COAL AND NONCOAL MINING ACTIVITY APPLICATIONS

   Applications under the Surface Mining Conservation and Reclamation Act (52 P. S. §§ 1396.1--1396.19a); the Noncoal Surface Mining Conservation and Reclamation Act (52 P. S. §§ 3301--3326); and The Clean Streams Law (35 P. S. §§ 691.1--691.1001); the Coal Refuse Disposal Control Act (52 P. S. §§ 30.51--30.66); and The Bituminous Mine Subsidence and Land Conservation Act (52 P. S. §§ 1406.1--1406.21). Mining activity permits issued in response to the applications will also address the applicable permitting requirements of the following statutes:  the Air Pollution Control Act (35 P. S. §§ 4001--4015); the Dam Safety and Encroachments Act (32 P. S. §§ 693.1--693.27); and the Solid Waste Management Act (35 P. S. §§ 6018.101--6018.1003).

   The following permit applications to conduct mining activities have been received by the Department of Environmental Protection (Department). A copy of the application is available for inspection at the District Mining Office indicated before an application. Where a 401 Water Quality Certification is needed for any aspect of a particular proposed mining activity, the submittal of the permit application will serve as the request for certification.

   Written comments, objections or requests for informal conferences on applications may be submitted by any person or any officer or head of any Federal, State or local government agency or authority to the Department at the same address within 30 days of this publication, or within 30 days after the last publication of the applicant's newspaper advertisement, as provided by 25 Pa. Code §§ 77.121--77.123 and 86.31--86.34.

   Where any of the mining activities listed will have discharges of wastewater to streams, the Department will incorporate NPDES permits into the mining activity permits issued in response to these applications. NPDES permits will contain, at a minimum, technology-based effluent limitations as identified in this notice for the respective coal and noncoal applications. In addition to the previous, more restrictive effluent limitations, restrictions on discharge volume or restrictions on the extent of mining which may occur will be incorporated into a mining activity permit, when necessary, for compliance with water quality standards (in accordance with 25 Pa. Code Chapters 93 and 95). Persons or agencies who have requested review of the NPDES permit requirements for a particular mining activity within the previously mentioned public comment period will be provided with a 30 day period to review and submit comments on those requirements.

   Written comments or objections should contain the name, address and telephone number of the person submitting comments or objections; application number; and a statement of sufficient detail to inform the Department on the basis of comment or objection and relevant facts upon which it is based. Requests for an informal conference must contain the name, address and telephone number of requestor; application number; a brief summary of the issues to be raised by the requestor at the conference; and a statement whether the requestor wishes to have the conference conducted in the locality of the proposed mining activities.

Coal Applications Received

   Effluent Limits--The following coal mining applications that include an NPDES permit application will be subject to, at a minimum, the following technology-based effluent limitations for discharges of wastewater to streams:

Receiving streams:  Miller Run (CWF). The first downstream potable water supply intake from the point of discharge is Cambria Somerset Authority Stonycreek Surface Water Intake. Barbuschak Excavating, 132 Algonquin Path, Stoystown, PA 15563, permit renewal for reclamation only and for continued restoration of a bituminous surface mine in Shade Township, Somerset County, affecting 19.8 acres. Receiving streams:  unnamed tributary to/and Miller Run (CWF). The first downstream potable water supply intake from the point of discharge is Cambria Somerset Authority Stonycreek Surface Water Intake. Application received September 2, 2003.

   65010102. Coal Loaders, Inc. (212 East Main Street, P. O. Box 556, Ligonier, PA 15658). Application received for transfer of permit currently issued to V. P. Smith Co., Inc. for continued operation and reclamation of a bituminous surface mining site in Fairfield Township, Westmoreland County, affecting 133.6 acres. Receiving streams:  unnamed tributaries of Hypocrite Creek to Hypocrite Creek to Hendricks Creek to Tubmill Run to Conemaugh River; and unnamed tributaries of Hannas Run to Mill Creek to Loyalhanna Creek to Conemaugh River (CWF). The first downstream potable water supply intake from the point of discharge is greater than 10 miles from the site. Transfer application received August 26, 2003.

