09-0048A: Haines and Kibblehouse, Inc., P. O. Box 196, Skippack, PA, 19474 for the modification of a batch asphalt plant in Hilltown Township, Bucks County. This modification allows the asphalt plant to use ''on-specification'' waste derived liquid fuel (WDLF) with a production limitation of 300,000 tons per year. An additional amount of production not to exceed 195,000 tons per year is allowed with the use of LPG as fuel. This installation will not result in any increase in emissions of volatile organic compounds (VOC) or oxides of nitrogen (NOx). The Plan Approval will require the company to perform stack tests within 180 days of using WDLF. Every shipment of WDLF will be analyzed and it must meet the 'on-specification' requirement.

36-05026A: R. R. Donnelley & Sons Co. (1375 Harrisburg Pike, Lancaster, PA 17601) for installation of one web offset printing press located in Lancaster City, Lancaster County. The existing thermal oxidizer will control the new source. The facility currently has a Title V Operating Permit No. 36-05026. This operating permit will, in accordance with 25 Pa. Code § 127.450, be amended to include the new equipment through an administrative amendment at a later date.
R. R. Donnelley & Sons Co. is a major volatile organic compound (VOC) emitting facility as defined in 25 Pa. Code § 121.1. The proposed increase in emissions from the modifications will subject the facility to the major New Source Review (NSR) requirements of 25 Pa. Code Chapter 127, Subchapter E.
The proposed equipment installation is contained in the NSR Plan Approval application number 36-05026A. The preliminary NSR determination will be submitted to the United States Environmental Protection Agency (EPA) for review. When approved, the NSR Plan Approval will be issued and incorporated into the facility's existing Title V Operating Permit.
The following are the conditions that will appear in the Plan Approval pending final review:
1. The destruction efficiency of the control device shall be at least 90% for captured VOCs as demonstrated through the Department-approved testing procedure in accordance with 25 Pa. Code Chapter 139.
2. The temperature of the combustion chambers of each control device shall be maintained at 1,375°F or at least the temperature at which compliance with the destruction efficiency of Condition No. 3 was demonstrated during the most recent compliance test when controlling emissions from the presses that are operating. The temperature of the combustion chamber shall not fluctuate more than 25°F below the demonstrated compliance temperature. Data shall be collected at least once per shift while presses are operating to determine compliance with this temperature restriction.
3. No person shall permit the emission into the outdoor atmosphere of particulate matter from any process previously listed, at any time, in a manner that the concentration of particulate matter in the effluent gas exceeds 0.04 grain per dry standard cubic foot.
4. No person shall permit the emission into the outdoor atmosphere of sulfur oxides from a source in a manner that the concentration of the sulfur oxides, expressed as SO2, in the effluent gas exceeds 500 parts per million, by volume, dry basis.
5. a. The weighted average VOC content of all heatset inks shall not exceed 45% by weight.
b. The fountain solution VOC content shall not exceed 3% by weight as applied.
c. The cleaning solutions used for automatic and manual cleaning shall have a VOC composite partial vapor pressure of less than or equal to 10 mm Hg of 20°C or contain less than 30% by weight of VOCs. Use of higher vapor pressure cleaners shall be limited to less than 5% by weight of the total manual cleaning solution used.
6. The permittee shall obtain 74.4 tons of VOC Emission Reduction Credits prior to commencing operation of press LCM-688.
7. The installation of LCM-688 accounts for a 30-ton VOC increase at the facility. This increase, when aggregated with Source ID 110 of the Title V Operating Permit, will be limited to 88.6 tons of VOCs per year based on a 12-month rolling total.
8. Monitoring Requirements
The following factors shall be used to calculate VOC emissions:
a. Ink VOC--20% retained in the substrate, 100% capture of VOC not retained in the substrate.
b. Automatic Blanket Wash VOC--40% capture.
c. Fountain Solution VOC--70% capture.
d. Manual Cleaning Solvent VOC--50% retained in shop towels (if management practices listed are followed.)
(1) The manual cleaning solvent retention factor of 50% may be used to calculate emissions from the use of shop towels if the following practices are followed:
(a) Used, solvent-contaminated towels are to be stored in containers that are closed whenever practicable when not in use.
(b) Used, solvent-contaminated towels are to be disposed of or cleaned by an acceptable means.
(c) The cleaning solvent shall have a composite VOC vapor pressure of no more than 10 mm Hg at 20°C.
e. Dryers--100% of captured VOC ducted to thermal oxidizer. Negative pressure must be maintained.
These factors may be modified upon a written request by the permittee and approved by the Department.
9. For calculation purposes, the total quantities of each pollutant shall be determined form the actual VOCs in each material. At the permittee's discretion, the highest VOC content for a group of materials may be substituted for the actual VOC content of each material in the group. The records shall be kept in a manner, which allows verification of compliance without additional calculations.
10. For all materials containing VOCs, data necessary to document compliance with the limitations of this section and the emissions limitations for the individual press shall be collected and recorded at least monthly, usage, density (if needed for calculation purposes), VOC content (including documentation of as-applied content for fountain solution and low-VOC cleaning solvents) and vapor pressure of cleaning solvents. Monthly records shall be maintained onsite for the most recent 5-year period.
11. The company shall keep all containers containing VOCs and hazardous air pollutants (HAP) closed whenever practical when not in use. This includes containers containing cleanup solvents and used liquids containing VOCs and HAPs. Solvent laden wipes shall be kept in closed containers whenever practical when not in use.
12. The company shall comply with the applicable recordkeeping and reporting requirements addressed in 25 Pa. Code §§ 135.5 and 135.3, respectively.
13. Emission statements addressed in 25 Pa. Code § 135.21 shall be calculated on a month-by-month basis if applicable.
14. Within 180 days after the initial startup, the company shall conduct a performance test as per the Pennsylvania Source Testing Manual and 25 Pa. Code Chapter 139. The stack test shall be performed to measure actual VOC emissions including the following:
a. Inlet and outlet concentration of VOC for the thermal oxidizer to determine destruction efficiency.
b. Gas flow to the inlet and outlet of the thermal oxidizer.
c. Temperature and moisture content at the inlet and outlet of the thermal oxidizer.
d. Gas flow and temperature from the heatset dryers used with the Heidelberg Harris M-3000 (LCM-688) heatset press.
15. Within 45 days after the initial start-up, a test procedure and a sketch with dimensions, including the location of sampling ports and other data to ensure the collection of representative samples, shall be submitted to the Regional Air Quality Program Manager.
16. The stack test shall be performed over a period or periods as necessary to accurately determine the maximum emissions during that time.
17. At least 15 days prior to the test, the Regional Air Quality Program manager shall be informed of the date and time of the test.

