NATIONAL POLLUTION DISCHARGE ELIMINATION SYSTEM (NPDES) PERMITS
NPDES APPLICATIONS
PART I PERMITS Under the Federal Clean Water Act and The Clean Streams Law, the following parties have applied for an NPDES permit or to renew their current permit to discharge controlled wastewaters into the waters of this Commonwealth or to conduct other activities required by the NPDES permit. For renewal applications listed in Section I, the Department of Environmental Protection (Department) has made a tentative determination to reissue these permits for 5 years subject to effluent limitations and monitoring and reporting requirements in their current permits, with appropriate and necessary updated requirements to reflect new and changed regulations and other requirements. For all new permit applications, renewal application with major changes or applications for permits not waived by EPA, the Department, based upon preliminary reviews, also made a tentative determination of proposed effluent limitations and other terms and conditions for the permit applications listed in Section II. These determinations are published as proposed actions for comments prior to taking final actions.
Unless indicated otherwise, the EPA Region III Administrator has waived the right to review or object to this proposed permit action under the waiver provision 40 CFR 123.24(d).
Persons wishing to comment on a proposed permit are invited to submit a statement, to the office noted before the application, within 30 days from the date of this public notice. Comments received within this 30-day comment period will be considered in the formulation of the final determinations regarding this application. The comments should include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based. A public hearing may be held if the responsible office considers the public response significant. Following the comment period, the Department's Water Management Program Manager will make a final determination regarding these applications. Notice of this final determination will be published in the Pennsylvania Bulletin at which time this determination may be appealed to the Environmental Hearing Board.
The renewal application, including proposed effluent limitations and special conditions, is available on file. For new permit applications, information submitted with the applications is available on file. The information may be inspected and arrangements made for copying at the office indicated before the application.

Description of Proposed of industrial waste is in watershed 20-C and classified for: warm water fish, aquatic life, water supply and recreation. For the purpose of evaluating effluent requirements for TDS, NO2--NO3, fluoride and phenolics, the existing/proposed downstream potable water supply considered during the evaluation is the Connoquenessing Creek and Zelienople Municipal Waterworks located at River Mile 22.47, approximately 18 miles below point of discharge.
The proposed effluent limits for Outfall 002 are based on a design flow of 0.044 MGD.

PA0002674--Amendment No. 2, Industrial Waste, American Refining Group--Bradford Refinery, 77 North Kendall Avenue, Bradford, PA 16701. This proposed facility is located in City of Bradford, McKean County.
Description of Proposed discharge of treated industrial waste, noncontact cooling water and stormwater is in watershed 16-C and classified for: warm water fishes, aquatic life, water supply and recreation. For the purpose of evaluating effluent requirements for TDS, NO2--NO3, fluoride and phenolics, the existing/proposed downstream potable water supply considered during the evaluation is the PA/NY state line located approximately 3 miles below point of discharge.
This permit amendment adds a new source of wastewater to Outfall 002. The new source is contaminated ground water from groundwater recovery operations. The permittee is requesting contaminated groundwater collected from horizontal and vertical wells on the refinery site to be sent to the refinery wastewater treatment plant. Based on groundwater characterization data provided by the applicant, no new effluent limits for Outfall 002 are needed. Outfall 002 will now authorize this wastewater source. No other changes are necessary.
The proposed effluent limits for Outfall 002 are based on a design flow of 0.45 MGD.

II. Applications for New or Expanded Facility Permits, Renewal of Major Permits and EPA Nonwaived Permit Applications

No. PA0020303, Sewage, Schwenksville Borough Authority, P. O. Box 458, 298 Main at Church Street, Schwenksville, PA 19473. This application is for renewal of an NPDES permit to discharge treated sewage from an existing sewage treatment plant in Schwenksville Borough, Montgomery County. This is an existing discharge to Perkiomen Creek.
The receiving stream is classified for the following uses: warm water fishery and migratory fishery.