   26980105 and NPDES Permit No. 0202410. Amerikohl Mining, Inc. (P. O. Box 427, Acme, PA 15610). Renewal application for reclamation only of an existing bituminous surface mine, in Saltlick Township, Fayette County, affecting 67 acres. Receiving streams:  Little Champion Creek and Champion Creek (CWF). The first potable water supply intake within 10 mile downstream from the point of discharge is the Indian Creek Valley Water Authority. Renewal application received September 5, 2003.

Noncoal Applications Received

   Effluent Limits--The following noncoal mining applications that include an NPDES permit application will be subject to, at a minimum, the following technology-based effluent limitations for discharges of wastewater to streams:

ABANDONED MINE RECLAMATION

   Under Act 181 of 1984, the Department solicits letters of interest from the landowners and/or licensed mine operators for the reclamation of the following abandoned strip mine project:

   Project No. BF 508-101.1, Penn Township, Westmoreland County, 29.2 acres

   Letters of interest must be received by Roderick A. Fletcher, P. E., Director, Bureau of Abandoned Mine Reclamation, Department of Environmental Protection, 400 Market Street, P. O. Box 8476, Harrisburg, PA 17105-8476 by 4 p.m. on October 20, 2003, to be considered. Telephone inquiries should be directed to Chuck Siders, Division of Mine Hazards, (717) 783-0474.

PROJECTS UNDER THE ENVIRONMENTAL GOOD SAMARITAN ACT

   The Environmental Good Samaritan Act (27 Pa.C.S. §§ 8001--8114) provides certain protections and immunities from civil liability for landowners and persons who voluntarily undertake reclamation and abatement projects to address land and water adversely affected by mining or oil or gas extraction or exploration for natural resources and left in an unreclaimed condition or left discharging water pollution. For landowners and persons to qualify for immunity, the projects must be approved by the Department.

   The following project proposals have been received by the Department. A copy of the proposals is available for inspection at the office indicated before each proposal.

   Written comments or objections may be submitted by persons, offices or heads of Federal, State or local government agencies or authorities to the Department at the same address within 30 days of this publication.

   Written comments or objections should contain the name, address and telephone number of the person submitting comments or objections, the proposal identification number and a statement of sufficient detail to inform the Department of the basis of the comment or objection and the relevant facts upon which it is based.

Project Proposals Received

   Knox District Mining Office:  White Memorial Building, P. O. Box 669, Knox, PA 16232-0669, (814) 797-1191.

   EGS33031. Young Township (P. O. Box 125, Walston, PA 15781). A project to abate mine drainage pollution in Young Township, Jefferson County, affecting 4.9 acres. Receiving streams:  Little Elk Run to Elk Run to Mahoning Creek (CWF). There are no potable surface water supply intakes within 10 miles downstream. Project proposal received September 2, 2003.

FEDERAL WATER POLLUTION CONTROL ACT, SECTION 401

   The following permit applications, requests for Environmental Assessment approval and requests for 401 Water Quality Certification have been received by the Department of Environmental Protection (Department). Section 401 of the Federal Water Pollution Control Act (FWPCA) (33 U.S.C.A. § 1341) requires the State to certify that the involved projects will not violate the applicable provisions of sections 301--303, 306 and 307 of the FWPCA (33 U.S.C.A. §§ 1311--1313, 1316 and 1317) as well as relevant State requirements. Persons objecting to approval of a request for certification under section 401 of the FWPCA or to the issuance of a Dam Permit, Water Obstruction and Encroachment Permit or the approval of an Environmental Assessment must submit comments, suggestions or objections within 30 days of the date of this notice, as well as questions, to the office noted before the application. Comments should contain the name, address and telephone number of the person commenting, identification of the certification request to which the comments or objections are addressed and a concise statement of comments, objections or suggestions including the relevant facts upon which they are based.

