Keystone Health Plan East; Rate Filing
[33 Pa.B. 2721] On May 22, 2003, Keystone Health Plan East (KHPE) submitted a filing to demographically rate the small group market for groups of size less than 100 contracts. For each group, KHPE intends to use age-gender and contract type to adjust community-pool base rate for medical and prescription drug offerings. Demographic rating will be applied in a revenue-neutral manner; the premium for the total pool under demographic rating will be the same as the total pool premium if demographic rating were not implemented. Based on January 2003 enrollment figures, approximately 161,000 HMO medically insured subscribers and 145,000 pharmacy subscribers would be affected. An effective date of January 1, 2004, has been requested.
Copies of the filing are available for public inspection during normal working hours, by appointment, at the Insurance Department's regional offices in Philadelphia and Harrisburg.
Interested parties are invited to submit written comments, suggestions or objections to Cherri Sanders-Jones, Actuary, Bureau of Accident and Health Insurance, Insurance Department, 1311 Strawberry Square, Harrisburg, PA 17120 within 30 days after publication of this notice in the Pennsylvania Bulletin.