Southcentral Region: Water Management Program Manager, 909 Elmerton Avenue, Harrisburg, PA 17110, (717) 705-4707.PAG123532, CAFO, James Schwalm, 351 Bastian Road, Halifax, PA 17032. This proposed facility is located in Jackson Township, Dauphin County.
Description of Proposed Activity: The Schwalm Farms is an existing 4,280 head swine and 190 beef operation with a total AEUs of 723. An estimated quantity of total annual manure production is 8,577 tons. At this time, there is only one swine barn located on the farm. The swine barn is 80` x 225` with a 6 foot deep concrete, under the barn floor storage. This storage is completely contained and only receives swine manure and wash water. All manure is contained in the storage until it can be applied onto crop fields. The Schwalm's plan to expand both the hog and beef operation. When finished with the expansion, the operation will have two 800,000 gallon manure storage structures under the buildings which will store the swine manure and a manure storage for the beef manure. A minimum of 6" of freeboard will be maintained at all times during manure storage periods. All manure is land applied on owned or rented land or exported to neighboring farms.
The receiving stream, Armstrong Creek, is in the State Water Plan watershed 6-C and is classified for: CWF.
The proposed effluent limits for the operation/activity include: except for the chronic or catastrophic rainfall events defined as over the 25 year/24 hour rain storms, the CAFO general permit is a nondischarge NPDES permit. Where applicable, compliance with 40 CFR Federal effluent limitation guidelines is required. The general permit requires no other numeric effluent limitations and compliance with Pennsylvania Nutrient Management Act and The Clean Stream Law constitutes compliance with the State narrative water quality standards.
PAG123531, CAFO, Herman L. Zeager, Zeager & Sons, Inc., 159 Yoder Road, Bainbridge, PA 17502. This proposed facility is located in Conoy Township, Lancaster County.
Description of Proposed Activity: The Zeager and Sons farm currently comprises one existing 1,500 head swine finishing barn and a 120 head dairy cow herd with a total AEUs of 703.70. An estimated quantity of total annual manure production is 1,366 tons of solid dairy and 2.2 million of liquid swine and dairy manure. Zeager and Sons are intending to construct a second swine finishing barn housing 2,100 hogs. Both hog barns are confinement buildings with the liquid swine manure from the first barn stored in a shallow pit beneath the barn's slatted floors then released via gravity flow to an outside HDPE lined storage lagoon when it is commingled with liquid dairy manure. The new barn will have a 6 foot deep pit with a storage capacity of approximately 594,000 gallons, with the manure to be pumped out directly from the barn's deep pit or allowed to flow into and commingle with the manure in the outside storage lagoon. The outside lagoon has a storage capacity of approximately 1.2 million gallons. All the penpack dairy manure and most of the commingled liquid manure is agriculturally land applied on the farm's 291 tillable and pasture acres. The remaining commingled liquid manure is exported to three neighboring farms.
The receiving stream, Snitz Creek and Conoy Creek, is in the State Water Plan watershed 7-G and is classified for: WWF and TSF.
The proposed effluent limits for the operation/activity include: except for the chronic or catastrophic rainfall events defined as over the 25 year/24 hour rain storms, the CAFO general permit is a nondischarge NPDES permit. Where applicable, compliance with 40 CFR Federal effluent limitation guidelines is required. The general permit requires no other numeric effluent limitations and compliance with Pennsylvania Nutrient Management Act and The Clean Stream Law constitutes compliance with the State narrative water quality standards.
PA0246603, CAFO, Chris and Deborah Hoffman, R. D. 2, Box 1510, McAlisterville, PA 17049. This proposed facility is located in Fayette Township, Juniata County.
Description of Proposed Activity: The Lazy Hog Farm is an existing 5,940 head swine operation with a total AEUs of 734.6. An estimated quantity of total annual manure production is 8,681 tons. There are four manure storages on the property. The first storage is a circular RCC manure storage tank with a designed capacity of 300,000 gallons. The diameter of the storage is 65 feet with a depth of 12 feet. The second storage is an underhouse, concrete storage located at the gestation barn. The designed capacity for this storage is 900,000 gallons. The storage is 281.5` by 75.5` with approximately 5.67 feet of manure storage. The third storage is an underhouse, concrete storage located at the isolation barn. The designed capacity of the storage is 81,000 gallons of manure. The isolation building is 64.5` by 31` with a manure storage depth of 5.83 feet. The fourth storage is located at the nursery barn. The designed capacity of the underhouse manure storage is 665,000 gallons. The building is 241` by 65` with a 5.83` deep manure storage. All manure is contained in the storages until it can be applied onto crop fields. Of the 2 million gallons of manure generated on the farm, 323,500 gallons is used on the farm; 1,761,012 gallons is exported to neighboring farms.
The receiving stream, tributary to Lost Creek, is in the State Water Plan watershed 12-A and is classified for: HQ-CWF.
The proposed effluent limits for the operation/activity include: except for the chronic or catastrophic rainfall events defined as over the 25 year/24 hour rain storms, the CAFO general permit is a nondischarge NPDES permit. Where applicable, compliance with 40 CFR Federal effluent limitation guidelines is required. The general permit requires no other numeric effluent limitations and compliance with Pennsylvania Nutrient Management Act and The Clean Stream Law constitutes compliance with the State narrative water quality standards.
PAG123533, CAFO, Marsha Snyder, R. D. 1, Box 174A, Loysville, PA 17047. This proposed facility is located in Southwest Madison Township, Perry County.
Description of Proposed Activity: The Wonder Why Farm is an existing multi-faceted farm consisting of 4,160 head of swine, 100 beef cattle and 22,000 hen turkeys with a total AEUs of 345.3. An estimated quantity of total annual manure production is 3,735 tons. All manure and washwater are contained in an outside lagoon. The estimated manure that is contained within the lagoon is 445,586 gallons. The 640 tons of hen turkey manure, 445,586 gallons of nursery pigs manure and 1,238 tons of steer manure is all land applied on the owner farm during adequate application times.
The receiving stream, Bixler Run, is in the State Water Plan watershed 7-A and is classified for: CWF.
The proposed effluent limits for the operation/activity include: except for the chronic or catastrophic rainfall events defined as over the 25 year/24 hour rain storms, the CAFO general permit is a nondischarge NPDES permit. Where applicable, compliance with 40 CFR Federal effluent limitation guidelines is required. The general permit requires no other numeric effluent limitations and compliance with Pennsylvania Nutrient Management Act and The Clean Stream Law constitutes compliance with the State narrative water quality standards.
PAG123534, CAFO, Ricky A. Leese, Hickory Lane Farm II, 1180 Wertzville Road, Needmore, PA 17238. This proposed facility is located in Belfast Township, Fulton County.
Description of Proposed Activity: The Hickory Lane Farm II is an existing family farm consisting of 2,115 finishing swine, 30 beef cows and 25 calves with a total AEUs of 324.2. An estimated quantity of total annual manure production is 4,148.5 tons. Only one swine barn is located on this farm. The barn houses 2,115 finishing pigs and is constructed with a 6 foot deep concrete manure storage located under the 82` x 224` barn floor. All manure is contained in the storage until it can be applied onto crop fields; 799,142 gallons of swine manure is produced with 590,400 gallons applied on the farm and 208,742 exported to neighboring farms. All of the 818.5 tons of beef manure is used on the Hickory Lane Farm II.
The receiving stream, Barnetts Run, is in the State Water Plan watershed 13-B and is classified for: TSF.
The proposed effluent limits for the operation/activity include: except for the chronic or catastrophic rainfall events defined as over the 25 year/24 hour rain storms, the CAFO general permit is a nondischarge NPDES permit. Where applicable, compliance with 40 CFR Federal effluent limitation guidelines is required. Application No. PA 0013129, Industrial Waste, SIC Code 3315, Carpenter Technology Corporation, P. O. Box 14662, Reading, PA 19612. This facility is located in Reading City, Berks County.
Description of activity: The application is for renewal of an NPDES permit for an existing discharge of treated industrial waste.
The receiving stream, Schuylkill River, is in Watershed 3-C and classified for warm water fishes, water supply and recreation and fish consumption. The nearest downstream public water supply intake for the Pottstown Borough water supply is located on the Schuylkill River. The discharge is not expected to affect the water supply.