   The Department may conduct a fact-finding hearing or an informal conference in response to comments if deemed necessary. Individuals will be notified, in writing, of the time and place of a scheduled hearing or conference concerning the certification request to which the comment, objection or suggestion relates. Maps, drawings and other data pertinent to the certification request are available for inspection between 8 a.m. and 4 p.m. on each working day at the office noted before the application.

WATER OBSTRUCTIONS AND ENCROACHMENTS

   Southeast Region:  Water Management Program Manager, Lee Park, Suite 6010, 555 North Lane, Conshohocken, PA 19428.

   E15-708. West Chester Area School District, 829 Paoli Pike, West Chester, PA 19380, Westtown Township, Chester County, Philadelphia ACOE District.

   To construct and maintain the following activities associated with the construction of a new high school--Bayard Ruskin High School on a 177 acre parcel locally known as the Marshall Jones Tracts:

   1.  To drain and fill an existing 0.61-acre farm pond which is along an UNT to Goose Creek (WWF).

   2.  To place fill within 0.18 acre of wetland associated with the construction of the school facility.

   3.  To construct and maintain a 5-foot long by 5-foot high pedestrian ridge across the UNT to Goose Creek.

   4.  To construct and maintain an 8-inch and 10-inch underground sanitary sewer line (onsite and offsite respectively) at six various crossings, one onsite across the UNT to Goose Creek and five offsite, one along the East Branch of Chester Creek and four along the UNT to Chester Creek.

   5.  To construct a stormwater outfall structure along an UNT to Goose Creek along Shiloh Road.

   The site is northwest of the intersection of Street Road (SR 926) and Shiloh Road (West Chester, PA Quadrangle N: 11.2 inches; W: 7.1 inches).

   E09-863. Wawa Inc., 260 W. Baltimore Pike, Wawa, PA 19063, Buckingham Township, West Chester, PA 10963, ACOE Philadelphia District.

   To modify and maintain the existing 62-foot long, 10-foot span and 3-foot 9-inch rise culvert of York Road over an unnamed tributary to Mill Creek (SWF-MF) by extending the upstream end with 60 linear feet of open bottom concrete culvert consisting of a 10-foot span and 3-foot 9-inch rise. The final structure will be classified as a stream enclosure and the work will facilitate the expansion of the existing Wawa Food Market. This work also includes construction and maintenance of three outfall pipes, placement and maintenance of riprap at the downstream side of the culvert and relocation of various utilities. The site is just north of the intersection of York Road (SR 0263) and Durham Road (SR 0413) (Buckingham, PA USGS Quadrangle N: 13.4 inches; W: 8.5 inches).

   E09-862. Gold For Three Daughters, 800 Haunted Lane, Bensalem, PA 19020, Bensalem Township, Bucks County, Philadelphia ACOE District.

   To perform the following activities associated with the Wells Drive Channel Relocation Project:

   1.  To relocate 335 linear feet of stream channel of an unnamed tributary of the Neshaminy Creek (WWF).

   2.  To install a total of 75 linear feet of temporary cofferdam across the stream at three different locations along the stream channel to accommodate work associated with the proposed channel relocation.

   3.  To conduct minor grading work associated with the new stream banks adjustment.

   The project proposes to directly and permanently affect a total of 335 linear feet and 380 linear feet, temporarily.

   The site is on Wells Drive approximately 160 feet west of the intersection of Bridgewater Road and Wells Drive (Beverly NJ-PA Quadrangle N: 18.25 inches; W: 7.00 inches).

   E46-946. Department of Transportation, 7000 Geerdes Boulevard, King of Prussia, PA 19406-1525, Upper Salford, Lower Frederick Townships, Montgomery County, ACOE Philadelphia District.

   To remove an existing six-span stone masonry arch bridge which carries Spring Mount Rd. (SR 1019) over the Perkiomen Creek (WWF-MF) and to construct and maintain a twin span steel girder bridge measuring a total of 222 feet long and up to 13 feet high at the same location. The removal will require a temporary sandbag cofferdam and temporary causeway impacting 0.05 acre of vegetated bars within the top of bank. The site is approximately 4,000 feet northeast of the intersection of SR 29 and Spring Mount Road (SR 1019) (Perkiomenville, PA USGS Quadrangle N: 4.5 inches; W: 11.25 inches).

