FINAL ACTIONS TAKEN UNDER THE CLEAN STREAMS LAW AND THE FEDERAL CLEAN WATER ACT--NPDES AND WQM PART II PERMITS

INDUSTRIAL WASTE AND SEWERAGE WASTEWATER

   The Department of Environmental Protection has taken the following actions on previously received permit applications and requests for plan approval.

   Persons aggrieved by an action may appeal, under section 4 of the Environmental Hearing Board Act (35 P. S. § 7514) and 2 Pa.C.S. §§ 501--508 and 701--704 (relating to the Administrative Agency Law), to the Environmental Hearing Board, Second Floor, Rachel Carson State Office Building, 400 Market Street, P. O. Box 8457, Harrisburg, PA 17105-8457, (717) 787-3483. TDD users may contact the Environmental Hearing Board (Board) through the Pennsylvania Relay Service, (800) 654-5984. Appeals must be filed with the Board within 30 days of publication of this notice in the Pennsylvania Bulletin, unless the appropriate statute provides a different time period. Copies of the appeal form and the Board's rules of practice and procedure may be obtained from the Board. The appeal form and the Board's rules of practice and procedure are also available in Braille or on audiotape from the Secretary to the Board at (717) 787-3483. This paragraph does not, in and of itself, create any right of appeal beyond that permitted by applicable statutes and decision law.

   For individuals who wish to challenge an action, appeals must reach the Board within 30 days. A lawyer is not needed to file an appeal with the Board.

   Description of Proposed Action/Activity:  Renewal to discharge into an unnamed tributary to Valley Creek-Wissahickon-3F.

   NPDES Permit No. PA0031208, Sewage, Garnet Valley School District, 80 Station Road, Glen Mills, PA 19342. This proposed facility is located in Concord Township, Delaware County.

   Description of Proposed Action/Activity:  Renewal to discharge into Green Creek.

   Northeast Region:  Water Management Program Manager, 2 Public Square, Wilkes-Barre, PA 18711-0790.

   NPDES Permit No. PA0027693, Sewage, Minersville Sewer Authority, 2 East Sunbury Street, Minersville, PA 17954. This proposed facility is located in Branch Township, Schuylkill County and discharge to West Branch Schuylkill River.

   Description of Proposed Action/Activity:   Renewal of NPDES permit. Since original draft, general stormwater conditions were removed, uncontaminated stormwater outfall added and pretreatment conditions removed.

   NPDES Permit No. PAS702202, Stormwater, Houghton International, Inc., 6681 Snowdrift Road, Allentown, PA 18106-9353. This proposed facility is located in Upper Macungie Township, Lehigh County and discharge to Iron Run.

   Description of Proposed Action/Activity:  Renewal of NPDES individual stormwater permit.

   NPDES Permit No. PAS232208, Industrial Waste, Carpenter Company, 5016 Monument Avenue, Richmond, VA 23230. This proposed facility is located in Upper Macungie Township, Lehigh County and discharges to Iron Run.

   Description of Proposed Action/Activity:   Issuance of NPDES permit to discharge stormwater associated with industrial activity.

   NPDES Permit No. PA0110442, Sewage, Carl E. Dallmeyer Family Limited Partnership, 4775 N. Sherman St. Ext., Mount Wolf, PA 17347. This proposed facility is located in Bedford Township, Bedford County.

   Description of Proposed Action/Activity:  Authorization to discharge to Brush Run in watershed 11-C.

   NPDES Permit No. PA0084476, Sewage, Hemlock Girl Scout Council, Camp Small Valley Treatment Plant, 350 Hale Avenue, Harrisburg, PA 17104-1500. This proposed facility is located in Jefferson Township, Dauphin County.

   Description of Proposed Action/Activity:  Authorization to discharge to Armstrong Creek (via wetland and swale) in watershed 6-C.

   NPDES Permit No. PA0030643, Sewerage, Shippensburg Borough, 111 North Fayette Street, Shippensburg, PA 17257-0129. This proposed facility is located in Southampton Township, Franklin County.

   Description of Proposed Action/Activity:  Authorization to discharge to Middle Spring Creek in watershed 7-B.

   Northcentral Region:  Water Management Program Manager, 208 West Third Street, Williamsport, PA 17701.

   WQM Permit No. 5503401, Sewerage, SIC 4952, Penn Township Municipal Authority, 12 Clifford Road, Selinsgrove, PA 17870. This proposed facility is located in Penn Township, Snyder County.

   Description of Proposed Action/Activity:  Issuance of a water quality management permit for sewers and pump station at Meadow View Estates Phase III Subdivision.

   Southwest Region:  Water Management Program Manager, 400 Waterfront Drive, Pittsburgh, PA 15222-4745.

APPROVALS TO USE NPDES AND/OR OTHER GENERAL PERMITS

   The following parties have submitted:  (1) Notices of Intent for Coverage under (1) General NPDES Permits to Discharge Wastewater into the Waters of the Commonwealth. The approval for coverage under these general NPDES permits is subject to applicable effluent limitations. Monitoring, reporting requirements and other conditions set forth in the general permit:  (2) General Permits for Beneficial Use of Sewage Sludge or Residential Septage by Land Application in this Commonwealth; (3) General NPDES Permit Authorizing the Discharge of Stormwater Associated with Construction Activities to Waters of the Commonwealth; (4) Notification for First Use Application of Sewage Sludge.

   The approval of coverage for land application of sewage sludge or residential septage under these general permits is subject to pollutant limitations, pathogen and vector attraction reduction requirements, operational standards, general requirements, management practices and other conditions set forth in the respective permit. The Department of Environmental Protection approves the following coverage under the specific General Permit.

   The EPA Region III Administrator has waived the right to review or object to this permit action under the waiver provision 40 CFR 123.23(d).

   The application and related documents, effluent limitations, permitting requirements and other information are on file and may be inspected and arrangements made for copying at the contact office noted.

   The Department of Environmental Protection has taken the following actions on applications received under the Safe Drinking Water Act for the construction, substantial modification or operation of a public water system.

   Persons aggrieved by an action may appeal, under section 4 of the Environmental Hearing Board Act (35 P. S. § 7514) and 2 Pa.C.S. §§ 501--508 and 701--704 (relating to the Administrative Agency Law), to the Environmental Hearing Board, Second Floor, Rachel Carson State Office Building, 400 Market Street, P. O. Box 8457, Harrisburg, PA 17105-8457, (717) 787-3483. TDD users may contact the Environmental Hearing Board (Board) through the Pennsylvania Relay Service, (800) 654-5984. Appeals must be filed with the Board within 30 days of publication of this notice in the Pennsylvania Bulletin, unless the appropriate statute provides a different time period. Copies of the appeal form and the Board's rules of practice and procedure may be obtained from the Board. The appeal form and the Board's rules of practice and procedure are also available in Braille or on audiotape from the Secretary to the Board at (717) 787-3483. This paragraph does not, in and of itself, create any right of appeal beyond that permitted by applicable statutes and decision law.