Application No. PA 0246409, Wenger's Feed Mill, Inc. (Egg Basket), 2538 Riser Mill Road, Mount Joy, PA 17522.
Wenger's Feed Mill, Inc. submitted an application for an individual NPDES permit for an existing CAFO known as Egg Basket located on Riser Mill Road in Mount Joy Township, Lancaster County. The CAFO is situated near Little Chickies Creek, which is classified for Trout Stocking. The CAFO is designed to maintain an animal population of 1,503 AEUs consisting of 432,000 layers.
Manure generated at the existing buildings is collected beneath the layers. A release or discharge to waters of this Commonwealth under normal operating conditions is not expected. Normal operating conditions are defined as conditions below a 25-year, 24-hour storm event.
The Department has conducted administrative and technical reviews of the application. Based on the preliminary review and application of lawful standards and regulations including the Final CAFO Strategy, the Department has made a tentative determination to issue an individual NPDES permit for the operation subject to the terms and conditions and monitoring and reporting requirements specified in the draft permit.
The permit application and proposed draft permit are on file at the Southcentral Regional Office of the Department. Individuals may make an appointment to review the files by calling the File Review Coordinator at (717) 705-4732.
The EPA permit review waiver provision under 40 CFR 123.24(e) does not apply to this individual NPDES permit.