   E23-438. J. Golden Enterprize, 646 Chester Creek Road, Brookhaven, PA 19015, Bucks County, Philadelphia ACOE District.

   To perform the following activities in and along the Delaware River (WWF, MF) associated with the Golden Point Marina:

   1.  To construct and maintain 355 feet of pile supported dock and associated mooring areas.

   2.  To construct and maintain a 473-linear foot sheet pile bulkhead that will be backfilled with primarily clean fill material. This will replace an existing degraded bulkhead. A total of 0.0215 acre of tidal wetlands will be impacted as a result of the bulkhead construction.

   3.  To construct and maintain a boat ramp and lift that will extend 110 feet into the river.

   The project site is at the intersection of Jansen Avenue and the Delaware River (Bridgeport, NJ-PA Quadrangle N: 19.8 inches, W: 6.4 inches).

   Southcentral Region:  Water Management Program Manager, 909 Elmerton Avenue, Harrisburg, PA 17110.

   E05-320:  Bowser Covered Bridge Restoration Project, 988 Covered Bridge Road, Osterburg, PA 16667 in East St. Clair Township, Bedford County, ACOE Baltimore District.

   To maintain a covered bridge spanning Bob's Creek within East St. Clair Township, Bedford County (Alum Bank, PA Quadrangle N: 9.4 inches; W: 5.8 inches). The proposed work includes the replacement of the stone abutments, decking, roof and lintels and painting of the entire structure.

   E22-465:  Linda D. and Troy L. Page, 7733 Althea Avenue, Harrisburg, PA 17112 in West Hanover Township, Dauphin County, ACOE Baltimore District.

   To excavate and construct a swimming pool which will impact 0.01 acre of wetlands associated with an unnamed tributary to Beaver Creek (WWF) at 7733 Althea Avenue (Hershey, PA Quadrangle N: 14.85 inches; W: 13.40 inches) in West Hanover Township, Dauphin County.

   Northcentral Region:  Water Management Program Manager, 208 West Third Street, Williamsport, PA 17701, (570) 327-3636.

   E14-451. Moshannon Valley Joint Sewer Authority, P. O. Box 581, 829 North Ninth Street, Phillipsburg, PA 16866-0581. Regional Water Pollution Facility in Rush Township, Centre County, ACOE Baltimore District (Phillipsburg, PA Quadrangle N: 5.9 inches; W: 13.7 inches).

   To construct and maintain:  (1) a reinforced cement concrete aerobic digester about 74 feet wide, 146 feet long and 17 feet deep; and (2) a 50-foot wide by 60-foot long masonry equipment building on the right hand side and in the floodplain of Moshannon Creek (TSF) about 650 feet from the top of the creek bank. The project is at 829 North Ninth Street in Phillipsburg, Rush Township, Centre County. The project will impact about 0.046 acre of palustrine-forested wetlands and approximately 0.5 acre of earth will be disturbed by the project.

   E14-452. John H. Mitchell, Jr., P. O. Box 215, Lemont, PA 16851. Mount Nittany Terrace--Phase II in College Township, Centre County, ACOE Baltimore District (State College, PA Quadrangle N: 12.7 inches; W: 8.1 inches).

   To construct and maintain:  (1) two 87-foot long by 48-inch diameter CPEP culverts for a public road crossing; (2) a 200-foot long realigned and rock armored intermittent stream channel next to a proposed public road; (3) a 62-foot long 18-inch diameter CPEP culvert for a public road crossing; (4) a 95-foot long 18-inch diameter CPEP culvert for a public road crossing; and (5) three 18-inch diameter stormwater outfalls, into or crossing of an intermittent unnamed tributary of Spring Creek for the expansion of a public subdivision 1,500 feet southwest on First Avenue from its intersection with Struble Road.