Written comments should include the name, address and telephone number of the person submitting the comments along with the reference number of the proposed permit
The Department reserves the right to hold a public hearing on the proposed action based upon the information received during the public comment period and will provide notice of any scheduled public hearing at least 30 days in advance of the hearing. The hearing notice will be published in the Pennsylvania Bulletin and a newspaper of general circulation where the facility is located.
36-03056A: Weaver Industries, Inc. (425 South 4th Street, Denver, PA 17517) for the replacement of an existing dust collector with a cartridge dust collector at its graphite processing facility in Denver Township, Lancaster County. The facility is a non-Title V (State only) facility. The particulate emissions remain unchanged. The plan approval will include conditions designed to keep the source operating within all applicable air quality requirements.
38-03037: Pemcor, Inc. (220 North 10th Street, Lebanon, PA 17042) for installation and operation of a printing shop in the City of Lebanon, Lebanon County. Total estimated annual emissions for the various lithographic presses are around 15 tons of volatile organic compounds and less than one ton of hazardous air pollutants.
67-03091A: AMZ Manufacturing Corporation (2206 Pennsylvania Avenue, York, PA 17404-1790) for the control of two existing plating lines by an existing dry mesh-pad mist eliminator at its plating and metal finishing facility in the City of York, York County. The facility is a non-Title V (State only) facility. The facility's potential annual emissions of PM-10 will remain unchanged. The plan approval will contain work practice standards and emission restrictions, as well as monitoring record keeping and reporting requirements.

18-00005B: Dominion Transmission Corp. (625 Liberty Avenue, Pittsburgh, PA 15222-3199) for installation of air cleaning devices, electronic fuel gas injection systems, on two 1,100 horsepower natural gas-fired reciprocating internal combustion compressor engines (Engines 1 and 2) at the Finnefrock Compressor Station in Leidy Township, Clinton County. The Finnefrock Compressor Station is a major facility, which has been issued a Title V operating permit (#18-00005).
The proposed air cleaning devices will replace existing air cleaning devices and are intended to better assure compliance with the nitrogen oxides and volatile organic compound emission limitations previously established for the respective engines under the reasonably available control technology requirements of 25 Pa. Code §§ 129.91--129.95 as well as with the carbon monoxide emission limitation to which the engines are currently subject. This installation will not result in any change in the amount of any air contaminant allowed to be emitted from the engines but may result in a reduction in the emission rate of one or more air contaminants from the levels now actually occurring.
The following is a summary of the conditions the Department of Environmental Protection proposes to place in the plan approval to ensure compliance with all applicable air quality regulatory requirements:
1. Following the installation of the electronic fuel gas injection systems on Engines 1 and 2, the nitrogen oxides emissions from each engine shall not exceed a rate of 14.55 pounds per hour, the carbon monoxide emissions shall not exceed a rate of 8.38 pounds per hour and the volatile organic compound emissions shall not exceed a rate of 4.0 pounds per hour.
2. Within 120 days of completion of installation of an electronic fuel gas injection system on an engine, stack testing shall be performed on the respective engine for nitrogen oxides, carbon monoxide and volatile organic compounds.
3. Semiannual nitrogen oxides portable analyzer testing shall be performed on the engines.
4. Records shall be maintained of the number of hours per month that each engine is operated as well as the amount of fuel used each month in each engine.

