Bucks County Plan Description: The Pennsylvania Infrastructure Investment Authority, which administers the Commonwealth's State Revolving Fund, is intended to be the financing source for this project. Quakertown Borough proposes to rehabilitate 35,000 linear feet of sanitary sewage collection and over 700 of the respective sewer laterals. This project will significantly reduce the infiltration/inflow of both stormwater and groundwater into the sanitary sewage collection system. The Department's review of the project and information received has not identified any significant, adverse environmental impact resulting from this proposal. The Department hereby categorically excludes this project from the State Environmental Review Process.

Susquehanna County Plan Description: The approved plan provides for: construction of a centralized sewerage collection system, primarily low pressure, to serve the entire Borough of New Milford; sewer service for the Blue Ridge High School located in New Milford Township; and construction of a sewer interceptor, located in New Milford Township, to connect New Milford Borough with Great Bend Township.
The proposed sewer system will be owned and maintained by the New Milford Municipal Authority (NMMA). The NMMA sewer system will connect with the proposed Hallstead-Great Bend Joint Sewer Authority's (HGBJSA) sewage conveyance line in Great Bend Township. Wastewater from the proposed NMMA sewer system will be treated at the existing HGBJSA's wastewater treatment plant in Great Bend Borough. The plant discharges to the Susquehanna River.
The Department's review of the plan update has not identified any significant environmental impacts from the proposal. Any required Water Quality Management Permits must be obtained in the name of the municipality or authority as appropriate.

The project consists of the installation of about 15,000 LF of 12 inch sanitary sewer, extending from the end of the existing HGBJSA's sewer system in Great Bend Township, along Route 11 and an abandoned railroad bed, terminating at the Great Bend Township/New Milford Township boundary line. The project also includes 800 LF of 8 inch sanitary sewer, 2,500 LF of 8 inch force main and three sanitary pumping stations. Wastewater will be treated at the existing HGBJSA's wastewater treatment plant in Great Bend Borough. The plant discharges to the Susquehanna River.
The Department's review of the plan has not identified any significant environmental impacts from the proposal. Any required Water Quality Management Permits must be obtained in the name of the municipality or authority as appropriate.
HAZARDOUS SITES CLEAN-UP UNDER THE ACT OF OCTOBER 18, 1988
Proposed Consent Order and Agreement
Chester Parking Authority--Wade Site
Chester, Delaware CountyUnder section 1113 of the Hazardous Sites Cleanup Act (HSCA) (35 P. S. §§ 6020.101--6020.1305), the Department of Environmental Protection (Department) has entered into a Prospective Purchaser Consent Order and Agreement (CO&A) with the Chester Parking Authority (CPA) concerning the reuse of the Wade Site (Site).
The Site consists of approximately 3 acres located along the Delaware River in Chester, Delaware County. During the 1970s, hazardous substances were disposed at the Site and these substances contaminated the environment at the Site. In the 1980s, the Department along with the EPA, conducted response actions to address the release or threatened release of hazardous substances at the Site. The CPA now wishes to purchase the Site with the intention of constructing parking facilities for public use as a part of a larger redevelopment plan for the Delaware River waterfront. In exchange for a covenant not to sue and contribution protection from the Department, the CPA will make a payment towards the Department's response costs and will redevelop the property in a constructive manner.
The specific terms of this settlement are set forth in the CO&A between the Department and the CPA. The Department will receive and consider comments relating to the CO&A for 60 days from the date of this public notice. The Department has the right to withdraw its consent to the CO&A if comments received during the public comment period disclose facts or considerations which indicate that the CO&A is inappropriate, improper or not in the public interest. After the public comment period, the Department's settlement with the CPA shall be effective upon the date that the Department notifies the CPA, in writing, that this CO&A is final and effective in its present form and that the Department has filed a response to significant written comments to the CO&A or that no comments were received.

Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (Act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of submission of final reports. A final report is submitted to document cleanup of a release of a regulated substance at a site where one of the Act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected.

The Department has taken action on the following plans and reports under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).
Provisions of 25 Pa. Code § 250.8, Administration of the Land Recycling and Environmental Remediation Standards Act (Act) requires the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of its final actions on plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the remediation standards of the Act. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected. Plans and reports required by provisions of the Act for compliance with selection of remediation to a site-specific standard, in addition to a final report, include a remedial investigation report, risk assessment report and cleanup plan. A remedial investigation report includes conclusions from the site investigation, concentration of regulated substances in environmental media, benefits of refuse of the property and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements. A work plan for conducting a baseline remedial investigation is required by provisions of the Act for compliance with selection of a special industrial area remediation. The baseline remedial investigation, based on the work plan, is compiled into the baseline environmental report to establish a reference point to show existing contamination, describe proposed remediation to be done and include a description of existing or potential public benefits of the use or reuse of the property. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

PPL Hummelstown Substation, Derry Township, Dauphin County. PPL Electric Utilities, Two North Ninth Street, Allentown, PA 18101 submitted a Final Report concerning remediation of site soils contaminated with PCBs. The final report demonstrated attainment of the Statewide Health Standard and was approved by the Department on January 29, 2003.
Teledyne Readco Lot 2A, Spring Garden Township, York County. Gannett Fleming, Inc., 1650 Manheim Pike, Lancaster, PA 17601, on behalf of York College of Pennsylvania, 439 Country Club Road, York, PA 17405, submitted a Remedial Investigation and Risk Assessment concerning remediation of site soils contaminated with inorganics. The Remedial Investigation and Risk Assessment were approved by the Department on February 5, 2003.