   E18-368. Porter Township Municipal Authority, 216 Spring Run Road, Room 105, Mill Hall, PA 17751. Intake structure in Porter Township, Clinton County, ACOE Baltimore District (Mill Hall, PA Quadrangle N: 4.5 inches; W: 13.6 inches).

   To construct and maintain raw water intake facilities consisting of a 6-inch diameter water intake pipe and a 2-foot 6-inch by 30-foot long reinforced concrete headwall in Sink Run (HQ CWF) a tributary to Fishing Creek, approximately 1 mile south of the intersection of SR 2004 with Rt. 80. The project will not impact wetlands while impacting approximately 35 feet of waterway and disturbing approximately 0.01 acre of earth.

   E47-077. David R. Cotner, 418 Jerseytown Road, Danville, PA 17821. Cotner Crossing in Hemlock Township, Montour County, ACOE Baltimore District (Millville, PA Quadrangle N: 7.5 inches; W: 13.6 inches).

   The applicant proposes to remove the existing 4-foot culvert pipe and restore the area and to install an 8-foot culvert pipe immediately upstream of the existing pipe. The inlets and outlets will have riprap and headwalls to stabilize the banks. This project is 5 miles east of the intersection of SR 54 and SR 642 on the east side of the road. The project is in the watershed of Mahoning Creek (CWF).

   E53-393. Eric and Barbara Peters, 1385 US Highway 6 West, Galeton, PA 16922. Water Obstruction and Encroachment Joint Permit application in Pike Township, Potter County, ACOE Susquehanna River Basin District (West Pike, PA Quadrangle N: 4.0 inches; W: 11.0 inches).

   To construct, operate and maintain a single span footbridge over Pine Creek (HQ-CWF) to provide access to private property. The single span footbridge shall be constructed with a maximum 70-foot span, 12.0-foot with and 8.0-foot underclearance. The project with not impact wetlands while impacting 12.0-feet of Pine Creek. The project is along the western right-of-way of SR 0006 approximately 1,000 feet east of the SR 1003 and SR 0006 intersection.

   E55-192. Scott B. Dutrow, R. R. 1, Box 11, Beaver Springs, PA 17812-0011. Water Obstruction and Encroachment Permit in Spring Township, Snyder County, ACOE Susquehanna River Basin District (Beaver-A, PA Quadrangle N: 1.1 inches; W: 11.5 inches).

   To construct and maintain a 35-foot long by 6-foot wide wooden bridge over Beaver Creek (CWF). This project does not propose to impact any jurisdictional wetlands. The project is along the eastern right-of-way, 1.0 mile north on SR 0235 in Spring Township, Snyder County.

   Southwest Region:  Water Management Program Manager, 400 Waterfront Drive, Pittsburgh, PA 15222-4745.

   E02-1432. Turnpike Commission, P. O. Box 67676, Harrisburg, PA 17106. Findlay Connector Section 54C in Findlay Township, Allegheny County, Pittsburgh ACOE District (Latitude:  40° 26` 58"--Longitude:  80° 18` 09") (Clinton, PA Quadrangle Begins N: 14.7 inches; W: 7.7 inches; ends N: 11.7 inches; W: 8.9 inches). The applicant proposes to permanently place and maintain fill in 0.63 acre of PEM wetland for the purpose of constructing 1.20 miles of new four-lane, limited access toll road known as the Findlay Connector (SR 0576) including construction of entrance and exit ramps at the Bald Knob Road Interchange, 0.26 mile of improvements to Burgettstown Road (SR 3078) and construction of 0.51 mile of Country Hollow Road. To compensate for the wetland impacts, the applicant is proposing creation of 0.63 acre of replacement wetlands in the Raredon Run watershed.