62-141D: National Fuel Gas Supply Corp. (P. O. Box 2081 Erie, PA 16512) for the Roystone Station in Sheffield Township, Warren County. The facility was issued Title V Operating Permit 62-00017 on December 26, 2000. The facility currently has a Title V permit No. 62-00141. This plan approval will, in accordance with 25 Pa. Code § 127.450, be incorporated into the Title V operating permit through an administrative amendment at a later date.
Plan approval No. 62-141D is for the minor modification of units 1 through 8 (installed under plan approval 62-329-004A). The plan approval will clarify existing stack test requirements as well as reflect the NOx, CO and NMHC emission rates at full load and full rate. The plan approval will also reflect the revised model number of the engines due to the previous update. The #/hr and TPY emissions will also increase for CO (36 TPY) and NMHC (27 TPY), but will not trigger NSR or PSD review. The revised permit will include the emission limits for CO and NMHC. The facility will be required to continue performing NOx emission tests on the engines on a semi-annual basis using a Department approved portable analyzer. The Plan Approval and Operating Permit will contain additional record keeping and operating restrictions designed to keep the facility operating within all applicable air quality requirements.
37-003C: ESSROC Cement Corp. (2nd Street, Bessemer, PA 16112) for installation of baghouses on #4 and #5 Clinker Coolers in Bessemer Borough, Lawrence County. The facility currently has a Title V permit, No. 37-00003. This plan approval will, in accordance with 25 Pa. Code § 127.450, be incorporated into the Title V operating permit through an administrative amendment at a later date. This installation will result in no increase in emissions.
33-033A: Owens Brockway Glass Container, Inc.--Plant 18 (Cherry Street, Brockway, PA 15824) for construction of two forehearths attached to Glass Melting Furnace Line B at their plant in Brockway, Jefferson County. The facility currently has a Title V Operating Permit (33-00033). This plan approval will, in accordance with 25 Pa. Code § 127.450, be incorporated into the Title V Operating Permit through an administrative amendment at a later date. This construction will result in a .7 tpy NOx increase. This construction is subject to 40 CFR Part 60, Subpart CC.

