Application of Mountain State University of West Virginia for Approval to Operate in this Commonwealth and to Offer Undergraduate and Graduate Degree Programs

Opportunity for Hearing and
Invitation to Protest

   Under 24 Pa.C.S. § 6503(e) (relating to certification of institutions), the Department of Education (Department) will consider the application of Mountain State University 6 of West Virginia for approval of a Certificate of Authority to operate a branch campus in Center Township, Beaver County, offering undergraduate and graduate degree programs. Initially, offerings at the undergraduate level would include: Spectrum (general education courses), a program in Organizational Leadership leading to a Bachelor of Science (BS) degree and Independent Study courses. Offerings at the graduate level would include: a program in Strategic Leadership leading to a Master of Science (MS) degree and a program in Interdisciplinary Studies leading to either a Master of Arts or MS degree. Offerings to be reviewed further in the approval process include: a program in Criminal Justice Administration leading to an MS degree and a program in Health Science leading to an MS degree.

   In accordance with 24 Pa.C.S. § 6503(e), the Department will act upon the application without hearing, unless within 30 days after the publication of this notice in the Pennsylvania Bulletin a written request for public hearing is filed with the Department, along with a notice of intervention, a petition to intervene or protest in accordance with 1 Pa. Code §§ 35.23 and 35.24 (relating to protest) or 1 Pa. Code §§ 35.27--35.32 (relating to intervention).

   Petitions to intervene, protest and request for hearing shall be filed with Carol Gisselquist, Higher Education Specialist, (717) 787-4448 or Paula Fleck, Chief, Division of Program Services, (717) 772-3623, 333 Market Street, Harrisburg, PA 17126-0333, by 4 p.m. on the due date prescribed by this notice. Persons wishing to review the application should phone or write to the previously mentioned office to schedule a time for an in-office review. Duplicate copies of the application are not available.

   Persons with a disability who wish to attend the hearing, if held, and require an auxiliary aid, service or other accommodation to participate should contact Carol Gisselquist, (717) 787-4448 to discuss how the Department may best accommodate their needs.