   E02-1434. McHolme Builders, Inc., 315 Payday's Drive, Elizabeth, PA 15037. Payday's Plaza Stream Enclosure in Forward Township, Allegheny County, Pittsburgh ACOE District (Latitude:  40° 13` 59"--Longitude:  79° 51` 26") (Donora, PA Quadrangle N: 19.6 inches; W: 14.95 inches). The applicant proposes to construct and maintain a stream enclosure 186 feet in length consisting of a 54-inch diameter culvert in an unnamed tributary to Gillespie Run (WWF) for the purpose of constructing Payday's Plaza along Payday's Drive, approximately 200 feet south from the intersection of Payday's Drive, SR 51 and SR 48. The project will impact 204 linear feet of stream channel and 0.02 acre of wetlands.

   E02-1435. Township of McCandless, 9955 Grubbs Road, Wexford, PA 15090. Meadow Oak Drive Culvert in McCandless Township, Allegheny County, Pittsburgh ACOE District (Latitude:  40° 34` 15"--Longitude:  79° 59` 39"). The applicant proposes to remove the existing structures, to construct and maintain a new 48-inch diameter culvert approximately 197 feet long (depressed 6 inches) with rip-rap on the upstream and downstream ends in a tributary to Pine Creek (TSF) and to construct and maintain various outfalls to the 48-inch diameter culvert. The culvert is under Meadow Oaks Drive, just south of its intersection with Duncan Avenue. The total stream impact is the replacement of 197 feet of culvert. Buczkowski residential bridge in Hampton Township, Allegheny County, Pittsburgh ACOE District (Latitude:  40° 34` 41"--Longitude:  79° 57` 13") (Glenshaw, PA Quadrangle N: 14.15 inches; W: 10.9 inches). The applicant proposes to operate and maintain the existing 6-foot diameter culvert (depressed 1.0 foot below the stream bed) in the channel of McCuslin Run (TSF) for the purpose of providing access to applicant property. The culvert was installed under Emergency Permit No. EP0203203 and is on the east side of Route 8, approximately 200 feet south from the intersection of Route 8 and McCully Road. The project proposes to import 50.0 linear feet of stream channel.

   E02-1437. Mills Corporation, 1300 Wilson Boulevard, Suite 400, Arlington, VA 22209. Freeport Road Bridge in Harmar Township, Allegheny County, Pittsburgh ACOE District (Latitude:  40° 32` 11"--Longitude:  79° 50` 26") (New Kensington West, PA Quadrangle N: 6.6 inches; W: 12.6 inches). The applicant proposes to operate and maintain an existing single pier bridge having a span of approximately 141 feet and under clearance of 22.9 feet across Deer Creek (WWF) and to widen and maintain the bridge approximately 16.7 feet on the downstream side. The project is part of a proposed development known as Pittsburgh Mills Galleria Mall. The bridge widening is need for anticipated additional mall traffic. The project is on Freeport Road (SR 1001) approximately 200 feet west of its intersection with SR 910. The total proposed stream impact to Deer Creek is 16.7 feet.

   E30-207. Department of Transportation, District 12-0, P. O. Box 459, Uniontown, PA 15401. SR 0019, Section G10 in Whiteley Township, Greene County, Pittsburgh ACOE District (Garards Fort, PA Quadrangle N: 9.48 inches; W: 16.5 inches). For the purpose of preparing a detour route for I-79 traffic during underground mining, the applicant is proposing to remove the existing structures and:  (1) to construct and maintain a prestressed concrete spread box beam bridge having a normal clear span of 40.0 feet and an underclearance of 8.95 feet over Whiteley Creek (TSF). Also to construct and maintain an 18-inch diameter reinforced concrete pipe stormwater outfall at Whiteley Creek (TSF) (Latitude:  39° 48` 08"--Longitude:  80° 07` 03"); (2) to construct and maintain a prestressed concrete spread box beam bridge having a normal clear span of 57.7 feet and an underclearance of 7.25 feet over Dyers Fork (TSF). Also to construct and maintain an 18-inch diameter reinforced concrete pipe stormwater outfall at Dyers Fork (Latitude:  39° 49` 35"--Longitude:  80° 07` 18"); (3) to construct and maintain a reinforced concrete box culvert having a normal span of 15.0 feet and an effective underclearance of 2.42 feet (1.0 foot depressed invert) in an unnamed tributary to Dyers Fork (TSF). Also to construct and maintain a temporary stream crossing consisting of three 48-inch diameter pipes in an unnamed tributary to Dyers Fork and to permanently place and maintain fill in a de minimis area of PEM wetland equal to 0.l219 acre and to temporarily place and maintain fill in 0.008 acre of PEM wetland (Latitude:  39° 49` 51"--Longitude:  80° 07` 10"); (4) to construct and maintain reinforced concrete box culvert having a normal span of 16.0 feet and an effective underclearance of 4.40 feet (1.0 foot depressed invert) in Mt. Phoebe Run (TSF). Also to construct and maintain an 18-inch diameter reinforced concrete pipe stormwater outfall at Mt. Project includes rip-rap protection and relocation of an existing 8-inch diameter sanitary sewer line to attach to the new structure. Walnut Creek (CWF, MF) is a perennial stream. The project proposes to directly affect 75 linear feet of stream channel.