49-00007: Merck and Co., Inc. (P. O. Box 600, Danville, PA 17821) for their pharmaceutical production facility (Cherokee Plant) in Riverside Borough, Northumberland County. The proposed Title V Operating Permit revision allows for a compliance extension of 1 year for 4 wastewater tanks. With this approval, if granted by the Department, Merck would have until October 21, 2003, to come into compliance with Pharmaceutical MACT requirements, 40 CFR Part 63 Subpart GGG, for these four wastewater tanks. This extension would be granted under section 112(i)(3)(b) of The Clean Air Act and 40 CFR 63.6(i). The four wastewater tanks for which the compliance extension is being asked would be permanently removed from service no later than October 21, 2003. The revised Title V operating permit contains all applicable regulatory requirements including monitoring, recordkeeping and reporting conditions.
59-00008: Tennessee Gas Pipeline Company (El Paso Corp., Nine Greenway Plaza, 1626B, Houston, TX 77046) for their natural gas transmission (Station 315 Wellsboro) in Charleston Township, Tioga County. The facility's sources include a natural gas fired combustion turbine, auxiliary engine, boiler and space heaters, which emit major quantities of nitrogen oxides (NOx). The facility also emits minor quantities of carbon monoxide (CO), particulate matter, sulfur dioxide (SO2), volatile organic compounds (VOCs) and hazardous air pollutants (HAPs). The facility is also subject to all applicable regulatory requirements of Reasonably Available Control Technology (RACT) for NOx emissions. 39-0064: Howmet Castings--An Alcoa Business (2175 Avenue C, Bethlehem, PA 18017-2119) to accept testimony concerning the Department's decision to approve, with conditions, the Reasonably Available Control Technology (RACT) plan to meet the requirements under 25 Pa. Code §§ 129.91--129.95, concerning emissions of volatile organic compounds (VOC) from the shell room in the City of Bethlehem, Lehigh County.
The Department will conduct a public hearing on February 25, 2002, beginning at 1 p.m. at the Department's Bethlehem District Office at 4530 Bath Pike, Bethlehem, PA.
The proposed SIP revisions do not adopt any new regulations. They incorporate the provisions and requirements contained in the RACT approval for the facility to comply with current regulations.
MINING ACTIVITY APPLICATIONS
Applications under the Surface Mining Conservation and Reclamation Act (52 P. S. §§ 1396.1--1396.19a); the Noncoal Surface Mining Conservation and Reclamation Act (52 P. S. §§ 3301--3326); The Clean Streams Law (35 P. S. §§ 691.1--691.1001); The Coal Refuse Disposal Control Act (52 P. S. §§ 30.51--30.66); The Bituminous Mine Subsidence and Land Conservation Act (52 P. S. §§ 1406.1--1406.21). Mining activity permits issued in response to the applications will also address the applicable permitting requirements of the following statutes: the Air Pollution Control Act (35 P. S. §§ 4001--4015); the Dam Safety and Encroachments Act (32 P. S. §§ 693.1--693.27); and the Solid Waste Management Act (35 P. S. §§ 6018.101--6018.1003).
The following permit applications to conduct mining activities have been received by the Department of Environmental Protection (Department). A copy of the application is available for inspection at the District Mining Office indicated before each application. Where a 401 Water Quality Certification is needed for any aspect of a particular proposed mining activity, the submittal of the permit application will serve as the request for certification.
Written comments or objections or requests for informal conferences on applications, may be submitted by any person or any officer or head of any Federal, State or local government agency or authority to the Department at the same address within 30 days of this publication or within 30 days after the last publication of the applicant's newspaper advertisement, as provided by 25 Pa. Code §§ 77.121--77.123 and 86.31--86.34 (relating to public notices of filing of permit applications, opportunity for comment and informal conferences).
Where any of the mining activities listed below will have discharges of wastewater to streams, the Department will incorporate NPDES permits into the mining activity permits issued in response to these applications. Such NPDES permits will contain, at a minimum, technology-based effluent limitations (as described in the Department's regulations--25 Pa. Code §§ 77.522, 87.102, 88.92, 88.187, 88.242, 89.52 and 90.102) for iron, manganese, suspended solids, settleable solids, alkalinity and pH. In addition to the previous, more restrictive effluent limitations, restrictions on discharge volume or restrictions on the extent of mining which may occur will be incorporated into a mining activity permit, when necessary, for compliance with water quality standards (in accordance with 25 Pa. Code Chapters 93 and 95). Persons or agencies which have requested review of the NPDES permit requirements for a particular mining activity within the previously-mentioned public comment period will be provided with a 30-day period to review and submit comments on those requirements.
Written comments or objections should contain the name, address and telephone number of persons submitting comments or objections; application number; and a statement of sufficient detail to inform the Department on the basis of comment or objection and relevant facts upon which it is based. Requests for an informal conference must contain the name, address and telephone number of requestor; application number; a brief summary of the issues to be raised by the requestor at the conference; and a statement whether the requestor desires to have the conference conducted in the locality of the proposed mining activities.

FEDERAL WATER POLLUTION CONTROL ACT, SECTION 401 The following permit applications and requests for Environmental Assessment approval and requests for Water Quality Certification have been received by the Department of Environmental Protection. Section 401 of the Federal Water Pollution Control Act (FWPCA) (33 U.S.C.A. § 1341(a)), requires the State to certify that the involved projects will not violate the applicable provisions of sections 301--303, 306 and 307 of the FWPCA (33 U.S.C.A. §§ 1311--1313, 1316 and 1317) as well as relevant State requirements. Initial requests for 401 Water Quality Certification will be published concurrently with the permit application. Persons objecting to approval of a request for certification under section 401 or to the issuance of a Dam Permit or Water Obstruction and Encroachment Permit or the approval of an Environmental Assessment must submit any comments, suggestions or objections within 30 days of the date of this notice as well as any questions to the office noted before the application. Comments should contain the name, address and telephone number of the person commenting, identification of the certification request to which the comments or objections are addressed and a concise statement of comments, objections or suggestions including the relevant facts upon which they are based.
The Department may conduct a fact-finding hearing or an informal conference in response to comments if deemed necessary. Each individual will be notified, in writing, of the time and place of a scheduled hearing or conference concerning the certification request to which the comment, objection or suggestion relates. Maps, drawings and other data pertinent to the certification request are available for inspection between the hours of 8 a.m. and 4 p.m. on each working day at the office noted before the application.

