DELAWARE RIVER BASIN COMMISSION
Public Hearing and Draft Technical Guidance
[32 Pa.B. 1309] The Delaware River Basin Commission (Commission) will hold a public hearing at its regular business meeting on April 3, 2002, on the proposed ''Guidelines for Developing an Integrated Resource Plan Under the Delaware River Basin Commission Southeastern Pennsylvania Ground Water Protected Area Regulations'' (Guidelines). The Ground Water Protected Area Regulations for Southeastern Pennsylvania, 25 Pa. Code § 901.5, provide that the Commission may revise a subbasin withdrawal limit to provide additional protection for that subbasin in accordance with more stringent requirements contained in an Integrated Resource Plan (IRP) that has been adopted and implemented by all municipalities within the subbasin and incorporated into each municipality's comprehensive plan. They further provide that an IRP must be developed according to sound principles of hydrology and at a minimum include nine listed elements. The proposed Guidelines are intended to guide entities in preparing and Commission staff in reviewing IRPs under these criteria. Written comments will be accepted through the close of the hearing.