   The applicant proposes to remove the existing structure and:  (1) to construct and maintain a rolled steel I-beam bridge having a clear span of 75 feet and an underclearance of 11.25 feet on a 90° skew across South Branch French Creek (Union City, PA-NY Quadrangle N: 4.2 inches; W: 13.0 inches) in the Borough of Union City, Erie County on SR 0006 (U. S. Route 6), Section B03, Segment 0260, Offset 1446 approximately 0.5 mile north of the intersection of SR 0006 and SR 0008; and (2) to installation of a temporary pedestrian bridge approximately 75 feet upstream of the proposed bridge. South Branch French Creek (CWF) is a perennial stream. The project proposes to directly affect a total of approximately 125 linear feet of stream channel.

   To construct and maintain a single-span prefabricated steel truss pedestrian bridge, having a span of 140 feet and an underclearance of approximately 17 feet, across West Branch Lackawaxen River (HQ-CWF). The bridge will provide access to a parking area on the south side of the river. The project is south of the intersection of SR 0006 (Park Street) and West Street (Honesdale, PA Quadrangle N: 13.7 inches; W: 1.3 inches).

   To repair and maintain an existing two span cast iron pony truss pedestrian bridge across Saucon Creek (CWF). FINAL ACTIONS TAKEN FOR NATIONAL POLLUTION DISCHARGE ELIMINATION SYSTEM (NPDES) PERMITS AND WATER QUALITY MANAGEMENT (WQM) PERMITS

   The Department of Environmental Protection (Department) has taken the following actions on previously received applications for new, amended and renewed NPDES and WQM permits, applications for permit waivers and Notices of Intent for coverage under General Permits. This notice is provided in accordance with 25 Pa. Code Chapters 91 and 92 and 40 CFR Part 122, implementing provisions of The Clean Streams Law (35 P. S. §§ 691.1--691.1001) and the Federal Clean Water Act.

   Sections I--VI contain actions related to industrial, animal or sewage wastes discharges, discharges to groundwater and discharges associated with municipal separate storm sewer systems (MS4), stormwater associated with construction activities and concentrated animal feeding operations (CAFOs). Section VII contains notices for parties who have submitted Notices of Intent (NOI) for coverage under General NPDES Permits. The approval for coverage under these General NPDES Permits is subject to applicable effluent limitations, monitoring, reporting requirements and other conditions set forth in each general permit. The approval of coverage for land application of sewage sludge or residential septage under applicable general permit is subject to pollutant limitations, pathogen and vector attraction reduction requirements, operational standards, general requirements, management practices and other conditions set forth in the respective permit. The permits and related documents, effluent limitations, permitting requirements and other information are on file and may be inspected and arrangements made for copying at the contact office noted before the action.

   Persons aggrieved by an action may appeal, under section 4 of the Environmental Hearing Board Act (35 P. S. § 7514) and 2 Pa.C.S. §§ 501--508 and 701--704 (relating to the Administrative Agency Law), to the Environmental Hearing Board, Second Floor, Rachel Carson State Office Building, 400 Market Street, P. O.
