p.m. on each working day at the office noted before the application.
