   23-00038:  Delaware County Regional Water Quality Control Authority--DELCORA (100 East 5th Street, Chester, PA 19016) on September 8, 2003, to modify the permit to incorporate changes to work practice standards, monitoring and recordkeeping regarding a negative air pressure of the belt filter press room (Source C04) to control and properly determine odors from the room in the City of Chester, Delaware County. Title V Operating Permit minor modification under the Air Pollution Control Act and 25 Pa. Code § 127.462 was issued. The modification also addresses changes to work practice standards and testing for the two sewage sludge incinerators (sources 001 and 002) regarding the use of stack oxygen monitors. The permit will include monitoring, recordkeeping and reporting requirements designed to keep the facility within all applicable air quality requirements.

The facility's major emission sources include natural gas-fueled compressors, miscellaneous natural gas usage and one parts washing machine. The facility is a major facility due to its potential to emit of VOCs, NOx and CO.

   33-00055:  Glen-Gery Corp. (Route 28, Summerville, PA 15864) on August 14, 2003, to reissue a Title V Permit to operate a brick and tile manufacturing facility in Summerville Borough, Jefferson County. The facility's major emission sources include raw material stockpiles, primary crushers for shale and clay, hammermill for shale, grinding and screening operation with storage, transportation fugitives and miscellaneous natural gas usage. The facility is a major facility due to its potential to emit PM10, SOx, NOx and CO. The facility is also currently operating under a plan approval for the modification of several brick kilns at the facility. This permit will be administratively amended at a later date to incorporate the kilns and all applicable requirements that apply to the kilns.

   2.  To construct and maintain 30 linear feet of a 66-inch diameter CMP culvert across an unnamed tributary to West Branch of Skippack Creek (TSF), associated with the proposed Township trail.    3.  To construct and maintain a 24-inch diameter outfall structure along West Branch of Skippack Creek associated with the roadway improvements for Morris Road.

   1.  To reconstruct an existing bridge structure that consists of a single span concrete encased steel I-beam superstructure on stone masonry abutments and wingwalls. The existing bridge has a normal clear span of 20 feet 6 inches overall width of 19 feet and an underclearance of 4 feet. This structure will be retained to serve as part of the township trail system.

   2.  To construct and maintain a new bridge adjacent to and downstream of the existing structure. The proposed bridge will consist of a single span metal plate arch structure with a normal clear span of 38 feet 4 inches overall width of 48 feet 4 inches and an underclearance of 17 feet 9 inches. Abutments and wingwalls will be reinforced concrete with stone form liner on all exposed concrete areas.

   All water line crossings beneath a waterway or wetland shall be constructed with a minimum of 3 feet of cover with concrete encasement. Trench plugs or clay dikes shall be used at every water line crossing a waterway to ensure the hydrology of the stream or wetland is not altered. Construction of the water distribution system will require earthmoving activities within the 100-year floodway and floodplain of the Allegheny River, Mill Creek and their tributaries. All areas of disturbance in and along waterways and wetlands for the distribution line shall be restored to original elevations with all areas of disturbance receiving applications of temporary and permanent stabilization immediately upon final grading. The project is along the western right-of-way of SR 0044 and southern right-of-way of SR 0006 in Coudersport Borough. This permit also authorizes the construction, operation, maintenance and removal of temporary construction crossing, dikes, cofferdams and diversions. Upon completing the installation of the water crossings, all temporary structures shall be removed to restore the areas to original contours, elevations and dimensions.

   To construct, operate and maintain a single span foot bridge over the Tioga River (CWF). The bridge will consist of a 110-foot clear span and have a width of 8 feet. The existing abutments and foundations shall be utilized to elevate the deck above the 100-year storm event. The existing ramps are to be lowered from the current elevations and that material shall be disposed in a location that does not have a floodway nor in a wetland. This project is west on McIntyre Street from the McIntyre Street and Main Street intersection.

The project is along SR 3002 Segment 0170, Offset 0161 in Hartley Township, Union County. The project proposes to permanently impact 0.014 acre of jurisdictional wetland.    The public hearing will be conducted on November 18, 2003, at 7 p.m. in the South Whitehall Township Municipal Building, 4444 Walbert Avenue, South Whitehall Township, Lehigh County. The hearing will be conducted by the Water Management Program, Soils and Waterways Section, 2 Public Square, Wilkes-Barre, PA 18711-0790, (570) 826-2511. The hearing is in response to an application submitted by David Jaindl, Jaindl Land Company. The NPDES permit application proposes the discharge of stormwater from construction activities to Little Lehigh Creek Watershed.

   The Department requests that individuals wishing to testify at the hearing submit a written notice of intent to the David Jaindl Public Hearing, Department of Environmental Protection, Water Management Program, 2 Public Square, Wilkes-Barre, PA 18711. The Department will accept notices up to the day of the hearing. The Department requests that individuals limit their testimony to 10 minutes so that all individuals have the opportunity to testify. The Department can only review comments made with regard to NPDES Permit Application No. PAI023903020. Written copies of oral testimony are requested. Relinquishing time to others will not be allowed. Individuals attending the hearing will have the opportunity to testify if they so desire; however, individuals who preregister to testify will be given priority on the agenda.