The application proposes to dredge 1,000 linear feet of an unnamed tributary to Blizzard Run in order to prevent frequent out-of-bank occurrences. The application proposes to widen and deepen the existing channel to support greater frequency flows through the channel. This project will impact 1,000 linear feet of stream and does not propose to impact any wetlands.

The application proposes to apply for a maintenance permit for a 6-foot diameter metal culvert pipe that measures 20 linear feet and associated stone headwalls. This project impacted 25 linear feet of Gaffers Run, which is a High Quality Cold Water Fishery and does not impact any wetlands.

To remove the existing county bridge No. 56 and to construct and maintain a 25-foot long CON/SPAN culvert with natural bottom, having a normal clear span of 48 feet and an underclearance of 8.5 feet across Job Creek (TSF) located on T-447 at a point approximately 100 feet west of S.R. 3007 (New Freeport, PA Quadrangle N: 15.73 inches; W: 1.2 inches).

To remove the existing structures and to construct and maintain the following structures and activities as part of the S.R. 0119, Section 496, Indiana South Improvement Project:
1. To extend and maintain an existing 3,000 mm x 2,400 mm, 22 meter long reinforced concrete arch culvert for 5.0 meters up stream and 11.0 meters downstream in Weirs Run (CWF). Also to construct and maintain a 3,000 mm x 2,400 mm, 16 meter long reinforced concrete box culvert in Weirs Run (CWF). The invert will be depressed 0.3 meter. This culvert is located on Divinney Hollow Road. Also to relocate and maintain 120 meters of Weirs Run (CWF). 2. To operate and maintain a 1,800 mm x 1,600 mm, 60 meter long reinforced concrete arch culvert in an unnamed tributary to Blacklick Creek (CWF). Station 113 + 760 in Burrell Township (Bolivar, PA Quadrangle N: 17.2 inches; W: 10.3 inches).
3. To construct and maintain a 3-span prestressed concrete bridge having 2 spans at 30.32 meters and 1 span at 35.81 meters and a minimum underclearance of 6.77 meters over Blacklick Creek (TSF). Also, to construct and maintain temporary causeways and cofferdams for pier construction in Blacklick Creek (TSF). Station 115 + 100 to 115 + 200 in Burrell Township (Bolivar, PA Quadrangle N: 19.3 inches; W: 9.4 inches).
4. To extend and maintain an existing 1,500 mm diameter, 20-meter long reinforced concrete pipe for 15 meters downstream in an unnamed tributary to Two Lick Creek (CWF). Station 115 + 900 in Burrell Township (Bolivar, PA Quadrangle N: 20.5 inches; W: 8.9 inches).
5. To construct and maintain a 3,300 mm x 2,400 mm, 52.0 meter long reinforced concrete box culvert in an unnamed tributary to Two Lick Creek (CWF). The invert will be depressed 0.3 meter. Also to relocate and maintain 80 meters of this unnamed tributary to Two Lick Creek (CWF). Station 117 + 638.100 in Center Township (Bolivar, PA Quadrangle N: 22.4 inches; W: 6.8 inches).
6. To construct and maintain a 1,500 mm diameter, 60 meter long reinforced concrete pipe in an unnamed tributary to Two Lick Creek (CWF) and to relocate and maintain 100 meters of this unnamed tributary to Two Lick Creek (CWF). Station 119 + 300 to 119 + 400 in Center Township (Indiana, PA Quadrangle N: 2.0 inches; W: 5.5 inches).
7. To extend and maintain a 6,706 mm x 3,658 mm, 45 meter long reinforced concrete arch culvert for 15.65 meters upstream and 8.05 meters downstream in Tearing Run (CWF). Station 121 + 538 Center Township (Indiana, PA Quadrangle N: 5.5 inches; W: 4.5 inches).
8. To permanently place and maintain fill in 3.67 acres of wetland (0.62 acre PEM, 1.23 acres PSS, 1.82 acres PFO) and to temporarily place and maintain fill in 0.07 acre of PEM/PSS wetland for the purpose of widening the highway. To compensate for wetland impacts, the applicant proposes constructing 10.16 acres of replacement wetlands within the floodplains of Blacklick Creek (Indiana, PA Quadrangle N: 5.5 inches; W: 4.5 inches).