Application No. PA 0246492, Hostetter Management Co. (Little Cove Partnership), 12940 Forge Road, Mercersburg, PA 17236.
Hostetter Management Co. submitted an application for an individual NPDES permit for an existing CAFO known as Little Cove Partnership located on Forge Road in Warren Township, Franklin County. The CAFO is situated near Little Cove Creek, which is classified for CWF. The CAFO is designed to maintain an animal population of 820 AEUs consisting of 1,160 gestating sows, 240 sows with litter, 576 finishing pigs, 3,600 nursery pigs and 200 replacement gilts.
Manure generated at the existing barn is collected and conveyed to an HDPE lined lagoon with a storage capacity of 2 million gallons. A release or discharge to waters of this Commonwealth under normal operating conditions is not expected. Normal operating conditions are defined as conditions below a 25-year, 24-hour storm event.
The Department has conducted administrative and technical reviews of the application. Based on the preliminary review and application of lawful standards and regulations including the Final CAFO Strategy, the Department has made a tentative determination to issue an individual NPDES permit for the operation subject to the terms and conditions and monitoring and reporting requirements specified in the draft permit.

Hostetter Management Co. submitted an application for an individual NPDES permit for an existing CAFO known as Swatara Swine located on Blacks Bridge Road in East Hanover Township, Lebanon County. The CAFO is situated near Swatara Creek, which is classified for WWF. The CAFO is designed to maintain an animal population of 809 AEUs consisting of 1,176 gestating sows, 224 sows with litter, 60 boars, 3,650 nursery pigs and 630 replacement gilts.
Manure generated at the existing barn is collected and conveyed to an HDPE lined lagoon with a storage capacity of 2 million gallons. A release or discharge to waters of this Commonwealth under normal operating conditions is not expected. Normal operating conditions are defined as conditions below a 25-year, 24-hour storm event.
The Department has conducted administrative and technical reviews of the application. Based on the preliminary review and application of lawful standards and regulations including the Final CAFO Strategy, the Department has made a tentative determination to issue an individual NPDES permit for the operation subject to the terms and conditions and monitoring and reporting requirements specified in the draft permit.
The permit application and proposed draft permit are on file at the Southcentral Regional Office of the Department. Individuals may make an appointment to review the files by calling the File Review Coordinator at (717) 705-4732.
